THE POSITION OF MIGRANT LITERATURE
AND CULTURE IN SLOVENIA
(SUMMARY)
The first part of the book includes - following the introductory data - a brief
overview of the most important Slovenian émigré writers and then touches upon
the main issues of Slovenian émigré literature: its scope, quality and language,
and its level of integration into Slovenian national literature and culture. In the
first decades after the Second World War, the cultural and political conditions
in Slovenia served to prevent rather than encourage the integration of emigrant
literature into the cultural arena of the mother country. In the seventies, slightly
more opportunities were opened up to start this process, which until 1990 remained
within the framework of individual scientific and research interest, personal contacts
with expatriate writers and occasional expatriate literary publications in individual
Slovenian literary magazines or at individual book publishers in Slovenia. After
Slovenian independence (1991), the attitude towards the neglected creative figures
in the Slovenian diaspora changed radically. The inclusion of Slovenian émigré
literature became one of the recognizable characteristics of the modern Slovenian
culture on offer within Slovenia proper.
The writing of Slovenian emigrants has been enriching Slovenian literature
with new and different literary impulses, themes and points of view. Through
their artistic efforts in the Slovenian language, emigrant writers are a spiritual
and cultural link for the mother country with the world and the world with the
mother country. This of course also applies to the younger emigrant generations,
who for the most part are writing in foreign languages. Through original works
written in their native language, emigrant writers bring to Slovenian literature
their intimate experience of the foreign land that has become their home. On the
other hand, those who write in the language of their new country and whose works
have become constituent parts of the literature of other nations, bring to foreign
literature the elements of Slovenian literary and cultural traditions.
The proportion of writers of Slovenian descent born within emigrant com-
munities has grown in recent times, and almost every year some new name joins
their ranks. Yet since their ties to the emigrant community and also to Slovenia
are increasingly tenuous, it is getting more and more difficult to trace entirely the
path by which these writers in foreign languages are transferring the Slovenian
literary tradition, mentality, spiritual values and other characteristics to the foreign
culture. Currently it is already less than half of the Slovenian emigrant literature

that is being published in Slovenian. This means that the proportion of work
being published in the majority language of the receiving countries is growing,
despite the fact that just before independence in 1991 Slovenia opened up its main
magazines and publishing houses to publish emigrant work written in Slovenian.
The mission of most of the emigrant writers of the second and third generations
is being orientated increasingly away from strengthening the Slovenian ethnic
identity among emigrants and towards enriching the cultural treasury of their
multicultural home country with cultural elements of the people to which their
ethnic roots are linked.
In order to get a foothold in the majority culture and gain the widest possible
readership, some first-generation émigré writers - like most of the second-genera-
tion emigrants - have renounced writing in their mother tongue and have devoted
themselves entirely (and some very successfully) to writing in the majority langua-
ge. Those who became bilingual writers have chosen a more difficult path. In the
majority language, owing to poorer personal connections with the main publishers
and editors, many have found it harder to get published than their fellow writers
from the majority national group. The most enterprising ones have set up their
own literary magazines or even their own publishing companies in the new country
(Detela, Dolenc, Pribac). And if their publications produced by these companies
were sufficiently well received, they then found it easier to break into the main
cultural media of their new country. Yet owing to their monolingualism, a certain
number of high-quality emigrant writers remain accessible only to members of
their native people/language. Their literary work, which is hardly ever translated
into the languages of their new homelands, actually represents a characteristic and
very important, albeit isolated and unintegrated part of the diverse culture in a
multiethnic country that has accepted them into its economic, political and legal
system, but not into its culture.
The sudden “return” of expatriate literature to the mother country is evident
particularly in three areas: in the arts, in literary science and in education. A clearer
picture of the radically accelerated tempo and the dramatically increased dimensi-
ons of this process since 1990 is afforded by the most telling data. In the first eight
years of the past decade alone, more emigrant books of literature were produced in
Slovenia than in all previous periods together - since 1836, that is, when the first
book by an émigré author (i.e. Pire 1836) was published in Slovenia. Moreover, of
the eight publications in Slovenia to date of group anthologies of expatriate poetry
and prose, only the first was published in the eighties and the last after 2000, while
the remaining six were published in the condensed period of 1990-1993.
A similarly radical change can be observed within Slovenian literary science.
The first comprehensive overview of this literature was published in Ljubljana in
1999 (Zitnik and Glusic 1999), while emigrant literature enjoyed greater inclusion
in the Cankarjeva zalozba lexicon Slovenska knjizevnost and in Pregled knjizevnosti
V: Slovenska knjizevnost 20. stoletja by Andrijan Lah in 1996, and in the main literary

