1918-1939
Summary
This publication constitutes the first attempt of introducing the National De¬
mocracy s self-government thought in the years
1918-1939.
The book consists of
five chapters. The first one comprises analysed national democratic concept of the
nation as well as the national state. One of the subsections also presents a model of
state institutions which was accepted by national democrats.
The second chapter depicts the place of the self-government in political projects
of National Democracy in three periods of time: before regaining independence, in
the years of parliamentary democracy and after The May
Coup d Etat.
The next contains the analysis of interpreting categories such as political neu¬
trality and partyism in the context of local government. The specificity of the
trend which strived to verify its concepts through practice influenced considering
the participation of National Democracy in a forum of local government and self-
government organisations.
The most extensive fourth chapter contains the analysis of a planned model of
self-government. In a series of subsections the author presents a discussion con¬
cerning controversial issues of dividing tasks between the state and the self-
government and controlling the self-government. Thus, the area of conflicts as well
as common grounds between the state and the self-government were depicted.
The economy and finances of the self-government were distinguished in the
next part. In this case, the aim was not the action characterization of different na¬
tional democrat-dominated administration, but critical description and explanation
of national democratic deliberations on municipal economy, the relation between
national and local economy and careful examination of the concept of local gov¬
ernment s finances. Categories mentioned above were marked politically because
they gave rise to a debate and some conflicts in the public sphere. This chapter also
contains an analysis of social conceptions. These issues played an essential role in
a national programme, especially during the thirties. The self-government was to
facilitate overcoming social stratification and disharmony in the advancement of
particular social-professional groups. Developing education was to perform a simi¬
lar function in pulling down
socio-cultural
differences, which divided the society
into the centre and periphery. For this reason, among many issues concerning scope
of self-government s activity, the two mentioned above were chosen.

Summary

The last chapter presents education aspects of local government s activity.
A few elements were taken into account in this chapter, among others: the role of
a self-government in creating political elite and political culture. It turned out
to be indispensable also to put forward self-learning work run by the camp men¬
tioned above.
A direct relationship with political practice of The Second Polish Republic
consisted a characteristic feature of National Democracy s political thought. Current
matters were responded to using a precise exemplification of different phenomena,
such as political, social and economic ones. The stability of a political system and
status of its separate units, as well as effectiveness of problem solving aroused in¬
tense interest.
The rule of limiting the state s role, which was stressed more than once, and
a demand for social activity which accompanied it directed attention of national
democrats to the institution of a self-government. In a state system projects the self-
government constituted a very important matter. It is proven by an in detail analysis
of proposals made to the legislative
Sejm
or to some programmes and journalism.
According to national democrats, the constitutional regulation enclosed to the act of
1921
determined appropriately the position of a self-government in the state.
The situation specified by the April Constitution of Poland
(1935)
aroused doubts.
According to the Constitution this institution was not recognized as independent.
A mistake would not be made if one stated that national democrats regarded the
existence of a self-government as necessary, regardless of a state system s form.
A structure of independent institutions, which allowed national groups to express
their identity, met firm resistance. Decentralization could not be introduced on
a minority s request. Idiosyncrasy involved every form of autonomy. Self govern¬
ment s tasks were to regulate more or less detailed formal calculations, the content
of which could ensure national character of the state.
The ways in which institutions realized their tasks were also in the centre of
attention. A critical assessment of achievements of both cities and districts boards
managed by political enemies led more than once to acceptance of legal solutions,
admittedly falling into standards of democracy, but limiting citizens influence on
decisions that were to be taken. In the last case a clear evolution was noticeable.
After the May
Coup d Etat
of
1926
citizens of Polish identity demanded taking their
requests into consideration, since it was discerned that authorities decisions had
binding power for people in the milieu. They disagreed to all cases being realized
on a routine basis by specialized officials associated with
sanacja
(adherents of
Piłsudski).
Thus the self-government became a field of influence for political
groups. It was particularly noticeable during the thirties.
Karol Wierczak s
opinion
can be regarded as characteristic: We have to remember that Great Poland cannot
be built by one or another edict, but it is possible to achieve it by fundamental work
in the self-government, realizing national political programmes there. It was only
in the beginning when the apolitical dimension of the self-government was stressed,
and the notion of local government power was localized only in the context of effi¬
ciently executed community tasks.

