and European Integration of
Vojvodina
Summary
Within the scope of the project European integrations of Serbia,
Vojvodina
should play a
pioneer role in the implementation of the following projects:
(1)
development of efficient
market economy, which would enable (regional) business entities, first of all, producers and
agricultural farms, to cope with the pressure of competition in the Internal European Union
Market and
(2)
assumption of rights and responsibilities arising from
acquis communautaire
at regional, sub-regional and local level. Accordingly, the issue of Vojvodina s preparations
for European integrations is considered in the light of the analysis
-
What should be done in
the field of adjusting internal (regional) social and economic structure in terms of provision
of minimal conditions for:
(1)
cost-effective and self-sustainable access of its actual
economy to global market (for agri-industrial complex), i.e. to Internal European Union
Market of industrial products (for remaining processing industry) and
(2)
creating
conditions for bringing all deficits down to the limits envisaged by the European standards.
In this context, the proposed methodology for operationalisation of the content of goals and
actions within regional policies is based on seeking the answer to
-
What actions are to be
taken within the sphere of efficient implementation of global trends and processes at the
level of
Vojvodina
as the region of Serbia pertaining to:
(1)
empowerment of enterprises
and agricultural farms for cost-effective operation under conditions of open market
economy;
(2)
linking its economy and production systems within the regional scope (in
narrower terms, West Balkans and in wider terms, with countries of the Central and Soum-
East Europe, with so called Central
EU
Countries, as well as with the USA, Russia, and
member countries of the Commonwealth of Independent States, China, Japan, India;
(3)
liberalization of commodity, financial and technological trends and methods of organizing
and targeting economic activities,
(4)
privatization of development,
(5)
increased role of
services, information technologies and so-called creative industries in establishing a new
value and
(6)
application of the sustainable development concept.
Regional policies should, in this light, provide for intelligent solutions to the following
issues:
(1)
balanced two-way communication between regional economy and external
environment, primarily on the basis of dynamic increase of the share of export-propulsive
production in creation of the new value;
(2)
encouraging the mobility of production factor,
re-orientation or elimination of non-marketable production programmes and enterprises
along with minimization of subsidies from public funds and implementation of active
social policy measures aimed at effective introduction of structural changes and protection
of a greater number of people who become unemployed as a result of those processes;
(3)

increased participation of small and medium sized enterprises in creation of gross domestic
product and employment opportunities and
(4)
adaptation of regional, sub regional and
local public administration and public services to the requirements of public regulation of
economy and economic development according to the (minimum) standards of the
European Union as well as to the capacities of the society and economy to meet their costs.
Accordingly, starting postulate in this paper is that the main task of regional policies aimed
at preparation of
Vojvodina
for European integrations is to prompt the process of adaptation
of internal production structure, laying the special emphasis upon the measures to improve
physical, educational and social infrastructure and relevant institutions of market
infrastructure as well as public infrastructure for regulation of economy and economic
development aiming at improving global competitiveness of producers and agricultural
farms. The second postulate implies that solution to this problem lies in development of
good regional, sub regional and local business climate in order to encourage business
cooperation and more extensive (private) investments into new technologies and
businesses. The third suggests that their development is much more dependent on internal
factors than on external ambience. On the other hand, the three long-term phenomena,
which characterize economic reality of
Vojvodina
and its citizens as entrepreneurs and tax¬
payers, should also be included into the analysis of ways leading to more efficient concept
of regional policies with the view to preparations for European integrations.
The first one pertains to a common fact, which has not been analytically observed to a
sufficient degree, that, in terms of development,
Vojvodina
has practically wasted forty
years since, according to the indicators of major
macroeconomic
aggregates, such as gross
domestic product, employment, productivity and actual export volume of goods and
services, it is now at the point where it used to be in the early seventies of the previous
century.
The second one arises from extrapolation of long-term development trends to me future
courses of development. With an average economic development rate in the period from
2001
to
2007, Vojvodina will
need at least ten years to restore the production level to its
pre-transitional maximum. Even if in the following decades
Vojvodina
reached the
economic growth rates from its most successful period of development from
1957
to
1980,
it would achieve the actual
EU
average only somewhere between
2040
and
2050.
The third one lies in the fact that all changes of socio-economic system and
constitutional framework, great human and material victims and dynamic development in
particular periods resulted in keeping
Vojvodina
at an equal distance, in terms of
development, from the developed European economies,
bi
the course of last hundred years
Vojvodina
experienced two major changes of socio-economic system (transition from
capitalism to socialism, that is, socialism to capitalism) and at least six significant changes
of constitutional framework (Austro-Hungarian Empire; Kingdom of Serbia, Kingdom of
Serbs, Croats and Slovenians, that is, Kingdom of Yugoslavia; division into historical
regions between the states within the new European system of Nazi Germany; Democratic
Federal Republic (DFR), Federal People s Republic (FPR), that is, Socialist Federal
Republic
(SFR)
of Yugoslavia, that is, the State Union of Serbia and Montenegro; the
Republic of Serbia). However, it seems as though economic growth and development were
processes completely independent from socio-economic system and constitutional
framework. Almost each of them was characterized by the periods of intensive