history review of the recent period, Slovenska knjizevnost III (Pogacnik et al. 2001)
only in 2001. In these books emigrant literature is presented much more thoroughly
than in all previous books on Slovenian literary history. The number of domestic
researchers of expatriate literature and the number of their monographs, procee-
dings and other publications in this field rose dramatically in the first half of the
nineties, and the same period saw an equally marked increase in the number of
cultural magazines in Slovenia showing a distinct interest in emigrant literature.
In schools, emigrant literature was rarely mentioned before the turn of the mil-
lennium, except at the university level. Even nowadays, primary school syllabuses
for Slovenian studies include no discussion at all of emigrant literature, although
its inclusion in the fundamental works of Slovenian literary history serves to fulfil
the basic condition for its integration into both primary and secondary school syl-
labuses. Yet even in secondary school textbooks and reading matter for the study
of Slovenian literature, Slovenian emigrant literature is sadly still not represented
with sufficient balance. Here, for comparison, the main Slovenian writers from auto-
chthonous minorities in neighbouring countries have been relatively well presented
at least since the beginning of the 1990s, while in the more extensive selection of
secondary school readers, textbooks, work folders and reading lists for compulsory
and additional home reading assignments there were no emigrant authors at all in
the past century - except in the previously mentioned review by Andrijan Lah of
1996, which is not one of the confirmed secondary school textbooks, however.
An attempt to compensate for this lack is the relatively recently produced
textbook for the 4th (final) year of grammar schools and four-year professional
schools, Branja 4 (Ambroz et al. 2003). Apart from this, Slovenian secondary school
students can familiarize themselves with a brief overview of emigrant literature
by means of a video on the preservation of Slovenian in neighbouring countries
and among emigrant communities, and this is a component part of the textbook
set Na pragu besedila (2001) for third-year secondary students. The issue of more
integrated involvement of expatriate literature in the study of Slovenian literature
has for the moment been left entirely to the interest and resourcefulness of the
individual teacher. At the University of Ljubljana, some of the literary works by
Slovenian emigrant authors are included in the under- or post-graduate study pro-
gram at some of the departments of the Faculty of Arts. At the University of Nova
Gorica, Slovenian émigré literature has been included in certain post-graduate
study programs as well.

The second part of the book offers an analysis of thematic and literary-aesthetic
characteristics of the literary work written by the more or less established immigrant
authors in Slovenia (apart from Josip Osti, the most prominent among them, the
names belonging to this small group are, for example, Erica Johnson Debeljak,