enter intra-party discussions and to take part in a debate conducted by self-

government circles. It was visible especially in the period between
1924-1925,
when adherents of
Piłsudski
led to the enactment of the so called little local gov¬
ernment bill. Generally, however, in comparison to other spheres of political or
economic life, the self-government was given less attention. This did not mean
its marginalization, but was the result of the necessity to develop and articulate
opinions concerning many other important problems of the re-born state. A reflec¬
tion concerning the self-government did not arouse such emotions as the case of
a reform of finance, the constitution or the range of the state-Church relation.
The accepted doctrinal basis of the self-government did not change throughout
the whole period discussed. Both lawyers associated with the National Democracy
and members of parliament as well as executors accepted a state theory of a self-
government. It did not, however, constitute a particular characteristic, because this
theory was popularized in circles of the Second Polish Republic. Accepting such
assumptions facilitated defining the scope of self-government tasks, a problem with
supervision and rules of the elections statute
-
all of them according to the paradigm
of national idea. In the first case by accepting the division of tasks into own and
entrusted ones, it was quite consistently recommended that own tasks should be
minimized. The rule of wide state supervision over the self-government was treated
positively, which in a large measure was conditioned by fears of national minority s
particularism. With the passing of time, however, the necessity of unanimity of
control with the rule of law-abiding was raised.
Despite disputes concerning technical rules of the elections statute, the idea of
plural and majority voting were accepted. For borderland activists an important
point constituted
curial
statute.
The greatest conceptual evolution occurred on account of a character of a dis¬
trict. In the beginning, being in favour of a collective district, which constituted
several towns, it was eventually an individual district that was accepted. With the
accompaniment of national thought evidence, it was caused by critical assessment
of collective districts function, by rejecting district local government, which was
essential in the case of collective district existence and a theoretical reflection,
which was a result of a reception of foreign models.
By accepting and appreciating the significance of powiats (second level of
local government administration in Poland), national democrats were in favour of
linking powiats with the state administration. Introducing the self-government at
the regional level (voivodeships) raised serious doubts. Among the arguments
quoted some of them deserve attention, especially fears related to converting
voivodeships into
autonomie
entities, which in consequence could lead to federali-
zation of the state. At the same time a self-governmental-governmental voivodeship
was accepted.
The attempts to develop a homogeneous stance concerning the self-govern¬
ment s economy and finance was, however, a failure. Clearly anti-vacant concep¬
tions of the old were, indeed, accepted by the young, but numerous demands of
property municipalization, present, say, in Adam Doboszynski s journalism, may
testify quite essential evolution of economic thought. Also activities of city boards
dominated by national democrats proved the lack of consistency in this case. In turn,
clearly populistic tone was present in speeches concerning social sphere of activity.

Stating that a financial position of the self-government is weak, throughout the
whole interwar period it was demanded that investments should be limited and that
economization should be introduced. Appropriately constructed legal frames were
to enable substitution of taxes with performing easy works for the district. Thus, the
significance of extra-economic factors in building social trust was explicitly stressed.
Local government was perceived first of all as an institution of social educa¬
tion. Essential in this case remained formation of a national elite. Hence, turning
attention on shaping discipline and a sense of responsibility. From the perspective
of local government activists, who treated this institution as an expression of civic
democracy, proposals of national democrats seemed to be reactionary and undemo¬
cratic. Such a sensation was enhanced by the activity of ineffectual municipalities,
which were dominated by the National Democracy or by distinct anti-Semitism,
which was used in electoral campaigns, especially during the thirties. Substantive
studies of self-government s theoreticians associated with the National Democracy
were highly assessed, which obviously did not exclude polemics with the theses
presented by them. The act of self-government finances, which was worked out with
the help of national democratic politicians, was taken into consideration while cre¬
ating rules of financing council institutions after
1989,
and it is treated as a model
by some contemporary theoreticians.
In turn, the number of statements dedicated to self-government proves a big
interest in these issues among managerial circles of national democrats. It may have
not been attended much in platform statements, nevertheless, evidence of political
thought prove a huge interest in the issues in question. Both in projects that were
worked out by activists associated with The Commission for Political Affairs of
emigrant government, and in platform enunciations concerning the system formu¬
lated in areas under occupation an important place was reserved for the self-
government, just similar as in conceptions of a re-born after
1989
the national
movement. In a reflection touching this sphere of life, there is, however, lack of any
referring to the ancestors thought, for instance to
Bohdan
Wasiutyński.
Regardless
of this, certain projects, proposals and assessments are at least almost the same with
those that arouse during the interwar period. It confirms the basic assumption of
work, that national democratic conception of the self-government was determined
by the idea of the national state, and all activities that were taken up were to protect
the national interest.