development, but also the periods of socio-economic stagnation and crisis. Consequently,
the analysis of reasons for so difficult and slow departure from the
suboptimal
functioning
of regional economy should also include some new factors which would more adequately
justify development failures and collapses. Hence, the research into the ways for increasing
efficiency of regional policies aimed at economic preparations of
Vojvodina
for European
integrations has been divided in this paper into the three parts.
Π
The first part deals with human and material potentials of
Vojvodina,
based on the division
into demographic capital, production capital and infrastructure and their economic and
development performance according to the criteria required for constitution of modern
(regional) market economy and accession to European integration processes.
The first chapter addresses the demographic capital of Voyjodina, pursuant to the
thesis that population in modern market economies is the major factor of production and
development. Accordingly, the content of the notion of demographic capital has been
separately discussed based on the hypothesis that its proposed content should more
precisely define the totality of human capacities of regional population synthetised in
accumulated knowledge and new competencies in organisation and communication at
individual, local,
subregional,
regional, national and international level. In addition to this
general, the specific meaning of demographic capital in the analysis of economic
development of
Vojvodina
is also underlined by difficulties in implementation of (post)
socialist transition and elimination of economic and social barriers created by restoration of
capitalism. Therefore, along with quite detailed analysis of typical demographic
phenomena, the additional analytical categories defining the qualitative content of available
work force have been introduced, such as: education, health state, national structure and
historical heritage so as to more precisely identify specific problems related to formation of
demographic capital and its activation as a factor of economic development of
Vojvodina.
Main conclusion based on the conducted analysis suggests that uneven distribution of
transitional depression, various local and
subregional
demographic factors as well as
complex ethnic structure, historical heritage and related problems of separatism,
particularism and disregard for common interests, impose planned division of the regional
labour market into the partial
subregional
labour markets so as to enable, on the basis of
network organisation, more efficient neutralisation of these problems.
The second chapter deals with a production function of the capital. The production
capital involves only that part of social assets which comprises economic and technical
value of machines, equipment, buildings with ancillary installations, physical infrastructure,
technology, patents and innovations in the ownership of (production) business entities. This
methodological approach faced the problem of deficiency of adequate information.
Relevant information on production capital are outdated and processed according to the
criteria of development management in the previous (socialist) version of the economic
system. As a result, the approach was adopted by means of which, on the basis of
qualitative analysis of development performance of available resources by major
production complexes, it was attempted to provide scientifically valid answers to the three
crucial questions of transitional macro-management:

Why are available resources not

completely used? ,
(2)
Why have their
reallocation,
especially in exporting industries, to
more propulsive activities failed? and
(3)
Why have an adequate entrepreneurial and
investment efforts to make use of remaining old resources failed? .
The third chapter sets out the critical analysis of physical
infrastructure
from the aspect
of requirements pertaining to involvement of
Vojvodina
into the European integration
processes. The performed analysis points to its basic attributes including:
(1)
uneven
territorial dispersion and
(2)
relatively low level of technical availability as well as of
international and interregional integration. The topic closing this chapter addresses the issue
of protection and improvement of environment as environmental infrastructure and its
impact on economic development of
Vojvodina.

