Summary
The subject of this monograph is the political, economic and cultural
relations between Bulgaria and Japan during the Cold War period as well
as the Bulgarian transition period to democracy and market economy.
The research aims to reveal the specific reasons, factors and causes that
led to the fairly intense economic, scientific, technological, educational
and cultural relations, between those two countries, during the Cold
War period. Furthermore, the work attempts to provide an answer to the
question: Why during the transition period the relations rapidly lost their
dynamics and what might be the reasons for that?
At the same time, the study on the relations between Bulgaria and
Japan poses a series of questions concerning the economic development
of Bulgaria during the 1960's and ^eo's; moreover, it throws light on the
causes for many economic decisions the Bulgarian government made that
were influenced by the Japanese economic model.
In terms of structure the monograph is divided in two major parts.
The chronological framework of the first part is defined by the date of
the resumption of the diplomatic relations between Bulgaria and Japan
(1959)
and the end of the state socialism in the country
(1989)
coinciding
with the end of the Cold War. This time frame presents a fully complete
period containing its own logic and characteristics, which were totally
transformed in line with the changes of international relations and the
internal policy of Bulgaria at the beginning of the
1990s.
The second part of the book covers the period of the Bulgarian
transition from a state socialism to a parliamentary democracy and
market economy. This relatively long period from the development of the

country juxtaposes the two countries in very different circumstances that
dictate the differences in character and the specifics in their relations.
The inner boundaries of the study are defined by two mutually related
principles. The first one being the spirit of the international relations
influencing directly the specifics of the relations between Bulgaria and
Japan and the second one: the domestic economic development of Bulgaria
which was the country that played the active role in the dynamics of the
relations. In this way, the
1960s, 70s, 80s
and
90s
(until
2007)
emerged
as four distinctly defined stages in the relations between Bulgaria and
Japan.
The first stage began with the resumption of the diplomatic relations.
It was characterized by mutual study and search for the right approach
in the relations, the set-up of the legislative base and the formulation
of the main priorities, aims and interests. At the end of the decade by
participating in the International Exhibition „Expo'70", Bulgaria already
had a clearer idea of what „the Japanese economic miracle" was and how
it could be of use for Bulgarian economic growth.
The second stage marked the peak of the political and economic
activity between the two countries. The goals set during the previous
period were pursued and achieved slowly and steadily. The legislative base
was broadened and the influential Japanese partners became numerous.
The international status quo in the East-West relations marked by the
Helsinki process, presented the possibility for Bulgaria and Japan to enjoy
a'golden decade" in their relations.
During the third period the momentum of the preceding stages still
kept the mutual relations stable and growing. The sphere of cooperation
and interests was widened and the Bulgarian government relied more
on the Japanese support and the advantages of the Japanese economic
model. At the same time, the subsequent crisis in the East-West relations
at the beginning of
1980s,
the growing economic crisis in the Communist
Bloc as well as the changes in the political leadership in Moscow brought
about the end of the Cold War. This started the beginning of a new era on
the international stage. During the
1990s,
the new international factors
completely transformed the relations between Bulgaria and Japan.
In the last period, under scope, when Bulgaria began a long and
continuous transition to the establishment of the democratic political
system and functioning market economy, an abrupt switch came about
in the Bulgarian foreign policy direction. The governing parties from this
period took every effort for Bulgaria to become a member of Euro-Atlantic
military and economic structures: NATO and the European Union. This

course of action took a great deal of effort to transform the political and
economic systems. It concentrated to the full the national energy which
led to a series of social transformations and cataclysms that brought
about a totally different environment for the relations between Bulgaria
and Japan. The fact that Bulgaria became a developing county, placed the
relations in an unequal position in terms of the different international
status of the countries. For a long period of time, the relations between
the two countries had a one-way direction reduced only to the activities as
per the Japan's Official Development Assistance
(ODA).
A detailed study of the relations between Bulgaria and Japan, after their
resumption in
1959
until
1989,
clearly proves that for the most part the
initiative was mainly Bulgarian, as well as, the keen interest and benefits,
which accounted for the political activity on the Bulgarian part. The main
reason was the commercial and economic interest and the necessity for
scientific and technological cooperation. One of the major prerequisites
for the close relations was the lack of ideological burden between Bulgaria
and Japan. Moreover, Japan turned both a good model and a suitable
partner for Bulgaria. Japan, for its part, saw in Bulgaria and the rest of the
socialist countries an opportunity to expand its export markets, as well as,
to import cheaper food commodities and raw materials.
At the same time, the relations between Bulgaria and a highly
developed country like Japan provided an opportunity for the Bulgarian
government to see and point out all defects and shortcomings of the
closed centralized planned economy. This aspect through the Japanese
reality underlined as an ongoing set of problems, the major one being,
the competition inability of the Bulgarian produce stemming from: poor
quality, low labour efficiency, poor level of technological advancement,
unstable stock exchange, limitations in the number and variety of goods,
mediocre output design, as well as the lack of adaptation to a highly
dynamic and competitive market environment.
Despite the level of dialogue achieved between Bulgaria and Japan
during the years
1959-1989,
the
90s
became a witness of a steady decline
and stagnation in the full spectrum of the relations between Bulgaria and
Japan. Those relations, in the period of transition, for the large extent,
were reduced to a „donor-recipient" type. As late as January 1st
2007,
both
countries made a step to set up a new framework of partnership based
on equality. After Bulgaria joined the
EU,
the relations between the two
countries became dependent, almost entirely, on the certain geopolitical,
economic, and to some extent cultural interests of the respective counties
in the region. From this perspective, the starting points of the relations

between Bulgaria and Japan at the beginning of the 21st century did not
seem very optimistic and potentially strong. This clearly showed from the
empirical data on: the Japanese investment in Bulgaria, the stock exchange,
the tourist exchange, the cultural presence, etc, as well as the peripheral
position of Bulgaria in the Japanese foreign strategy to the region,
underlined by the so-called: „The Arc of Freedom and Prosperity".
All this led to the paradox situation that: „while Bulgaria and Japan
were politically and ideologically orthogonal, the economic relations
between them were much more intense than during the period after
1989
when the two countries stood in a parallel ideological framework". The
underlying reasons of this paradox reveal the answer to the question:
What are the driving forces of the relations between Bulgaria and Japan
during the Cold War period.
The book is almost entirely based on unpublished documents from
the Diplomatic Archive at the Bulgarian Ministry of Foreign Affairs.
In order to clarify the concrete political decisions a large part of the
documentation of the Political Bureau of the Central Committee of the
Bulgarian Communist Party, Comecon and State Committee for Culture
was used. These documents are available at the Central State Archive
of the Republic of Bulgaria. As additional information, the memoirs of
Bulgarian eminent political figures and diplomats who took part in the
researched events were also used.
