Research field of this scientific paper is related to the appearance, develop¬
ment and existent scope of political pluralism and multi-party system in Kosovo
and
Metohija
from
1989
until the beginning of the negotiations in
Rambouillet
in Febraary
1999.
At the end of the 80-s of the 20th century, there has been a
noticeable tendency of new initiatives and principles affirmation in political life
of Socialist Federative Republic of Yugoslavia at that time (SFRY).
After many years crisis of the ruling League of Communist (LC Y) and the
agony of socialist self-management system at the end of the 80-s of the 20th cen¬
tury, more frequent requests for the introduction of democracy, political plural¬
ism and multi-party type of political system did not turn around our country as
well. With the downfall of Berlin Wall in
1989
and the implosion of the former
USSR accompanied by the abolition of
Warszawa
Treaty, the disintegration of
former communist federal states
-
Czechoslovakia and Yugoslavia occurred.
Introduction of political pluralism without the reformist course being withheld,
modernization of state, democratic and liberal reconstruction of state policy
and civil society influenced the impose of the pluralism of ethnic nationalisms
with militant elements of chauvinism and xenophobia. According to the above
mentioned, multi-party system in the area of former SFRY of the 90-s of the 20th
century has been transformed into partocratic and leader s hegemony. In politi¬
cal programmes of left, right and central party orientations, normative ideals,
values and goals of national and state-related programmes and interest solu¬
tions have been emphasized together with personal ambitions of political and
intellectual elites as well, without dealing with vital, existential, social and cur¬
rent political problems on partial or none basis, which have accompanied this
global transformation and political troubles. In the statutes, of political parties
the establishment of internal organization and political life running, methods
and techniques of ruling, cadre and function-related issues, which were mostly

leader-oriented (arbitrarily and personally taken) vertically, that is, centralisti-
cally appointed have been regulated and determined. They have mostly been
accompanied by a low level of party s autonomy and restricted personal ini¬
tiative of active and passive membership together with partisans and potential
voters as well.
All initiatives and activities, legal procedures and accompanied political
process have been run by different intensity what,
grosso
modo,
additionally
made the political party s formations, peaceful, stable and democratic constitu¬
tional
reestablishment
of the state together with efficient functioning of politi¬
cal, legal and economic system and establishment of civil society more compli¬
cated. The above mentioned conditions influenced and made more difficult the
appearance and qualitative development of political pluralism largely and the
promotion of multi-party system as well. In the time of step by step abolition
of political monism and disappearance of party s
monopole
of LCY and in the
absence of public actors consensus in social and political life, dangerous and
different political processes appeared, which opened up the ones of inter-ethnic
tensions, non-tolerance and conflicts in the span of great political shortcomings,
negotiation-related mistakes, ideological contusions and burdens together with
the emphasized xenophobia.
In the political conditions and accompanied circumstances of that time,
such ideal premises and central ideological postulates contributed in the last
instance that democratic, liberal and civil options in the implementation of po¬
litical pluralism and legal multi-party system modify and transform themselves
in the favor of pluralistic option of state disintegration, chaotic multi-party sys¬
tem, with the premises of ethnification, which were mostly of ethno nationalis¬
tic orientation and provenance.
The lateness of timely based reaction of Serbian politicians, businessmen,
journalists and majority of citizens, the absence or shortcoming of multiethnic
and multicultural vision, social-economic and international projection for new
born situation, showed explicitly a clumsiness, incapability and carrier led pas¬
sions of head people in the Central Committee of the League of Communist
of Yugoslavia
-
CCLCS, CCLCY and Province Committee of the League of
Communist of Kosovo
-
PCLCK, which had been abandoned by the major part
of the constitutional autonomy to Kosovo from
1974,
strike of „Trepca miners
and demonstrations from
1989.
Intrapartial national clash, personal reasons of the predominant part of ac¬
tive membership of PCLCK led to the dissolution of CC as a major part of the

