In the book the author focuses on research regarding the process of im¬
plementing
EU
cohesion policy in Slovenia. Reflecting theoretical as¬
sumptions on the different influences of European integration processes
on the position and role of
subnational
policy actors, the author investi¬
gates the extent (if any) of this influence on existing relations between
Slovenia and the European Union
(EU)
in terms of implementing
EU
re¬
gional policy. In line with the theoretical premises of the concept of
Multi-level Governance the author examines whether the implementa¬
tion of
EU
regional policy in Slovenia has led to "equivalent" relations
between policy actors at different decision-making levels, i.e. between
policy actors at supranational, national and
subnational
levels. In this
respect, the author's primary aim is to discover the prevalent model of
relations between policy actors included in multi-level policy networks
during the process of applying
EU
regional policy in Slovenia.
As part of the investigation the author needed to analyse institutional
and procedural adaptations in the regional development policy field as a
consequence of
EU
accession.

this reason the author elaborates an
analytical framework (research model) for understanding the responses
of (sub)national levels of
EU
member and accession states in the policy
field of regional development. As a starting point for developing the re¬
search model the author takes Kiser's and Ostrom's
(1982)
model for un¬
derstanding the different levels of analysis of the policy process. Con¬
gruent with Kiser's and Ostrom's model the author primarily focuses on
the "operating level" of decision-making, i.e, the actual implementation of
EU
regional policy in Slovenia. However, since an in-depth understanding
of the implementation phase also demands an acquaintance with the in¬
stitutional framework in the analysis the author also examines the "col¬
lective choice" level, namely the establishment of a Slovenian (sub)natio-
nal institutional structure for managing and implementing
EU
regional
policy. Based on the elaborated research model the author analyses insti¬
tutional and procedural adaptations of Slovenian (sub)national levels in
line with the processes of implementing
EU
regional policy. Here, the aut¬
hor mostly concentrates on an analysis of the (changing) 'relations bet¬
ween policy actors co-operating in the implementation of
EU
regional po¬
licy at different decision-making levels. The author supplements findings
from this part of research with two case studies
-
an analysis of how two
concrete
pre-acćession
aid projects were implemented in Slovenia.
With the aim of investigating the Europeanisation of regional policy in
Slovenia the author follows the research into adaptation pressures which

explicitly refers to the analysis of new institutionalism. The author ap¬
plies a combination of three different approaches within new institutio¬
nalism: historical institutionalism; sociological institutionalism; and ra¬
tional choice institutionalism. He uses: a) historical institutionalism to
identify crucial junctures with impacts of establishing new or changing
existing institutions; b) sociological institutionalism to explain the emer¬
gence of the new institutions; and c) rational choice institutionalism to
shed light on the causes, dynamics and extent of change to existing insti¬
tutions in the regional development policy field in Slovenia. The author
combines these approaches within new institutionalism With a policy
networks approach.
In the context of adapting to Europeanisation processes, the author
particularly points to the relevance of: a) the establishment of the institu¬
tional framework with competencies to co-ordinate and implement
EU
regional policy; and b) the creation of a regional structure compatible
with the NUTS classification. Here the author notes that the Europeani¬
sation process per
se
is not the only element influencing changes at
(sub)national levels as
EU
accession states in particular are also under re¬
latively great pressure from the European Commission to adapt themsel¬
ves in line with the special "European/NUTS model of
regionalisation".
In this respect, the author views
regionalisation
as an intervening variab¬
le comprising an important part of the overall picture of understanding
the responses of (sub)national levels of
EU
accession states in the area of
regional policy. This is especially so in Slovenia where regions as politi¬
cal-administrative entities (still) have not been established.
In the search for answers to the question of whether Slovenia's acces¬
sion to the
EU in
the regional development policy field has mobilised
Slovenian
subnational
actors and boosted their power, the author links
this to the broader question of institutional and procedural adaptations.
Slovenian co-operation in
EU
regional policy (pre-accession assistance)
from the early
1990s
involved relatively large-scale adaptations to its
legal and institutional arrangements. These adaptations can be divided
according to two phases. First, the establishment of an appropriate insti¬
tutional structure to co-ordinate and implement
EU pre-accession
assi¬
stance. Second, preparations for co-Operation in
EU
cohesion and structu¬
ral funds policy in the circumstances of full membership. In the first
phase the adaptations were primarily conducted ad hoc and based on the
"learning by doing" principle. In this way, simultaneous to implementing
EU pre-accession
assistance programmes the institutional structure was
being established. In the second phase, the adaptations were partly
based on consultative politics and experiences gained from the pre-ac¬
cession period, and partly on the political preferences of the leading po¬
licy actors. In this phase adaptations chiefly represented corrections
(including radical ones) of the more recently established institutional
structures and practices. Hence, both adaptation phases overlap greatly.

Following the concept of adaptation pressures and using the three dif¬
ferent approaches of new institutionalism, in the analysis of institutional
engineering in the regional policy area the author ascertains the partial
paradigmatic effect of the institutional spillover from the "macro" co-or¬
dination of European affairs
(Fink Hafner
and Lajh,
2003)
into the regio¬
nal development policy field. Namely, the initial ad hoc incremental,
pragmatic and flexible institutional adaptations were supplemented with
transformational/incremental and radical changes. Still, adaptations in
the regional development policy field have so far been much more com¬
plex and have embraced more radical changes than adaptations in the
area of the "macro" co-ordination of European affairs.
A particular challenge in Slovenia's accession to the
EU
involved the
closing of the institutional gap at the regional level. The most visible re¬
sult of such adaptation was the establishing of a network of twelve regio¬
nal development agencies. The author believes this network is the outco¬
me of simultaneous:
1)
external or "European" pressures on networking,
i.e. adaptational pressures for territorial reorganisation congruent with
the NUTS classification; and
2)
amendments to national legislation
which, as an internal factor, institutionalised the established network of
regional development agencies. Here the author identifies the two-fold
logic of adaptation pressures that corresponds with the thesis of Wallace
(2000)
and
Börzei
(2000)
that the
EU
multi-level system reflects the so-
called "push-pull" dynamics between different decision-making levels:
on one hand there are demands to adapt while, on the other hand, such
demands are made in line with the main policy preferences of key policy
actors in a way that should be most appropriate for the respective
(sub)national context.
The author finds that, along with Slovenia's accession to the
EU, im:
portant
progress in linkages between local communities and local policy
actors has been made. Most Slovenian local communities are too small to
have appropriate financial, personnel and
infrastructural
potential avai¬
lable to allow them to efficiently implement
EU
cohesion and structural
fund projects. That is also why in the Slovenian context we can merely
speak of the mobilisation of
subnational
actors but not their empower¬
ment. This finding is consistent with Jeffery's
(2000)
presumptions about
the mutual relationship between the level of influence of
subnational
actors and their constitutionally defined responsibilities. It is also the
reason the author points out the relevance of
subnational
mobilisation
within the state policy arena. Slovenian local communities are indeed
represented in the Committee of Regions yet, from this standpoint, their
influence is very limited due to:
1)
it being a relatively large institution;
and
2)
its low level of responsibilities. Other direct links between Slove¬
nian local communities and the supranational level have hitherto been
more or less exceptional. |