Ismet Bekric, Ana Ristovic, Lidija Dimkovska, Jordan Stavrov, Ana Lasic, Zanina
Mircevska and Stanislava Chrobakova Repar) and by some of the less recognised
immigrant authors (Rade Vuckovac, Nebojsa Ignjatovic, Vladimir Vekic, Ljuben
Dimkaroski). The typical feature of their poetry, prose, drama and essays is the
question of identity and its structure, which is tackled in their work directly or
through literary characters. All of the authors seem to ask themselves questions
about their being foreign, different, about their intercultural status.
Each author meets literary-aesthetic expectations of Slovenian readership to
a different degree, and more or less fits in the literary socialization of Slovenian
readers, least of all those who write predominantly patriotic literature, dedicated
to their original homeland. Josip Osti writes in Slovenian language and is con-
sequently the only one among the analyzed authors who has been recognized as
a Slovenian author. All the others are still faced with the language as the major
Slovenian ideological barrier, which determines whether a writer is a Slovenian
author or a foreign one. This, however, is what practical and theoretical benefits
of the authors and their literary integration are dependant on.
Only a small percentage of approximately 120 immigrant writers living in
Slovenia have won recognition in contemporary Slovenian culture, which is to
say that their works have been published by major Slovenian literary magazines
and publishing houses, they have participated in central literary events and have
been active in key Slovenian literary movements. The rest of them (about 90 per
cent) publish their works mainly in a magazine called Paralele and attend a festival
called Sosed tvojega brega. Even though the purpose of the Paralele magazine and
the Sosed tvojega brega festival is to promote interculturality, Slovenians in general
have accepted the authors participating in either the magazine or the festival with
nothing but tolerance, showing no intercultural consciousness, which is essential
if we want to prevent such activities from falling into paracultural and from merely
representing the tolerance threshold of a culture.
The status of the immigrant literature and its place in Slovenian cultural con-
sciousness is hardly noticeable within the entire cultural system of Slovenia, and
is therefore in need of radical changes that should take place in Slovenian literary
institutions and media. These changes should include a loosening of the strict
delimitation of Slovenian national literature now determined solely by language,
a clear delimitation between the assimilation and the integration of immigrant
literature, and finally - a more vital and certainly a more equal integration of the
immigrant authors in multicultural Slovenia.

In the third part of the book, partial results of the Questionnaire on the cultural
position of the immigrants and their descendants in Slovenia are resumed. The
questionnaire was carried out within the research project Literary and cultural

image of the immigrants in Slovenia (July 2004 - June 2007) by eleven volunteers -
students of the Faculty of Arts in Ljubljana - in 26 Slovenian towns with various
concentration of first-generation immigrants. Pointed out are those answers to the
questionnaire that deal with the factors influencing the cultural position of the
immigrants in Slovenia, and with the indicators revealing that position.
One of the themes in this book is the factors observed in Slovenian society
that stimulate the immigrants’ expressing or concealing their ethnic and cultural
identity. In the 2002 census, the share of those who did not state Slovenian ethnicity
was 17 per cent. Approximately 10 per cent of the population marked the answer
“unknown ethnicity”, were ethnically undetermined, or did not answer. Only 6.2
per cent of the population stated one of the ethnicities relating to other parts of
former Yugoslavia, whereas all the other Non-Slovenian ethnicities together, in-
cluding the so-called “autochthonous” minorities, constituted less than one per
cent of the population. The immigrants from other parts of former Yugoslavia
represent 90 per cent of all first-generation immigrants now living in Slovenia.
The Serbs, the Groats, the Bosniaks, the Muslims and the Bosnians represent the
largest groups of immigrants in Slovenia. A comparison between immigration and
ethnicity statistics based on the 2002 census results, combined with the results of
several local investigations, show that in the 2002 census not only a vast majority
of second-generation but also a considerable part of first-generation immigrants
stated Slovenian ethnicity.
The stereotypes about the immigrants in Slovenia and on how they imperil
ethnic Slovenians, their survival (immigrants are believed to be taking off their
jobs), security (immigrants are believed to be responsible for the majority of cri-
minal offences in Slovenia), culture, language, etc., are indirectly indicators and
directly factors of social-economic, political and cultural position of the immi-
grants. Thus, a special chapter of the third part of the book discusses this group
of factors. Summarized are the opinions of the interviewed on their equality in the
field of politics, religious life and education, including two sections on frequently
self-evident social, cultural and language subordination of the immigrants, and
on what Slovenians think of their own ethnic intolerance. Other sections discuss
the language knowledge of the immigrants, their reading habits, and their practi-
cing of cultural traditions. Special emphasis is on the existing possibilities for the
development and assertion of ethnic cultural activities in the broader Slovenian
society, and on the question of actual possibilities of the socially and economically
underprivileged members of immigrant communities for any kind of participation
in the field of culture.
Parts of the abovementioned fieldwork, as stated before, were focused on the
questions of in what measure the immigrants from other parts of former Yugoslavia
feel accepted and equal in Slovenia, and how often, in what circumstances and for
what reason they may tend to conceal their ethnic/cultural identity. The share of
those who often feel compelled to conceal their ethnic/cultural identity is ama-

