PRIMARY AND SECONDARY EDUCATION IN SERBIA AFTER THE COUNTRY'S
INDEPENDENCE AND BEFORE WORLD WAR I
SUMMARY
The development of primary and secondary education
in Serbia during a 3-decade span following the county's
independence, and lasting until World War I, entered a
completely different phase. Given that, one does not think
only of the altered general conditions in which the country
gained independence but also, if not more so, of the
initiatives which arose after pursuing professional and
scientific pedagogical tendencies, influenced foremostly by
German pedagogy which in those days had the main say in
Europe both in terms of theory and practice. The
flourishing of professional education was felt with the
opening of the first Teacher Training College in Kragujevac
in
1871,
but mainly through the teaching activities of
pedagogues Stevan D.
Popović
and
Vojislav
Bakić
both of
whom were educated at German universities and who later
became reputed writers and activists.
Auspicious circumstances occurred after
1878,
following the
1873
and
1875
terms in office of
Stojan
Novaković,
the then Minister of Education, and another
one which lasted from mid-October
1880
to end-September
1883.
The scholarly qualities of this politician were
reflected in reform changes which took place throughout
the education system, with particular emphasis on primary
education. The
1882
Primary Education Bill, the result of
positive and advanced reforms of historical relevance to the
overall development of primary education, focused for the
first time on proclaiming and introducing compulsory
primary education for all children. In fact, proclamation
and codification of progressive thoughts, namely having
them imposed "from above", was one thing while putting
them into effect and meeting their goals was a completely
different matter.
Following various changes in the development of
complex primary education which this monography deals
with, it becomes clear that the changes did not take the
desired course of action. The plan was to raise the level of
education and enable school leavers to make good use of
their newly acquired knowledge and skills. This particularly
applied to the youth living in the country which had access
to primary schooling. There are numerous causes as to why
primary education was falling behind so badly in the last
decades of the 19th and the first decade of the 20th century.
There is no need to list them here now since they were
mentioned earlier, within the context of general socio-
economic conditions in Serbia during the said period.
Nonetheless, determining a country's culture, with
education definitely being at the core of every society,
largely depends on objective conditions that a given society
finds itself in. The heterogeneousity of social aspirations in
Serbia during the monarchist and bureaucratic reign of the
last of the
Obrenovićs
(still clinging onto the autocracy
introduced by the first
Obrenović),
parties' internal
conflicts in the land where masses of country-folk and
working class people were subjected to severe exploitation,
uprisings and wars, all this certainly was not conducive
towards acquiring the necessary manpower and material
resources that would help the "wheel of education" to move
faster.
The material base of primary schools, i.e. school
maintenance, procurement of adequate class room facilities
and all other necessities, is not reflected only through
finances that are allocated to them. What in fact provides
primary schools, being most numerous of all educational
institutions, with real foundation is the people who do the
job, the teachers. However, finding and hiring qualified
teaching personnel was a slow process and also of the
scope which was far from the one required for realization
of official, legal pedagogical acts, as well as those scientific
truths that pedagogy, being the science of teaching, brought
to light. Instead of having more schools which would
provide adequate training to the young people with the
right to education, and consequently secure them respect as
worthy members of work force, as well as social status and
economic stability, it so happened that up until World War I
the existing teacher training schools were moved from one
place to another. Many such schools opened and then
closed in the aftermath of the unrests that broke out among
future teachers who, feeling most strongly, rebelled against
social injustice, cruelty of the regime and moral decadence.
On the other hand, whether one talks about primary,
secondary or higher education at the turn of the

legal and legislative acts helped a great deal to strengthen

the forms and propose new developmental directions. Two
state school bills from
1898,
as well as the one from
1904,
with all the follow-up acts especially in regard to teaching
curriculum, represented a firm foundation on which to build
a school system. The mentioned bills may also be said to
have their own idiosyncrasies i.e. flaws that made them
vulnerable in the eye of the public and open to criticism,
particularly that of primary school teachers some of which
were engaged as writers and contributors for various
periodicals in those days. Following a comparative review
of education systems in the neighbouring and other
European countries, including ours, our primary schools
received low marks. The negative reports were justified by
the quality of the system itself. The legislator earned even
lower marks for causing further decline in socioeconomic
status among the teachers. A good example is offered by the
1898
Education Bill and its reactionary acts stipulating the
position of both male and female teachers. The bill was
severely criticised and was soon, in
1904
already, replaced
by a new and much better State Schools Education Bill. In
those days, both bills were expected to meet serious
requirements concerning pedagogy and codification matters.
The crucial question regarding the implementation of
positive trends remained. Unfavourable situation in the
country, in general, was not conducive to their realization
nor were the disruptive and stormy events which took place
in Serbia following its annexation in
1908
and the Balkan
Wars and shifted all of the country's resources in their
direction. Peaceful living, and especially education, became
abandoned under such circumstances since war needs
gained priority and every effort was being made towards
securing a better future. |
