The new European Neighbourhood Policy (ENP), established yet in
2003,
represents
a major attempt by the European Union to prevent the emergence of new dividing lines
between the enlarged Union and its neighbours. The EU's initiative, directed towards
a wide range of different countries, has been also thought of as an instrument for
providing assistance and support for democracy, stability and security in the
EU
neighbourhood. Countries covered by the ENP have not been offered a membership
perspective, however the ENP framework provides for enhanced cooperation between
the
EU
and the countries concerned which possibly can lead to integration in specific
policy areas.
The
EU
has offered closer relations and deeper economic, political, cultural and
security cooperation within the ENP framework also to Ukraine. Ukraine is a strategic
partner for the
EU
in Eastern Europe and the EU-Ukraine relations play a crucial role in
the post-enlargement policy of the
EU.
The significance of the EU-Ukraine relations has
further increased as a result of the Orange Revolution in Ukraine in November and
December
2004.
Nonetheless, the question concerning a long-term
EU
policy
vis-à-vis
Ukraine remains highly controversial. |