The second part discusses theoretical and practical aspects of:
(1)
constitution of regions
and regional institutions and
(2)
operationalisation of the content of objectives and actions
within regional policies aimed at European integrations of
Vojvodina.
The discussed matter
is split into two chapters.
The fourth chapter gives detailed theoretical and empirical interpretation of needs for
regionalization in the context of main contradictions which characterize modern societies
and economies. The need for each individual in the modern society to exist as:
(1)
a citizen,
(2)
a consumer and
(3)
a producer in the environment in which democracy and democratic
structures make up prevailing system of cultural values has been identified as a main reason
for globally increased interest in territorial decentralization of public regulation of economy
and economic development. On the other hand, globalization, rehabilitation of the market
mechanism, increased freedom in the access to information, emergence of knowledge-
based economy and raised consumers awareness of the quality standards rendered
centralized model of public regulation of economy and economic development socially and
economically inefficient Consequently, the most public institutions are in such position
that they perform their (complex) affairs in fast-changing competitive environment, dealing
with consumers who demand quality and choice, thus spending their means in the best
possible way. In this context, regionalization concept has been set within the context of
finding answers to the key question of decentralization of public regulation: How to
integrate preferences of a man as an individual and his political, social and economic
associations into the global flow of capital, commodities and labour under the
circumstances of tough and unfair political, social and market competition? Hence,
(economic) justifiability of regionalization falls within the realm of existence of an
adequate democratic context in communication of individuals and their political, social and
economic associations with relevant elements of institutional infrastructure for public
regulation of economy and economic development according to the concepts promoted
under the paradigms such as state reorganization, effective economy and new public
management. Therefore, the economic efficiency analysis of decentralization of functions
pertaining to public regulation of economy and economic development also included the
content examination of regional institutional organization as a main criterion in identifying
ability to detect actual (common) problems in political, social and economic sphere in order
to provide conditions for their elimination through the process of learning and self-

organization. In line with this hypothesis, the analysis of the content structure of
institutional organization in
Vojvodina
has been carried out on the basis of comparative
analysis of theoretically valid institutional content of regionalism according to the modern
European concept. Due to established high level of institutional disorganization, the
additional hypothesis was put forward proposing that operationalisation of regionalization
as a factor of economic development of
Vojvodina
makes sense only if it is based on
establishing of any acceptable public framework for mass and, largely, informal
communication between individuals, business and non-business entities, thus providing
information flow and exchange of experiences, which are required for timely and
(economically) efficient action aimed at operationalisation of individual preferences under
the conditions of tough and open market competition. Therefore, the principal comparative
advantage, which would distinguish
Vojvodina
from other regions in its closer and wider
environment, would be marked integration capacity of its production system actors
(entrepreneurs, managers, expert teams, business and non-business entities and institutions)
in the process of self-organization and learning which provide for global competitiveness.
By relating regional (economic) identity to the process of learning and self-organization,
the need for formulation and operationalisation of the strategy for globalization of
Vojvodina s economy comes to the foreground.
The fifth chapter, on the basis of the hypothesis that the
EU
membership is not an end
in itself, but the means of developing the long-term strategy for an efficient economic
development with a view to improving the life standard of an overall population, envisages
that
Vojvodina
as a region should provide conditions for:
(1)
opening of (regional)
economy to the global market and increased share of export-propulsive production on the
basis of raising its competitiveness,
(2)
encouraging the mobility of the production factor,
re-orientation or elimination of non-marketable production programmes and enterprises and
agricultural farms,
(3)
increased participation of small and medium size enterprises in
creation of gross domestic product and employment opportunities,
(4)
reform of regional,
sub regional and local public administration and public services with a view to their
adaptation to the European standards of public regulation of economy and economic
development as well as to the capacities of the economy and society to meet their costs. In
line with this concept, the complex of regional policies aimed at preparation of
Vojvodina
for European integrations should be based on the set of programmes, projects, plans and
strategies with general implementation period of

to
20
years, which should be classified
into three main groups. The first one should include all regional, sub regional and local
programmes, projects and strategies focused on raising competitiveness of economy,
enterprises, agricultural farms, products and processes aiming at introducing major sectors
of Vojvodina s actual economy into the international economy developments. The second
one should comprise the regional policy (strategy) on education, technological development
strategy (technological policy) and environmental policy aiming at elimination of
economic, political and social barriers for promotion of
entrepreneurship
and knowledge as
factors of production and economic development. The third one should encompass the set
of regional, sub regional and local strategies for revitalization, modernization and
rebuilding of physical infrastructure with the aim to connect all segments of Vojvodina s
territory to the Pan-European corridors

and X.

