SUMMARY
The research of ethnic and social distance is very de¬
veloped in domestic sociology and social psychology. Nikola
Rot was the first to lay the foundations, and the practice was
continued in
Novi Sad
owing to
Đorđe Đurić
and the Depart¬
ment of Sociology. In the last
10
years, the Department of
Sociology at the Faculty of Philosophy in
Niš
has devoted
considerable attention to the study of social distance.

of the Institute for Sociolo¬
gy of the Faculty of Philosophy, the University of
Niš.
The pro¬
ject was financed by the Ministry of Science and Environmen¬
tal Protection of the Republic of Serbia.
In the second half of the year
2003
a comparative em¬
pirical research, The Quality of Interethnic Relationships,
the Awareness of Regional Identity and Possibilities of Colla¬
boration and Integration in the Balkans , was carried out on
a sample of
1,786
interviewees.
The sample was fragmented into three subsamples
with the identical number of interviewees, each subsample
representing the territory of Southeast Serbia, Northwest
Macedonia and central and west Bulgaria respectively. The
collation of the empirical data was accomplished in five dist¬
ricts of Southeast Serbia (the
Nišava
District, the
Toplica
Dis¬
trict, the Pirot District, the Jablanica District and the
Pčinja
District), three municipalities of Northwest Macedonia (Sko¬
plje, Tetovo and Kumanovo) and two districts in central and
west Bulgaria
(Sumen
and
Veliko
Turnovo). In these regions

the sample included the majority population and members of
the following three minority ethnic groups: Roma, Albanians
and Bulgarians in Serbia; Roma, Albanians and Serbs in Ma¬
cedonia; Roma, Turks and Vlachs.
The overall measure of the social distance of the non-
Roma population toward Roma of Bulgaria and Macedonia
was calculated by the addition of the interviewees answers on
the seven-degree
Bogardus
social distance scale. More precise¬
ly, the overall measure of the social distance was obtained by
calculating the arithmetic average among positive, negative
and neutral answers: each positive answer was allocated one
point, each neutral answer was allocated two points, and each
negative answer was allocated three points.
In selecting the subject, I was governed by three factors:
1. The real-sociological incitement: a) the Balkan mu¬
lticultural region subsumes a multitude of nations and religi¬
ons, diverse cultural layers and traditions, which make it a
unique phenomenon in Europe; b) Serbia, Bulgaria and Ma¬
cedonia are neighbouring countries with an equally distribu¬
ted ethnic and religious blend; c) according to unofficial esti¬
mates, there are approximately
1,5
million members of the
Romani
national minority living in Serbia, Bulgaria and Ma¬
cedonia.
2.
The scientific incitement (sociology of religion): a)
national and religious affiliation in the Balkans has always
been a unique compound; b) a distinctive Balkan speciality
was an almost full convergence of the said affiliations to the
extent that referring to one nation implied its religion and
confession, whereas referring to a religion/confession was
automatically linked to a specific nation; c) contemporary in-
tereligious and interconfessional relationships are no longer
based upon uniformity and religious
exclusivism;
rather,
they are based upon understanding and respect for different
religious and confessional affiliations.
The pragmatic incitement: a) a database compiled upon
the completion of the comparative empirical research The Qu¬
ality of Interethnic Relationships, the Awareness of Regional

Identity and Possibilities of Collaboration and Integration in
the Balkans of the Institute for Sociology of the Faculty of
Philosophy, the University of

