Isa Boletini
was one of the most influential personalities of the
Albanian National Movement in the end of the
XIX
century and the
beginning of the XX century. He fought for the protection of Albanian
lands from the predatory intentions of neighboring countries, which
were supported by a number of European imperial powers and in
particular Czarist Russia.
The Albanian population, and particularly the one lead by
Isa
Boletini and other patriots opposed these aspirations. The culmination
was the attack on Mitrovica in
1903
and the assassination of the
Russian consul Shqerbin. The assassination of the Russian consul
Shqerbin proves that the Albanians opposed all kinds of outside
interference and in various ways protected their territory despite it
being a part of the Ottoman Empire.
The political positions, activities and propaganda of the Russian
diplomatic offices in this part of the Balkans and other regions are well
recorded in a significant number of archive documents, the majority of
which are preserved in the Russian Archive of Foreign Policy in
Moscow
(Arhiv
Vneshnie
Politik
Rossi).
Important documents can also be found in the fund of the
Serbian Ministry of Foreign Affairs stored in the Archive of Serbia.
Despite the fact that the information contained in this archive is
subjective and biased, nevertheless it contains much important
information on these issues and particularly on the assassination of the
consul Shqerbin. This archive contains reports of Serbian diplomats
from Istanbul, Skopje, Prizren, Shkodra,
Manastir,
Saint Petersburg,
Rome, Paris, Berlin etc. The political archive {politichen
archiv)
of the
National Archive in Vienna also contains many reports from Austrian
diplomats and newspapers of the time on the opening of the consulate
in Mitrovica. The Austro-Hungarian Empire was particularly interested

in this matter because they intended to open a consulate of their own in
Mitrovica, as a continuation of their efforts to counter Russian and
Serbian propaganda in this part of the Balkans. A number of ottoman
reports on these matters have also been found. These report offer offer
additional information on the situation at the time in Kosovo. A number
of Albanian documents also exist, the State Archive of Albania has a
fund on
Isa Boletini
and newspapers which in one form or another
attempted to counter the Serbian and Russian aspirations etc. These
newspapers are "Drita",
"Përlindja Shqiptare",
"Albania" etc. The
Archive of Kosovo contains a number of documents retrieved from
Archives in Serbia, Vienna, etc.
In order to better understand the situation at the time (during the
three-four year period of
1901-1904),
in this part of the Albanian lands,
Mitrovica and its surrounding regions, this book has been separated in a
number of titles and subtitles.
The book starts with the introduction which explains the
reasons for publishing the book and the work methodology used. As we
go on, the book contains a short history of the city of Mitrovica and the
place of birth of
Isa
Boletini, the village of
Boletín
in the Shala
e
Bajgores. The book also conaints a short summary on the life and
activities of
Isa
Boletini.
The book also describes a number of events during this period,
such as: The ottoman reforms in the Vilayet of
Kosova,
The Vilayet of
Manastir
etc. Another event described in the book is the arming of the
Serbian population and the preparations for the occupation of these
regions by Serbia, as well as the efforts of
Isa
Boletini to prevent such
actions and disarm them.
Isa
Boletini was vigilant and farseeing. He
had understood well these intentions. The arming of the Serbian
population was also supported by Czarist Russia through its consulates
in the Balkans and its embassy in Istanbul. The opening of the Russian
consulate in Mitrovica was a continuation of these efforts, which were
highly opposed from the Albanian population lead by
Isa
Boletini.
The entire Albanian population between
1902
and
1903
was
opposed to the opening of the Russian consulate and the appointment as
Shqerebin. This movement was lead by
Isa
Boletini. A number of
assemblies, rallies and protests were organized. The most famous being
the Assembly of Gjakova, rallies in
Peja
nead the Monastery of Devic,
at the Lluka Bridge, the Assembly of Marina in Drenica, the rally in the

Novosellë
of Maxhunaj near Vushtrri, in Pantina,
Istog, Zojz,
Llaushë
etc.
In separate parts below, there are descriptions of the situation in
Mitrovica before and after the arrival of the Russian consul Shqerebin;
the attack of Albanians in Mitrovica with the purpose of expelling the
consul; the assassination of the consul by Ibrahim Popoci etc. This
assassination echoed to the European diplomacy. Many European
missions informed their governments and presented various reports
commenting the assassination, according to their own interests and
political orientation. The newspapers of the time paid particular interest
to the assassination.
The next part of the book describes the efforts of the Austro-
Hungarian government for the opening of their consulate in Mitrovica,
in order to counter Russian aspirations and propaganda in this part of
the Balkans.
We also have information on Ibrahim Popoci and his origin.
These conclusions are based on his name, which is some instances is
Popoci and in others Gjilani.
Hoëever,
we have also used statements
from personalities in Gjilan which have carried on the memories on
these events from their ancestors.
The final par of the book contains a number of epic songs on the
assassination of the Russian consul in Mitrovica as well archival
material on the number of inhabitants of the Region, sources and
literature. |
