Summary: The
Begining
of Democracy
The text is divided into two parts with substantive introduction, conclusion
and two supplements.
Introduction
In the introduction the author summarizes major features of democratic process,
innermost approaches and middle problems in theory as well as in practice.
The first part
In the first part the author presents primary frame (necessary and sufficient
conditions) for any society and/or political procedure of ruling and making
political decisions to be called democratic and not, for example, autocratic society.
He tries to analyze a few elementary paradoxes in the theory of democracy and
a few open questions. Nevertheless these counter-arguments to the certain
criterion of democracy are taken superficially and not as conclusive arguments
for a certain kind of practical forsaking of democratic procedures and practices
in general. In the last part he is trying to save a certain democratic system of
values or even the system of morals, which is incorporated (and also implicit)
in the procedure itself. This criticism is internal to democracy and it is not a
straight invitation to abandonment of democratic practices but rather a call for
improvement of democracy.
The second part
In the second part of the text the author argues in favor of thesis that internal
criticism of democracy as a procedure and as a system is in fact a criticism of
culture-civilization commitments of post-modern men. Again, he is following

Bobbio rather than for example, R.
A. Dahl
in his analysis (however, Dahl s
approach would need a separate text for an analysis). He is discussing six promises
that democratic states of the West failed to keep, and especially the promise of
preventing the so-called second state from emerging. In the text the author
also presents Dahl s, Bobbio s,
Helďs, Lijpharťs
and Gutmann s conceptions of
democracy.

Conclusion
In the conclusion the author tried to summarize Wittgenstein s point of view on
politics and political philosophy. In the following manner we can now describe
the political philosophy as a perspicuous presentation of the political. Political
is defined as that which is in communal or social, under the light of public
and common good of community or society in spheres of economics, law and
politics. Perspicuous presentation is defined as a kind of description of a sphere
or of an event for practical purposes of deciding, activating for action, or in fact
acting in certain direction. Thus, it has descriptive, normative and motivational
elements. It suggests a certain political attitude with its cognitive, emotional,
and activating (motivational) elements. However, a citizen is never obligated to
follow the presentation, but a citizen can use it in whole or in part. This task
of political philosophy is crucial and publicly relevant because it serves for
public and common good. It also serves for general and individual realization of
motives, interests and values. Of course, this kind of presentation can be explicitly
rational, argumentative, and even critical if this can help a citizen improve his
cognitive, emotional or activating dimension of a political attitude of any kind
toward some public issue. But the fundamental concern of political philosophy
as this kind of presentation is to give survey for practical purposes. A survey of
this kind can illuminate a citizen in concrete practical problems, or it can raise
some more general issues on the very matter in question. It can discuss solely the
motives, or instrumental actions, or ends or goals that citizen wishes to achieve.
Besides that, a special task is to care for those that are treated unjustly and make
their case publicly relevant. If all of this is acceptable in principle at least, then
apparently, it is also clear why political philosopher is not a social critic
(Walzer),
or news commentator. It is also clear why political philosopher is not a scientist
of any kind (political scientist, social psychologist, sociologist, economist, legal
expert, etc.). His task is much more straightforward to use philosophy, and the
results of mentioned sciences and other relevant areas also to make pragmatic
descent to everydayness, to worldview, world-picture of common everyday
men as citizens and to help in the manner of advice (or something like a political
second opinion ). But, let me finish with what I am not trying to do. I must
mention here that I am not trying to use Wittgenstein s philosophy to analyze it
and make conclusions on his political convictions (like for example A. Crary did
in her excellent paper Wittgenstein s philosophy in relation to political thought ,
in: The New Wittgenstein,
2000:118-147).
On the other hand, I am not trying
to make his philosophy relevant in some of the fields of political philosophy
(authors like Winch
(1958),
Pitkin
(1972),
Coates
(1996),
Holt
(1997)
and others
did, and did it very well). I am just saying that his remarks on the nature of
philosophy, language, reality, everydayness and practice in certain combination

have some interesting consequences for our understanding of philosophical
tasks, especially in practical (political) philosophy. Some of these consequences
are presented in these essays, especially final thesis of so-called anarcho
etno-centrism (Rorty style).
Internal enemy of democracy: corrupt political power
In the text the author tries to analyze the concept of social and political power
and how it creates political life in contemporary democratic societies. There have
been some remarks that power politics
(Macht politik)
is a thing of the past and
that it is irrelevant for present internal as well as international affairs. However,
the recent strikes on the USA show that power politics is still the most relevant
political force and that power as such is the best and the most rational political
argument, interest and the final goal evidently. In the text the author tries to
show what makes a political program (PP) good , and what makes it feasible .
There are political criteria for a political text to be a political program , but these
criteria are different from the criteria of feasibility of any PP. These criteria have
their necessary and sufficient conditions and the necessary condition of legal
administrative processing holds the central position among them, which must
be the main source of application of PP, rather than bureaucracy or corruption.
Furthermore, a certain type of fairness must be presupposed as in constitution,
laws, etc., as well as in political activity and in political actions of politicians
achieving a certain policy. When these conditions are satisfied, we can raise
questions about tangible PP in the light of its political, economic or legal
feasibility, or in the light of its commensurability to some other PP.
External enemy of democracy: on terrorism
In the text the author is analyzing the concept, definitions, act, methods,
aims, nature, results and ideological background of terrorism. He tries to
answer the question about political justification of terrorism in a few cold-
war forms from the
70
and the
80
and in a few new forms in the
90
and in
the new millennium. The crucial point is distinction between these two forms
of terrorism in which the new forms are ideologically indifferent, and also
nationally and economically independent or self-sufficient. The old national
and/or ideological terrorism is easy to identify and to prevent and it can be
ethically (consequences, rights) and politically justified or unjustified in respect
to certain arguments and principles. But the concept of new terrorism is such
that it does not need any kind of ethical, ideological or political justification

and because
ofthat
it is very dangerous and hard to discover and/or prevent. In
the last part of the annex the author tries to detect the motives, the reasons and
the causes of new terrorism and new antiterrorist actions and methods in war
against terrorism. The author tries to identify the crucial ideological points
of antiterrorist coalition (for example: historical endism). In these grounds
he attempts to formulate a certain philosophy of violence, e.g. antiterrorist
philosophy of violence as well as terrorist philosophy of violence and to make
certain thesis about historical relativism acceptable.
Annex I: Defence of Democracy by Robert Alan

Within this text the author tries to present arguments given by Robert
A. Dahl
in favour of democracy as the best system regarding the alternatives. He also
attempts to criticize these arguments and to show that democracy is not only
the best in all aspects, but not good at all. For that purpose, a clash of moral
assumptions (presuppositions) with the certain state in which society finds
itself, is taken under examination. Regarding this, it is argued that what is
considered to be the best system will be dependent on the circumstances such
as these.
Annex II: Defence of Democracy by
Norberte
Bobbio
(D.
Đaković)
In the paper the author examines Bobbio s position regarding democracy.
However, Bobbio seems to be quite critical towards many crucial elements of
democracy and still he finds it to be the best available system today,
lhe
author tries to find these hidden main arguments on the basis of which we can
be so critical towards democracy, and at the same time completing However,
contrary to the first annex which is written as a conceptual and pragmatical
analysis, this annex is a somewhat historical analysis. Both of them, i.e. the first
and the second annex are meant to be a criticism of
Krkač s
main arguments.
Yet, the first ends in a similar criticism of democracy, while the second is full
blooded defence of it.