Serbia and Montenegro s
joining the international project The Decade of Roma Inclu¬
sion
2005-2015,
officially declared on February, 2nd
2005
in
Sofia (Bulgaria).
Almost a decade devoted to the study of religion and
religious and ethnic minorities, first of all Roma, prompted
me to approach the given subject from the point of view of
two sociological subdisciplines
-
sociology of religion and so¬
ciology of Roma (that is, Romology), thereby making my M.
A. thesis a result not only of multidisciplinarity, but rather
interdisciplinarity, which is a more demanding undertaking.
From a myriad of analyzed data, three global conclu¬
sions are pointed out:
The social distance toward Roma in Serbia, Bulgaria
and Macedonia according to national affiliation
From the group of ethnic-religious factors which aff¬
ect the social distance toward Roma, national identification
stands out. As regards the afore-mentioned countries, Serbs
stand out in Serbia, Bulgarians in Bulgaria
-
they being the
majority peoples, whereas in Macedonia the majority people
are more open to collaboration, and Serbs and Albanians,
who also belong to minority peoples, stand out.
Consequently, a polarized situation in the three coun¬
tries has been created. Lulled into their safety as the majority
peoples, Serbs and Bulgarians are reluctant to treat minority
groups, in this case Roma
-
a very specific and neglected mi¬
nority group in the Balkans
-
in a more receptive, or more
precisely, multicultural and
intercultural
manner.
The situation is inversely proportional in Macedonia:
the majority people is favourable to Roma; however, they are
less tolerated by members of other peoples who share the
equal minority status.

Драган
Тодоровић
The social distance toward Roma in Serbia, Bulgaria
and Macedonia according to confessional affiliation
From the confessional point of view, Muslims in Ser¬
bia and Bulgaria display a higher degree of tolerance toward
Roma. The number of Muslims in the research varies bet¬
ween one fifth and one quarter of the total number of intervi¬
ewees,
60%
of them being urban residents. The previous fin¬
dings, confirmed in practice and throughout the history, whi¬
ch assert that Roma in the Balkans are traditionally Muslims
most frequently residing in urban enviroment, speak in favo¬
ur of such a fact.
Nonetheless, what gives rise to concern are negative
answers of the Orthodox population, which shuns religious
affiliation; admittedly, the answers correlate with the establi¬
shed national profile, according to which the majority peop¬
les, Serbs and Bulgarians, which are predominantly Ortho¬
dox, maintain a less neigbourly relationship toward Roma.
Commendations aimed at Islam do not hold for Ma-
cedodnia, due to the previously registered hostility of the Al¬
banian minority, which does not regard Roma as good Mu¬
slims, even when they really are or aspire to be good. Fore
this reason, confessional divergences in the case of this coun¬
try are statistically irrelevant if compared to social distance.
The social distance toward Roma in Serbia, Bulgaria
and Macedonia according to religiosity
While the importance of the statistics of the intervie¬
wees national and confessional traits fluctuates, the compa¬
rison among arithmetic averages on the religious level does
not label religiosity as a staple in the creation of social dis¬
tance toward Roma in the three countries in the Balkans.
Variations in the three countries are statistically irre¬
levant, to the point that we do not have to juxtapose, for exa¬
mple, religious people with non-religious or religiously neut¬
ral ones, and declare religious affiliation a contributing factor
in the social distance toward Roma.

Тодоровић
It is only with the above-mentioned social actors acti¬
vely carrying out the proposed measures that one can circu¬
mspectly propound the idea of interculturalism as a new
process of social integration.
In a practical, everyday life, it turns out that the co¬
existence of two different cultures is not enough. Intercultu-
ral society is the one in which we live and create not one next
to another, but rather one with another and one for another.
Contemporary Balkan societies are facing a transition
from the multicultural to the intercultural, that is, the expa¬
nsion and adoption of the idea and practise of intercultura¬
lism in a multicultural community, or, more precisely, the
development of the concept of a cultural and educational po¬
licy which will raise the level of respect for cultural diversity
and steer the course toward the creation of a society in which
different cultures interweave.
The authorized state institutions of Serbia, Bulgaria
and Macedonia are to grapple with a decade of hard work on
laying genuine political, social-economic and cultural foun¬
dations for the full social integration of Roma.
By continually enlightening the majority population
on the features of
Romani
ethos, reasons for the social dis¬
tance toward them shall graually cease to exist and their sta¬
tus as equal citizens shall be affirmed. Moreover, concrete
political actions shall help raise the level of education, hou¬
sing conditions and economic power. The Roma shall have
their say by ensuring their equal representation on all levels of
decision-making and by their active role in the public sphere.
All this is meant to spread the idea among the majori¬
ty peoples, according to which, as formulated by the Serbian
romologist
Dragoljub
В.
Đorđević,
coexisting with an ethni¬
cally, racially, religiously, culturally different individual is an
advantage and a fortune, rahter than a detriment to be fou¬
ght against .
