SUMMARY
Yugoslav attempts to redirect its foreign policy and to redefine priorities
in foreign policy came into the central point during the Suez Crisis. Yugoslav
political leadership explicitly stated their long-term foreign policy based on
strengthening and developing relations with Arab countries, India and other
African and Asian countries without ties with existing political blocs. It was
preceded with the normalization of relations with USSR during
1955
and
1956.
As part of complete redirection of its foreign policy, which started
with President
Josip
Broz Tito s visit to India and Burma in the end of
1954
and in the beginning of
1955,
¡followed by his visit to Egypt in the end of
1955
and in the beginning of
1956
and had its first important success with
Nasser s visit to Yugoslavia in My of
1956
and trilateral meeting of Tito,
Nasser and Nehru on Brioni in the July of the same year, Yugoslavia has
changed the physiognomy of Balkan Pact by gradually lessening cooperation
with Turkey which had completely different interests on Balkan and Middle
East. Intensification of relations with Greece was based, between other things,
on similarities between Yugoslav and Greek attitudes concerning problems
of decolonization, keeping peace and building mechanisms of collective
safety on Middle East. For new proclaimed Yugoslav foreign policy doctrine
Balkan Pact with its principles presented limiting factor on the way toward
new proclaimed aims of foreign policy and that s why Yugoslav state officials
tried to replace old trilateral cooperation inside the Balkan Pact with new
bilateral cooperation protecting in that way its own interests on Balkan,
without spoiling relations with western allies and leaving themselves enough
maneuvering space for approach to Asian and African countries. In the same
time Yugoslavia deflected a bii; from USA and NATO what had positive effect
on the relations with USSR and its allies.
Better relations with Arab countries were followed with worsening of the
relations with Israel. Although Yugoslav and Israeli political and economic
cooperation hasn t completely stopped, it suffered serious reduction in behalf
of Yugoslav redirection toward cooperation with Arab countries. Yugoslavia
has also worsened its relations with France and Great Britain. The core of

Yugoslav political, military and economic cooperation with these countries
wasn t affected through Yugoslav actions during the Suez Crisis, but diplomatic
consequences were present for a long time after the end of the crisis. Yugoslav
attitude during the Suez Crisis was especially noticeable in writings of British
and French press which apostrophized negative attitude of Yugoslavia toward
French and British policy in the region. Outlines of Yugoslav policy about
that problem coincided with efforts of USSR to achieve strong political,
military and economic breakthrough in Middle East and, in combination with
previous Yugoslav-Russian attempts to normalize their relationships during
1955
and
1956,
Yugoslav attitude during the Suez Crisis acted as additional
impulse for normalization of their relations. Anyway, that proximity couldn t
remove disagreement between Yugoslavia and USSR that ensued from
Russian intervention in Hungary during November
1956.
Relations between
Yugoslavia and USA strengthen a bit during these events, since their attitudes
and actions toward finding solution partly coincided.
Aspects of Yugoslav participation in the Suez Crisis were multiple
and multilateral. Except for political and economic engagement which
consisted of daily tracking the situation and keeping contacts with conflicted
sides and other interested sides, as well as with its peace initiative in the
UN, Yugoslavia also engaged itself on military, economic and media plan.
Yugoslavia sent its pilots to Suez Company end on that way helped Egyptian
Government to temporary provide undisrupted passage through the Suez
Canal. Yugoslav mass media, with their unreserved support for the attitudes
of Egyptian Government, have greatly contributed to the affirmation of such
a policy around the world. The Suez Crisis was presented to Yugoslav public
as first-rate media event. Yugoslav military engagement in the UN peace
forces was definitely the most important, the most massive and the longest
lasting engagement. Yugoslav Troops in the UNEF were fulfilling all their
tasks on the territory of Sinai as long as this peace mission lasted till
1967.
In all that time Yugoslav Troops represented the most numerous and the best
equipped unit in UNEF. For excellent results Yugoslav Troops got awarded,
not only from Yugoslav Government, but from the UN, the UNEF Command
and Governments of Egypt and Israel. The engagement of Yugoslav military
forces in this peace mission brought international affirmation to
JNA
and also
positive perception of Yugoslav army in the world public. On that way
JNA
stepped for the first time on the international scene as a factor of protection of
world peace and also as part of Yugoslav foreign policy, but without the need
for protecting the Yugoslav borders.

1956-1957.
During the Suez Crisis Yugoslav Government has demonstrated its new
political doctrine based on principles of political distancing from two blocks
and creation of wide movement of unaligned and unengaged countries
in concrete situation for the first time. Through actions toward solving
big international conflict, what the Suez Crisis definitely was, Yugoslavia
preventively acted towards protecting its own national security. In the same
time, by sending one contingent as part of the UN peace forces, Yugoslavia
provided a way to be present in the region. During the Suez Crisis Yugoslavia
has also shown outlines of its Middle East policy which fully proved
themselves during following decades and which were the cornerstones of
Yugoslav foreign policy till the breakup of Yugoslavia in
1991.