zing. The answers to the question “in what circumstances” were: “among ethnic
Slovenians”, “in job interviews”, or for example, “Luckily I look like a Slovenian,
so I never have to mention my ethnicity.” One of the reasons turned out to be their
fear of the disadvantages of being Non-Slovenian in Slovenia. This fear generates
either from one’s own or somebody else’s experience. We must realise that the
2002 census took place at the moment when Slovenian xenophobia was reaching
one of its peaks. Less than a year later, many immigrants, e.g. in the city of Celje,
even felt it safer to remove their names from their doors because there had been
acts of violence against them or against their compatriot neighbours. Those who
have experienced or witnessed any kind of disadvantage of being Non-Slovenian
in Slovenia are suspicious of expressing their ethnic origin, let alone their intimate
feeling of ethnic identity, particularly in printed questionnaires and forms. They
believe that if there were any obvious or written evidence of their ethnicity, it could
be used against them.
We wanted to find out whether - besides a degrading attitude felt in the immi-
grants’ closer milieu and besides their marginalized position in society at large - a
discriminatory attitude could also be observed in the Slovenian State and its institu-
tions, and/or in some public institutions. The answer was affirmative: a considerable
share of the 249 interrogated immigrants have experienced or observed some sort of
ethnic maltreatment in state offices or public institutions. Many immigrants have
experienced some sort of legal maltreatment that has never been reported on in the
media. For example, after several decades of their lives in Slovenia, a number of the
immigrants from former Yugoslav republics went through a regular bureaucratic
war that took up to two years before they were finally naturalised. The immigrants
are afraid they would be among the first ones to lose their jobs in case of a labour
cut; and many know the feeling of being the usual public scapegoat in unresolved
criminal acts or delinquencies. For them, to be what they are is risky at school, at
work and in most public places. Kobolt (2002: 95-96) summarizes similar results
of her own enquiry: “Those [immigrants] who openly showed or stressed their
attachment to their native homeland and its cultural tradition had more negative
experiences with their superiors and co-workers.”
On the basis of the questionnaire results presented in this book, two reliable
conclusions confirming also the findings of most of other recent studies on the
status of the immigrants and their cultures in Slovenia can be formulated:
1. As long as the Slovenian State does not change its attitude towards the
immigrants and their political, religious and cultural expectations, and as long
as the immigrants are contemned at school, at work, in most places outside their
homes, and driven to the edge of society in almost every aspect, it is paradoxical to
speak about present implementation of any kind of integration of the immigrants
in Slovenia, based upon the principle of equality.
2. As long as the image of the immigrants that prevails in Slovenian public
perception remains as stereotypical, distorted and negative as it is, which is partly

due to the mainstream media, the immigrants will feel unsafe or unwelcome not
only to state their truly felt ethnicity in census forms but also to express their ethnic
and cultural identity in everyday life.

