SUMMARY
It is true that Albanian people are perpetuating like a nation
some hard wounds, which came from the centuries before till now.
Albanian people thought those wounds would heal by themselves
during democratic transition and they saw with compassion that
these wounds not only didn't heal but instead they got worst, so the
wrong idea arose that these wounds are everlasting and are inevitable
compatriots of their way. We will prove that Albanians are caught
in the middle guilty without any guilt, because these wounds caused
to the Albanian people were done by the others, and because it was
the history the one that was unfair to them. We will prove that
Albanian people are a talented nation full of energy, which will fast
acknowledge to choose its' leaders and with patience and dignity
will integrate in the common society of the civilized nations of
Europe.
The attitude towards the politic power and the democratic
government makes it the first and the main problem for the
Albanians to be solved. The transition period proved that Albanian
people had a big vacuum in this direction with a justified amateur
they continued to have an old fashioned mentality over the politic
power, excepting with words the political power, but instead they
were sabotaging it in every way. This mentality was predominated
by the old hostility of the Albanian people for the state. The Albanian
people tired of the communist dictatorship didn't except it, didn't
except to be part in the government and. they even fought it. Without
knowing in practice the advantages of the political pluralism, they
violated without a remark the political life of this nation. During
this short period of time they couldn't win a modern and
contemporary vision over democracy, identifying it that without a

right the aspirate for freedom. The government and politics indeed
two functional quantities of each-other, got caught up and got
violated like nothing, until a point when it was asked that as many
times that the political power was changed, the Albanian government
had to be changed. Indeed politics, power and government were
three notions quite vague for the Albanian leaders, whom gave a
bad example, to the point were the whole population got shaky, lost
orientation, lost hope for better days and clearly appealed for these
individuals without any personality to leave. Without any moral
they didn't except to listen to their people.
With an early agreement the two main Albanian parties split
the roles between each other and continued careless because even
though they are two "strong" political parties they didn't know better
but to create a weak government. This came because either of the
parties didn't want to loose and because all the elections are contested
in Albania, the product of which is instability. Each time that one
of the parties became opposition; it took over the role of the
antistate. So at the same time in Albania have been existing two
forces, state and antistate. Simultanesly, politics got connected with
the dark forces of the society and as a result mafia state was born.
So in this way existed out of politic parties in depended was both
formal and informal state, or mafia state. This situation was suffered
from the Albanians themselves, which after a transition decade, in
contrary with their hopes, saw themselves at the top of the
continent's black lists. In this midst, Albanians had hardly any fault,
mis based in the fact that they didn't know to choose their leaders.
With the triumph of democracy in Albania, communism fell
as a system, but continued to live as a mentality. Still though in
power are the old communist slogans "We are the best children of
our people", "There is no castle that communists can't take", "All
the power to the soviet", "Not to share the power with the
reactionaries, the old time losers". Organizing the
fictive
pluralism,
the Albanian communists were careful, so they could be a step ahead
on the race for political power with
Balli Kombetar
and other
traditional parties. So the Albanian communists not only organized

left wing parties, but they took upon themselves to organize the
right parties. Meantime they did everything they could to sabotage
the control over the people who were in public service, but who
had had high positions in the organs of State Security and SHIK.
So what happened was that the fanatic communists, security forces,
ex-attorneys and ex-judges were still on top pf Albanian administrate
and to direct the political life of the Albanians. The public
administrate couldn't defend itself from the agents and the
communists responsible for this.
A special place in this volume is reserved to the crisis of all
political Albanian spectral. Sources of this crisis consist one of the
most important problem of the Albanian politics, because only in
this way examing them exists the possibility to find the ways and
means for the crisis to be healed in all of its' composing component
elements. The programs on functional level, the democracy inside
political parties, the idealist leaders that work for nations' interest
and not for their pocket, the tolerance and the dialogue between
poHtic parties are missing. Typical in Albanian politics is
Spartak
Ngjela's case, which made public his point of view that he is for
"political business" excluding beliefs and political programs. Political
immorality is still the main subject where the Albanian politicians
fail the class, which are unable to win a minimal living in other
fields, so they are creeping into the Albanian politics. In Albania
exist two regressive politics that obstruct the creation of political
alternatives. One of them is the politic of so called
"Anti".
According to which the programs and the identity are neglected,
the democratic clime of parties, the structures and the main
documents on which is based, the life of a party is been build and
the priority is giving to emotional state, conjectural situations and
small interests of groups and dark clans which want to use the
parties for their own interest. According to the
"Anti"
politics, the
political engagements pf the politicians and the party structures
derive from negative emotions from anger and revenge or ordinary
hate. This is connected to the fact that political parties in Albania

