For a few brief months
during the presidential campaign of 1
960,
Mexican Americans gathered together in
an all-out effort to elect John F. Kennedy.
Viva Kennedy Clubs sprang up not only in
the southwestern United States but also
across California and the upper Midwest.
The leaders of the Viva Kennedy Clubs
were confident and hopeful that their par¬
ticipation in American democracy would be
the beginning of the end of discrimination,
violence, and poverty in the barrio. The
dream of their own
Camelot
through
Kennedy met with disappointment, but
their efforts contributed to an identity-
building process for Mexican Americans
that led to greater emphasis on American¬
ization for some and to the more radical
rhetoric of the
Chicano
Movement for
others.
In Viva Kennedy,
Ignacio M.
García
surveys
the background, development, and evolu¬
tion of the Viva Kennedy Clubs and their
post-election incarnation as PASO, the
Political Association of Spanish-Speaking
Organizations. He argues that the patriotic
fervor of the
1940s
and the postwar eco¬
nomic expansion spurred middle-class
Mexican Americans to strive for full inclu¬
sion in American society. They believed
that discrimination could be overcome
through government actions that recog¬
nized their civil rights and their own politi¬
cal participation. Garcia describes the post¬
election problems of the Viva Kennedy
reformers, who first saw the Kennedy
administration ignore its campaign prom¬
ises to them and then faced their own
factional squabbles, chronic funding prob¬
lems, and the growing unease among Anglo
Americans wary of Mexican American
political power.
Based on interviews with leaders of the
Viva Kennedy movement such as Ed Idar,
Jr., Edward R. Roybal, and Albert
Peña,
Jr.,
and thorough research in previously under¬
utilized collections, this study unveils a
portrait of a people in transition. The
efforts of those involved in the Viva
Kennedy movement belied the stereotype
of passivity, and their militancy in fighting
discrimination, even as they upheld the
conservative values of America s society,
disproved notions of wayward allegiance.
This view of Mexican American political
activity will interest readers looking for a
more nuanced picture of Mexican Ameri¬
can history in the twentieth century.