The third part links conclusions from the first and second part so as to clarify general socio-
economic circumstances and regional policies, which should ensure structural adaptations
of Vojvodina s economy and society to the requirements and criteria of the European
integration.
In line with the hypothesis that in order to achieve successful European integration,
Vojvodina
should become:
(1)
the attractive place for production investments,
(2)
the
attractive working environment and
(3)
the attractive living environment, the sixth chapter
sets out aims and courses of structural adaptation and development as well as corresponding
regional policies for their implementation. The principal aim of the regional strategy for
structural adaptation should be constitution of the new political, economic, social and
cultural environment in which knowledge, innovation, managerial and organizational skills
at micro, mezzo and macro level would become crucial factors of production and economic
development. This, in the first place, presupposes putting entrepreneurial and ownership
state functions (regional, sub regional, and local) into the right proportion and shifting the
focus in their activities to
infrastructural,
social and supervisory sphere with a view to
creation of environment stimulating
entrepreneurship
and provision of social infrastructure
for:
(1)
protection of disabled persons
(2)
increased flexibility in taking on new and moving
from old jobs. Factors addressed in the first part were defined as a potential which will
serve an economic function only if the achieved export growth is higher than gross
domestic product growth and if there is an increased profitability of actual economic
activity. In this context the discussed issues include:
(1)
open questions in identifying
strategic vision of economic development, dynamics and main restrictions in its
implementation,
(2)
microeconomic
aspects in defining the content of goals and actions of
regional policies for increasing competitiveness of enterprises and agricultural farms and
(3)
defining the content of goals and actions of regional policy aimed at improvement of
entrepreneurship
and development of small businesses , small and medium sized
enterprises.
The seventh chapter sets out the content of objectives and actions of regional sector-
based regional strategies. Proposed content of goals and actions rests on the paradigm of
reindustrialization aiming at dynamic export growth, but preserving
macroeconomic
stability to the maximum degree. In the context of available resources, the following
complexes have been defined as the principal areas of international specialization of
production:
(1)
agro-industrial complex,
(2)
electro-metal complex and
(3)
consumer goods
complex. In light of this development orientation, the following aspects are included in
proposed strategy for structural adaptation of regional economy aiming at improving
competitiveness of enterprises, agricultural farms, products and processes:
(4)
physical
infrastructure (energy, transport including the complex of macro-logistic bases and border
crossings, telecommunications and water management) and
(5)
high technology industries.
In accordance with (economic) fundamental nature of the concept of modern
regionalization, implementation of proposed strategies should rely on planned use of the
following mechanisms:
(1)
development of business-stimulating socio-economic
environment at sub regional and local level,
(2)
improved management, first of all, by
providing good example in the field of production of public assets and provision of public

administration services
at all levels,
(3)
consistent observance of participation and
consensus principles of economic and social partners and
(4)
administrative reforms aimed
at well-targeted and transparent professionalisation and decentralization of functions
pertaining to public regulation of economy and economic development.
The eighth chapter deals with the issue of developing the model of (regional) public
regulation of human development and unemployment insurance in the context of needs for:
(1)
restoration of development propulsion on the grounds of privatization of development
and
(2)
provision of economic conditions for social and economic preparation of the society
and economy of
Vojvodina
for European integrations. Accordingly, in line with the concept
of so-called socially responsible state and good society, the criteria have been set on the
basis of which functioning of non-productive infrastructure in the sphere of human
development and unemployment insurance should be defined as well as the relationship of
public and private factors and their implementation. These criteria include:
(1)
extending
the sovereignty of an individual,
(2)
concentration of social welfare support on the suffering
and incapable ones,
(3)
introducing competition,
(4)
financing in accordance with capacities
and
(5)
establishing a new role of the state in the social realm. Since the main economic
feature of public assets production in education, health care and unemployment insurance is
redistribution of income, the hypothesis has been put forward that the principal elements of
public regulation should be organized at the central level. Centralization would provide for
evaluation of programmes for human development and unemployment insurance at the
level of the entire country, which would improve their efficiency and prevent (undesired)
interregional mechanic movement of population. On the other hand, regional, sub regional
and local management of programmes of human capital development and unemployment
insurance should provide for better structuring of their content according to the needs and
capacities of individuals. Correspondingly, due to insensitivity of central criteria and
standards to specific regional, sub regional and local values and preferences, central
programmes should be supplemented with regional, sub regional and local programmes on
the basis of subsidiary principle. As a result, distribution of competences should be based
on the field of expediency, by observing the following principles:
(1)
spatial
decentralization of public sector in education, health care and unemployment insurance can
be rationalized only in terms of providing conditions for development of the good society
(2)
operationalisation of spatial decentralization of public sector in education, health care
and insurance should rely on results obtained by application of the concept of state
reorganization and
(3)
for the efficient implementation of spatial decentralization
programme, the relevant national, regional, sub regional and local strategies of
revitalization and modernization should be developed on the basis of central and ex ante
established criteria.
The ninth chapter, by adopting multidisciplinary approach, addresses the problem of
the space utilization in
Vojvodina.
Due to its complexity and the need for introduction of
sound administrative instruments of regulation, the discussed matter has been divided into
the three topics. The first one underlines the problem of balanced spatial development of
Vojvodina.
The second one tackles the problem of integral protection and improvement of
the space and natural resources utilization in
Vojvodina.
The third one deals with specific
aspects of protection of environment, natural and cultural assets in
Vojvodina
of
exceptional local significance.

