RESUMÉ
During the
internar
years, the Middle East became an important market for
Czechoslovak goods. This push into the regional economics went hand in hand with the
establishment of diplomatic and consular relations between Czechoslovakia and the
Middle East countries. During World War II, some of these contacts were cut off (e.g.
Iran), while others endured (e.g. Egypt). Moreover, the then exiled Czechoslovak
government established relations with representatives of two countries that declared their
independence after the war was over
-
Lebanon and Syria. Soon after the war, old ties
were renewed, and new ties were set up. In an unrepeatable constellation of international
relations, Czechoslovakia became a key protagonist in supplying the State of Israel with
arms, based on a decision made by both the democratic and communist Czechoslovak
politicians
ofthat
time. By February
1948,
most of the contacts with Arab states and Iran
were crippled. Private Czechoslovak companies that had operated in the Middle East for
a long time were nationalized by the communist government and as a result lost the credit
they had earned in the area in the years before. Key Czechoslovak diplomats went into
exile. The first wave of their communist successors were called back to Prague and then
swept away by the
stalinist
purges.
The subsequent reversal in Soviet politics toward Israel, which was accompanied by
anti-Semitic political trials, did lead to any marked attempt to win the Arab states favour,
though. The diplomatic representation in some states was close to zero. The Czechoslovak
leadership did not show any great interest in penetrating the Middle East, and the arms
export to capitalist states (i.e. all noncommunist states) had been temporarily halted.
A change was signified first by the Czechoslovak-Egyptian agreement on extensive
supplies of (mainly Soviet) weapons, which was agreed upon during the summer of
1955.
This agreement instantly became a precedent in several respects: The involvement of
Czechoslovakia served to cover up the Soviet penetration into the area (a similar system
was used in the case of Yemen soon afterwards). In addition to arms deliveries, Prague
ensured the training of foreign army officers and sent out Czechoslovak own military
instructors. Egypt (as well as later other independent Third World countries) was
recognized as a revolutionary and anti-imperialist state.
During its return into the Arab world in the second half of the
1950s
and the first half
of
1960s,
Czechoslovakia was able take advantage of its experience and experts from
earlier times. In some cases, business interests were complemented by Moscow s
geostrategic interests. Next to the relations with progressive Arab regimes (Egypt, Syria,

Iraq and Ben Bella s Algeria), though, business relations (in some cases, quite extensive)
were also gradually established with countries that did not side with Soviet bloc (King
Hussein s Jordan, Lebanon, Bourgiba s Tunisia, Sudan under Marshal Abboud) or were
even counted among prominent allies of the West (e.g. Iran, Morocco, Kuweit). The only
countries in the region with whom diplomatic relations were not established were the
conservative Arab monarchies of the Persian Gulf (Saudi Arabia, Oman, Qatar, Bahrain
and the United Arab Emirates). The position of Czechoslovakia as a weapons supplier for
Arab countries was paradoxically confirmed by their defeat in the Six Day War, which led
to more orders for arms from Egypt and Syria. According to the Soviet example, in June
1967,
Czechoslovakia cut off its diplomatic relations with Israel. Only contacts with the
pro-Soviet faction of Meir Vilner were to be maintained.
Czechoslovakia s role as the Soviet Union s loyal sidekick in the Third World was put
into doubt by the events of Prague Spring. After the Soviet invasion and until
Husák s
rise
to power, the attention of the new leadership turned to the interior politics. A series of
cadre purges seriously undermined the effectiveness of Czechoslovak diplomacy. Still, at
the beginning of
1970s,
the now normalized Czechoslovakia returned once again acting
as an exporter of large volumes of weapons to pro-Soviet Arab countries. An empty,
ideological duckspeak (which was originally the writing style of the official communist
daily
Rudé právo,
but which eventually spread across even the secret documents of the
1970s
and
1980s)
complicates any historical analysis of Czechoslovakia s foreign policy
ofthat
era. The numerous official state visits by the Minister of Foreign Affairs
Bohuslav
Chňoupek
brought very little besides futile phrases. The concrete activities of the
Czechoslovak foreign policy often developed in a direction that contradicted the official
propaganda. Even though Czechoslovakia followed the Soviet Union in criticizing Sadat s
turn toward the West, it only very reluctantly fulfilled the Soviet command to stop its arms
exports to Egypt. Although it declared its support for the Palestinian exile, Prague felt no
great desire to provide radical Palestinian factions with weapons. After the Camp David
agreement, Czechoslovakia lost its position in Egypt, and after Khomeini s Islamic
revolution, it lost its business partnership with the Shah s Iran. However, after the Yom
Kippur revolution, Libya, under Qaddafi, started to buy Czechoslovak arms on a large
scale, paying in cash.
The necessity to sponsor the People s Democratic Republic of Yemen, the only Arab
state that had ever attempted a transition to scientific socialism , became an additional
burden for the Soviet bloc. The vanity of filling requests for unremunerated aid finally led
to a civil war between the estranged factions of the South Yemen leadership in January
1986.
Not only Syria, but also
Libye
eventually stopped paying for arms supplies. Since
the
mid-1980s,
Prague s foreign policy was practiced in an atmosphere of increasing
passivity and indifference displayed by the Czechoslovak leadership.