The last part of the book explores the conditions that are required for a fully deve-
loped cultural and artistic activity (production, consumption and reception) going
on within or in vital connection with the immigrant community. Drawing on the
experience of Slovenian emigrant communities in other European countries, Austra-
lia, Argentina, Canada, the United States, Africa and the Arabian Peninsula, and
the experience of the largest immigrant communities in Slovenia, the most evident
sets of factors that have been found relevant in terms of shaping those conditions
in the case of the abovementioned communities are summarized. Relying on an
information grid extracted from a most diverse selection of sources, the author
attempted to point to some relevant aspects that have been largely neglected in
the field of cultural historiography.
Emigrants of the same ethnicity living in different countries or different periods
and even immigrants of the same ethnicity in different cultural environments of the
same country (or in the same cultural environment of a country but in a different
phase of immigration) experience very different conditions for the development of
cultural life of their community. The sets of factors determining these conditions
that have turned out to be relevant both in the case of Slovenian emigrants and in
the case of the immigrants in Slovenia are the following:
mode of existence of the immigrant community;
compactness and coherence of the immigrant community;
socio-economic structure of the immigrant community;
educational structure of the immigrant community;
ideological polarization of the immigrant community;
inter-group compatibility of social norms, values and way of life of the immigrant
community (degree of intercultural similarities and dissimilarities);
position of the ethnicity and cultural background of the immigrant community
in the (local, regional, national, global) ethnic and cultural hierarchy;
degree of integration of the community’s cultural activity and achievements in
the cultural context of the new homeland;
degree of integration of the community’s cultural activity and achievements in
the cultural context of the mother country.
In the last part of the book, questions relating to literary bilingualism are also
discussed. Considered are Slovenian émigré writers in several countries in which
very different policies of multiculturalism and integration have been implemented.
As the questions of literary monolingualism and bilingualism also raise the question

of the integration of foreign-language works by Slovenian émigré authors (as well as
by the immigrant authors living in Slovenia) into the corpus of Slovenian national
literature, the concluding chapters continue to problematize the concept of a single
“national language” as the demarcation line between national literatures. In the
conclusion, the findings on the structure of national literature and “national cul-
ture” in regard to ethnicity, language, and geographical dispersion of its authors/
members argued for throughout the book, are summarized.
In a multiethnic country, “national culture” (in the sense of the cultural-arti-
stic treasury of a nation) exists on several levels, but basically on two: the level of
individual authentic ethnic cultures and the level of the complex common culture.
The latter cannot exist if cultural policy does not guarantee all kinds of passage -
including linguistic - among the co-cultures that constitute it. State organizational
and financial incentives for the translation of literary works from minority languages
into the ianguage(s) of shared communication (usually the dominant language) are
therefore an essential condition for the existence of an integral common culture.
This kind of accessibility is the only way for members of multiethnic societies to
really appreciate who they are living with and with whom they share a common
homeland, and to see what kind of creative impulses, needs, and motivations form
their already quite tightly interwoven common culture, which is, however, still
subject to unnecessary mental, emotional, political, and administrative barriers
and fences. The conditions for the equal coexistence of ethnic co-cultures in a
country can only be met if adequate mutual relationships exist on the level of the
common culture.
The majority language in Slovenia is in no respect under threat if - as many
other nations have done - the Slovenians too appropriately expand their concept
of “Slovenianhood” (and with it the concept of national culture, national arts, na-
tional literature and national identity) and align it with the polyvalent linguistic
and cultural relations in modern Slovenian society, which are the consequence of
the members of this society departing abroad and of its former and new members
returning or arriving from abroad. The geographic mobility and changing ethnic
and language structure of those who belong to Slovenian culture does not serve
to impoverish that culture. Indeed within the continuous transformation of the
worlds ethnic and linguistic composition it merely updates Slovenian culture and
in this way at a given moment even strengthens it.
Therefore, when we try to identify distinguishable features of Slovenia, let us
bear in mind that Slovenia is a multiethnic, multicultural and multilingual country.
The inner, self-recognizing identification of Slovenia and its broader, international
identification should be firmly based upon the acceptance rather than denial of
Slovenia’s ethnic, lingual and cultural diversity.