By means of institutionalized system of spatial planning,
Vojvodina
should, on the
long-term basis, ensure more quality and efficient spatial organization, development,
utilization and protection. Spatial planning should contribute to alleviation of imbalances in
demographic development, population distribution, counterbalancing the strong
polarization effect of bigger cities (particularly
Novi Sad
and Belgrade). Efficient spatial
planning also provides basis for formulation of efficient regional cohesion policy in
accordance with European standards. Regional cohesion policy should enable all citizens of
Vojvodina,
under (relatively) equal terms, to exercise their rights to housing, education,
health care and social welfare, recreation and employment. The principal prerequisites for
implementation of efficient regional cohesion policy are as follows:
(1)
classification of
smaller spatial units of
Vojvodina
as underdeveloped or depressed according to the precise
and transparent criteria and
(2)
definition of regional development strategy for industrial
and scientific-technological infrastructure. Encouragement to the development of small and
medium-sized enterprises in rural areas, which would significantly contribute to increase of
production and employment in non-agricultural activities, bears special significance for the
balanced spatial development. On the other hand, the network of small and medium sized
enterprises in rural areas should also play an important role in creation of socio-economic
climate for improving competitiveness of regional economy.
Integral regional strategy for allocation and protection of space should be based on
termination of the process of land degradation and adaptation of its use to the natural
conditions. Its implementation has to rely on selective and planned re-arforestation of
certain parts of land in
Vojvodina
as a principal measure for preventing decreasing quality
of natural resources. Conducted analysis points to the fact that in the period up to
2020,
due
to current constellation of political, economic and social interests and general economic
situation, it will not be possible to plan for any major shifts in the structure of space
allocation from which afforested areas would benefit. However, it is necessary to
immediately and precisely define, within the long-term strategy, micro-locations of all
protective forests as well as intermediary forms of utilization of these areas, also stipulating
the right of their take-over, which would be exempted from payment of a special public fee
for any commercial facilities established in the transitional period. On the other hand,
considering the principal trends in the development of population, economy and physical
infrastructure, in the forthcoming period no major interventions should be made in the
existing allocation structure of total areas, both in the whole territory of
Vojvodina
and
within its sub regional and local units. Any future needs should be met in the first place by
revitalization, reconstruction and filling up of already occupied areas. As a result, regional
policy for the space utilization should focus on the problem of overcoming the conflicts at
the level of neighborhood unit due to different economic and social interests and instances
of policy and power abuse which are aimed at exercise of individual interests.
The territory of
Vojvodina
falls into the category of those areas which are under the
strong human influence. Natural vegetation of steppe and forest-covered areas is almost
completely destroyed in the plains, whereas vegetation of sandy and highland regions exists
only in more or less degraded forms. Due to greater environmental disorders, particular sub
regional and local environments in
Vojvodina
made great efforts as late as the second half
of the nineteenth and the first decade of the twentieth century to protect environment and
natural assets and establish special regime of their protection. Afterwards, by the nineties of

the twentieth century this movement was growing weaker. In the last decade of the
twentieth century, regardless of great political, social and economic disturbances, sub
regional and local initiatives for the protection of environment, natural and cultural assets
were relaunched, which should be operationalised in the following period, through the
promotion of regional project of active implementation of minimal European standards for
protection and improvement of environment, natural and cultural assets.
