| adam_text | In the nineteen years that have passed by since the NIIA in
1986
held a
conference on Nigeria s external economic relations, the papers of which
are as published in this book, Nigeria has learnt a very important
economic policy lesson. This is that a naira that is dependent, intemal-
and-extemal debt-burdened and weak is incapable of growing the deep
domestic capital and commodity markets that would enable Nigeria to
lead the
Blackman
out of social and material want.
It is, thus, not surprising that in May
1999,
the incoming civilian
administration of President Olusegun Obasanjo found it necessary to
make external debt reduction and relief a major plank of its economic
policy package. And this, it would appear, has paid off with the debt-exit-
deal which Nigeria has now struck with the Paris Club of official creditors.
Hence, the Central Bank of Nigeria, CBN, ought to commit itself to a new
economic policy thrust which focuses on making the naira free from
internal and external debt, independent and strong.
For, it is such a naira appreciating currency policy that grows the deep
domestic capital and commodity markets that Nigeria needs to make debt
and poverty history for the Black world.
U. Joy Ogwu is Professor of Political Science/International Relations and Director-
General of the Nigerian Institute of International Affairs. Author of the book Nigeria s
Foreign Policy: Alternative Futures ,
1986,
she has co-edited several works and
published widely in scholarly journals. She serves on the Nigerian Presidential Advisory
Council on International Relations,
PAC,
the UN Secretary General s Advisory Board on
Disarmament Matters and on the Board of Regents of Covenant University, Ota.
Professor R. Omotayo Olaniyan is the Executive Secretary of the African Union
(AU)
Representational Office for the Southern African Development Community (SADC) in
Lilongwe, Malawi. He was formerly the Acting Permanent Observer and Senior
Economist at the African Union Permanent Observer Mission to the United Nations, New
York. Author of the book: Foreign Aid, Self-Reliance and Economic Development in
West Africa , he has co-authored four books and published over forty-five articles and
chapters in scholarly journals and books.