up to the point of functioning in programative basis
and clear interest of the fixed social group that they represent. This
is an early childhood illness of Albanian politics in its' first steps on
political pluralism system. What we are- talking about is
a fictive
pluralism and a missing freedom in Albanian politic reality. We still
have a political autocracy, which is a pyramid of formal pluralism.
The second evident vice of the fragile Albanian politics is the politic
"Looking for the one person". The Albanian politic amateurism
directed by unprofessional people gives priority to "the number
one" leader and underestimate the group work of the politicians,
which asks some habits and advanced norms in political life. This
comes always
fram
emotional states and taboos that predominate
the Albanian political life, the fears that the Albanian people have
from
tibe
experiments, changes of leaders and practices. This consists
of a reminiscence of mentality and practice of a society and a
dictatorial system which we have just left behind. In Albania like in
many other backward post communist countries, the crowds work
year after year to create their "one", through an autosuggestion of
the over all population. Instead in states with consolidated
democracy, the leaders come out from competitor's laws and races
between alternatives that are represented from different individuals,
which triumph at the end, because of their values and merits.
The worst danger from which the Albanian politicians suffer
is that they are untrusted from the people who vote for them. This
can be seen from the drastic growing of the percentage of Albanian
ele^ t-irs who don't go to vote, showing this way the negate reactions
towards the existing political class. In a democratic society this class
can't be educated, but instead gets replaced with other professionals
politicians that have known how to confront the difficulties of
time. Finally even the politicians are understanding mat this period
composes a transition element, that building a state and a democratic
society is an uninterrupted working, activity process and that in
democracy is not important what you say but what you do. All this
is connected with economic development, with the development

in people's mentality, with the influence of the international factor.
As a result of all these developments, in horizon it can be seen the
birth of a new balance between political forces in Albania. This is
connected with the fact that political parties are approaching more
and more at their true identity, at their programs and at their
electorate and at their class, the interests of which
mese
parties
represent.
Inside the frame of these essential changes it's born a great
need to the political parties to attract the real and the professional
politicians, which in reality should be from the youth and from the
intellectual class. Till now the politic has been choosing more from
intellectuals with more clientele, like doctors, teachers, athletes and
now are expected more of lawyers, economists, psychologists and
sociologists and in first hand the politicians with education and
careers. This has come because from the future politicians is being
asked more energy, more ideas and more professionalism.
The amateurism and the politic divisionism in this democratic
transition period, composes two typical elements of this stage. The
main displays of these two phenomenas have been the infinite
relative code, which has been given to the terms the meaning and
their use in political life, in the philosophic field and in that of
everyday life. So, the biggest speculations in these fields have served
as alibies for
servils
and political dilettantes. Some of the biggest
speculations are done in the name of "democracy", "liberalism",
"liberal-democracy", "reformism", "conservatorism", "radicalism",
"pluralism": "nationalism", "extremism",
"
values", "revenge" and
so on. All this bluffing is done with the only reason that by using the
low political culture of Albanian electorate will bring confusion in
people, till the point that they always could stay on top of political
power. The best example of this alibi is the appearance recently of
the liberal democracy phenomena at the right side. This is being
done pretending to avoid the extremism phenomena in Albanian
politics, implying here the weakness of the traditional parties like
BK and
PLL
and breaking their way of return at the political arena

on competitor dimensions. Every time and more clear is being
shown the real dimensions of liberal democracy on Albania and its
purpose to stop the real pluralism and the traditional parties. The
justification of the leaders of PBK,
PLL
and PR to came together
under the liberal democracy umbrella (read PD), to make sure the
arrival of the opposition in power, didn't work. It was even served
for the worst in those parties account. It was proved that these
parties were tricked in
diversionist
tryings of the left arm to disperse
the real right electoral, to many in number, but confused from their
own leaders, so the victory of the left would be guaranteed in the
future. It was proved that liberal democracy was a left maneuver
for diversion inside the Albanian right side. This maneuver made
sure that the union of some not at all credible leaders of the tight
side to make sure of the distance of the real right electoral,
boycotting in mass the elections from their past Coming from this
suffering are excepted the right changes to be made by the right
side parties, restoring the leadership till that point that the return
faith is going to
e
secured, to the right electoral to their political
representative. Changes are also being expected on the alliances
mostly at traditional parties, which anyway have a fixed profile, an
identity and a clear political right program. Still staying with the
same argument one can see the ability of the Albanian communist
to do metamorphosis in adoption to the conditions with the only
purpose to be always winners. In this war without principles they
have built a scene, so-called "Katovice's scene", according to which
ex-political the lawful owners, nationalists, traditional political parties,

be stopped to be coming in the power. For this they used the
exceptional emotional state and inferiority complexes from which
the overthrowed classes from communist dictatorship system, were
suffering. They created a so called political pluralism by building
themselves left central and right parties. Even though they builded
programs for each of these parties and nominated in head fanatic
communists who had changed their suits or their convinced servers.
They offended communism all over, and gave some unimportant