membership from Kosovo Albanians partisans. Parallel with the above men¬
tioned, preparations for the new platform making for transformation of LCS
in the political party
-
Socialist Party of Serbia (SPS) have been run together
with Socialist League of Labor People (SLLP) with collective membership and
unilateral withhold of the property as was the consideration of the other minor
part of party membership and democratic opposition as well. Unification con¬
gress was held on July 16th
1990
during which Slobodan Milosevic had made
the decision to form Socialist but not Social-Democratic party in the ultimate
moment.
This analytic period, different interpretations and transformation phases
of one monopolistic political party
-
in the concrete case LCY, LCS, LCK are
marked as a period of new political strategy of Serbian politicians
heginning
related to Kosovo and
Metohija
and especially Albanian political movement,
that is, Albanian Alternative and vice-versa. The first new formed political party
of Kosovo Albanians, which appeared as a movement, after the end of monism
and
monopole
of former LCK (in the time of dissolution), was Democratic
League of Kosovo
-
DLK.
The scientific paper is designed in such way to contain three parts
-
the¬
matic units besides introductory remarks:
1.
Initial options
-
phases and cycles
of political pluralism and multi-party system development in the state of Yu¬
goslavia at the end of the 20th century;
2.
Hypotheses of the political pluralism
in Kosovo and Albanian alternative;
3.
Dominant political parties of Kosovo
Albanians.
In the first part of the paper headed „Political options
-
phases and cy¬
cles of political pluralism and multi-party system development in the state of
Yugoslavia at the end of the 20th century, research field encompassed political
pluralism and formation of multi-party type of political system in Yugoslav
post-communist society and the state. At the very beginning of the first part in
the scientific research focus, phenomena and initials of political pluralism and
multi-party system in new created ethno states of former Yugoslavia have been
analyzed.
An interdisciplinary overview of more important theories including the
list of the most relevant political writers having dealt with the material, the¬
matic and problems of political pluralism and multi-party system with us and in
the world were included.
In the second part of the paper headed „Hypotheses of the political plural¬
ism in Kosovo and Albanian
alternative , a
comparative historic analysis of

the appearance and development of political pluralism and multi-party system
in Kosovo among Serbs, Albanians and non-Albanians have been used. In or¬
der to understand better a historical-political dimension and social context, it
is indispensable that internal postulates of ethnification of political pluralism
and phenomena of Albanian multi-party system in the parallel political society
of Kosovo should be taken into account. Regarding the above mentioned, the
process of alternative political organization of Kosovo Serbs and Montenegrins
are of great importance. From arbitrary point of view, besides internal postu¬
lates, external initiatives and determinants of political pluralism and multi-party
system in the Republic of Albania are also to be decisive and unavoidable.
There is no a trustworthy scientific comprehension of internal postulate, exter¬
nal initiatives and determinants of political pluralism and multi-party system
appearance without factual determination of interests and comprehension of the
ideological political turnovers of ethnic Albanians at the end of the 20th century
in the region of South-Eastern Europe.
The third part of the paper headed „Dominant political parties of Kosovo
Albanians is related to the chronology and immediate systematization of the
formation of the most representative and relevant political parties of Kosovo
Albanians. Among the most representative and prestigious parties of Kosovo
Albanians, DLK with the grouping of political parties which had been more or
less cloze to them at that time- Social-Democrat party of Kosovo, Parliamen¬
tary Party of Kosovo and UNICOMB were elaborated more thoroughly.
Bearing in mind the fact that from the end of
1981
in Kosovo have been
established a parallel society and institutions together with silently led political
consensus of that time, post-communist authorities with Slobodan Milosevic
on the head and two parallel political-electoral processes in
1992
and
1998.
At
those organized parallel political-elections of Kosovo Albanians, many political
parties, movements and citizens took part. Political classification and typology
of political parties of Kosovo Albanians have also been done bearing in mind
traditional political classification to the left, right and central orientation.
It has also been elaborated political and intellectual elite of Kosovo Al¬
banians in brief. Who is who? Not only that! In order to understand and inter¬
pret the background of parallel society and institutions in Kosovo adequately,
this paper contains the official political attitudes of the most powerful parties
of Kosovo Albanians on the Liberation Army of Kosovo
(LAK)
and political
violence. The method of comparison and content analysis has also been used
in this paper.

Preparation works and verification of political pluralism but multi-party
system and accompanying activities as well, was very important and complex
element of political process in the final formation of the biggest and most pow¬
erful political parties and movements from action and content point of view.
Complete activities and raised social initiatives of influential individuals and
non-governmental sector of civil society have been run in different conditions
and depending on their political interests from qualitative point of view, and
have been of different type and organizational political kind. Activities success
of the introduction of political pluralism and multi-party system can be meas¬
ured, determined and explained by the one of dominant political parties, move¬
ments and individuals on the organization and inclusion speed of the former
members of PCLCK, SLLP Kosovo, syndicate and youth activities.