rights to the ex-overthrown classes with the purpose so they could
be credible in front of the inside and the outside opinion. But they
kept strong in their hands the political and economic power. This
scene of international communist at Katovica was unmasked by
the famous annalists like Pr. Ashi
Pipa
and Peter
Lukas
since the
beginning of
90'.
Still the crowds were blinded from demagogic
slogans like "Opposition, but brothers", "The world helps us, we
govern" so that ten years were needed for this political play could
too be unmasked to an end. The last crash between PD-PS to stop
the real political pluralism in Albania and their every effort for a
new political protagonist to be born in politics, left the Katovicjan
democracy in open. This had its^ own consequences. In the left
wing we have a compactness, especially during the elections in the
right camp. In this last, we have a great reaction of the base towards
the lidership which results in not voting for her and not voting at
all. The only successful effort to oppose the bad formed scene of
Katovica which the direct responsible for Albanian return to the
beginning of democracy on
1990
is the creating and winning of
"Shkoďran
Eight Union" on October
1996.
Is exactly this
movement, which because of opposing to the Katovica's scene got
on herself the worst anathema of all old cast of Albanian politicians.
The politics of two big parties PS-PD, to predominate Albanian
politic life have given fire to the unleashed conflicts stimulated
tensions stopped the real pluralism and the economy of free market
has stimulated corruption traffic and other hard plague that have
put Albania in top of black charts onjEurope. The gold key to
release the movement for progress of Albania is reformation of
electoral law with clear proportional which overthrows invisible
compromise PS-PD for preservation of majority law, for the
electoral bipolarize, the rise of tension and stealing of free vote.
The existing law, majority corrected, has proved itself these last

years is not successful for democratic development in Albania. This
law has stopped democratic development inside the parties, has
helped in the stealing of congressmen from the small parties and in
artificial separation of Albania in "blue" north and in "rose" south.

Also has favored the crimination of politics, the violation of the
vote and of political will of Albanian electors. Being like that it is
completely unsuitable for a country with fragile democracy like
Albania.'
The party of
"Balli Kombetar"
composes on of the political
formations anathematized and fought wildly from communist's
dictatorship. This party became object of political diversity from
the left side on power, which exploited all of her potentials to stop
this party so it could be a real protagonist force on Albanian political
scene. During these years in
"Balli
Kombetar" Party were seen two
flows. One of which was guided from emotions and that left
Katpvica's scene trapped, which was sufficient with some small
privileges. This line guided from an emphasized politic
servilism
and a classical inferiority influenced in the degeneration of partiesx
structures. The second flow was guided from irrevocable standings
against Katovica's scene. It was trying to strengthen the democratic
clime inside the party and for respecting its4 statute and itsv base
documents. This flow was attempted to make out of
"Balli
Kombetar" a modern party, popular competitor, protagonists
principled. In this way it was asking to be part on alliances with
party's and really right politic formations, sacrificing parts of the
program but always guarding itsv identity and respecting the
structures and decision making organs of the party. This flow
attempted to respect the thoughts different inside the party, like the
democratic principle "We are together being different?'. Amateurs
standings and iiversionists plans inside party did that the one's
v'ho
were thinking different to be separated from the party creating
"Democratic
Balli
Kombetar". With the final discovery of
communists international scene of Katovica, chances of the first
flow were weakened in second flow's favor. So recently
predominated the standings of the people that were asking for ¿he
union of "BK" in· one only party, manifesting a positive move
compared with other parties especially those of the left side, which
are including in continuous disintegrim. In these moments when a

strengthen of
"BK"
is expected, it is seen an approaching flux of
intellectual people, Albanian women and especially of the youth

which automatically makes up the generator that approach ideas

and new energy. The woman like an important part of the Albanian
:
society is predisposed to

approached with "BK" through her
democratic and
nacionalist
program. The approachment of true
¡
intellectuals is in the traditions of "BK". There are at least six years
ithat the second line inside BK raised the problem for reform,
;
reorganize, renewal of the Party.
: Today, the union and the organization of the party "BK" is
being developed in basis of ideas and messages of
Dekalog,
which
makes up the most advanced expression of political culture and
democratic education. This strengthness will be achieved in contrary
•to inclination of uncontrolled propaganda of opponents on the
¡pretence that "BK" is an extremist party, and concretely we are
talking about the "scare crow" of the Albanian nationalism and
•that of the land. Indeed "BK" holds a well democratic view
¡regarding the right to have private property and a national state.
This will not be achieved with violated ways but with violence, but
;in support of international documentation. The example of
"immediate return of the Kosovo Albanians in their homeland is a
classic example that proves that national cause has the routs in the
private property and especially in private land. It is the land, property,
family, nation and all value and tradition system that pushes a nation
jro go with boldness and determination towards a democratic state
and society.
