boljši
studij Povzetek
Študenti so eden od akteŕjev v visokošolskem
sistemu.
Z
drugimi notra-
njimi akterji
tega sistema
-
učitelji
in
drugim osebjem
-
sodelujejo
v
študijsko-tiedagoškem
in
včasih tuđi
v
znanstvenoraziskovalnem
in
razvojnem procesu. Studentske kritične izjave
in
akcije
v zvezi s
studi¬
jem
ter
predlogi za izboljšanje delovanja visokošolskih institucij
in
visokošolskega sistema
so del
upravljalskega procesa, ki teče na teh
institucijah (npr. univerzah)
in v
celotnem sistemu,
v katerem
sodelujejo
poleg notranjih tuđi zunanji akterji
-
npr. država, različne organizacije
¡n združenja. Studentske predstave
in
kritična razmišljanja je
možno
proučevati na osnovi dostopnih izjav, opisanih akcij studentov
in
na¬
knadnih poročil
ter
raziskav. Poleg svojega pristopa predstavljamo
v
prvem poglavju različne interpretacijske paradigme
in dosedanja
pro-
učevanja aktivnosti studentov.
Zastavili
smo si nalogo identificirati, predstaviti
in
analizirati student¬
ske koncepte, kritike
in
akcije
v
zvezi
s
studijem, univerzami ¡n visoko-
šolskim sistemom
nasploh v
okviru naslednjih raziskovalnih vprašanj:

vpliv načina upravljanja visokošolskega sistema na studentske izja¬

vpliv studentov na odločanje

zvezi

studijem;

sestavě
studentske populacije ¡n socialno-ekonomskega polo¬

Raziskovalnih vprašanj
in
verifikacije
domnev
smo
se lotili
z
deskri¬
pcijo
in
komparativno analizo primerov iz različnih obdobij
in
držav.
V obsežnem drugem
poglavju predstavljamo najprej
nastanek srednje-
veških univerz,
njihovo krizo
in
zaton
s
poudarkom
na studiju ¡n položaju
studentov
ν
njih,
nato
pa nastajanje novoveškega modela visokega
šolstva, ekspanzijo, racionalizacijo
in
krize.
V
kontekstu spreminjanja
družbenega
okolja
in
razvoja visokega šolstva nas zanimajo, poleg
odnosov med studenti
in
drugimi akterji
visokošolskega sistema,
studentske izjave
in
akcije
o nasiednjih
vidikih študijsko-pedagoškega
procesa:
1.
dostop,
izbiră
studija,
vpis, začetek
studija,
2.
pogoji za studij, infrastruktura,
3.
studijski program, vsebina studija,
4.
organizacija ¡n izvedba studija, pedagoške metode,
5.
učitelji, asistenti, njihove lastnosti, odnos do studentov,
6.
socialno-ekonomski položaj, vedenje studentov
in obštudijska
de-
javnost.
Na podlagi literature obravnavamo ureditev, studij
in
položaj studentov
najstarejših evropskih
univerz,
pri čemer smo bili
ob redkih
zapisanih
studentskih izjavah
in
akcijah
v zvezi s
studijem pozorni predvsem na
gibanje studentov med univerzami glede na ugled posameznih učiteljev,
pogoje za studij
in
odnose notranjih (studentov, učiteljev)
in zunanjih
akterjev (mestnih, cerkvenih
in
državnih oblasti). Ugotavljamo,
da so
studenti
v
nekaterih opisanih primerih sodelovali pri nastajanju
in
vzpo-
nu posameznih
univerz.
Domnevamo, da je tuđi pasivnost
študentov,
ki
je bila posledica pritiskov zunanjih akterjev, prispevala
к
degeneraciji
srednjeveških
univerz.
Nastajanje, ekspanzijo
in
krize novoveškega modela visokega šolstva

stoletju
- in vlogo
studen¬
tov pri tem

predstavljamo na skoraj tridesetih primerih iz Zahodne,
Srednje
in Vzhodne
Evrope
ter ZDA,
pri čemer se ne izogibamo ob-
ravnavi vloge nacionalne države
ter
radikalnejših
in
ideološko obarva-
nih (studentskih) gibanj. Opisujemo studijske
možnosti
in
aktivnosti

studentov na prvih visokošolskih institucijah na
Slovenskem, dunaj¬
ské
studente
v
revoluciji leta
1848,
prizadevanja za domačo univerzo,
akcije studentov za boljše studijske
možnosti
in
pogoje
v
prvih deset-
letjih ljubljanske univerze,
v
nemirnih časih med drugo svetovno
vojno
in
takoj po njej
ter
sodelovanje studentov
v razpravah o
refor¬
man
studija, položaju studentov
in
izobražencev v socialističnem
obdobju
ter
v zahodnih družbah v šestdesetih letih. Z izvlečki
iz
do¬
kumentov in v
kontekstu dogajanj
v
letih
1968-1972
na univerzah
v
drugih državah
ter
v
Beogradu
in
Zagrebu
-
in z vpogledom
udeležen-
ca
-
predstavljamo najznačilnejše takratne koncepte, kritike, zahteve,
predloge
in
akcije ljubljanskih studentov
v
zvezi
z
modernizacijo stu¬
dija
in
univerze. Prizadevanja za prenovo visokošolskih institucij
v
začetku zatona socialističnega sistema pokažemo na
primem
poljskih
studentov.
Večino primerov opisujemo predvsem
z
dokumentiranim! ¡zjavami
in
akcijami angažiranih studentov
in
njihovih organizacij
ter
poročevai-
cev. Izjema so
predstave, stališča
in predlogi
slovenskih studentov,
tuđi t. i. molčeče
vecine,
v
letih
1977
do
1990,
ki
jih
opisujemo
s
sintezo
in
metaanalizo
rezultátov
empiričnih raziskav, upravljenih večinoma
na Ijubljanskem Centru za razvoj univerze. Ocenjujemo,
da so od
šest¬
desetih let dalje studenti
-
tuđi naši
-
opozarjali na pomanjkljivosti
in
krizo studija, institucij
in visokošolskega
sistema. Kljub temu
da so
bili studenti
-
formalno enakopravno
z
učitelji
in
»uporabniki«
-
marsi-
kje vključeni
v
organe upravljanja institucij,
so
mnogi problemi ostali
neřešeni.
V
tretjem poglavju povzemamo glavna studentska stališča, kritike,
predloge
in
akcije iz omenjenega
vzorca
institucij
in
držav.
Glavne ugo-
tovitve smo najprej uredili po obravnavanih obdobjih
in
državah,
nato
pa po tematski usmerjenosti studentskih izjav
in akcij
glede na vidike
študijskega procesa. Dodan je pogled na glavne
tendence v
razvoju
studija
in
visokega šolstva,
in
to
z
opozorili na
možno
vlogo studentov
v
iskanju ¡n nastajanju novega modela univerzalnega visokega šolstva.
Zunanji
in notranjí
akterji
naj
bi pri iskanju novih, zahtevam časa ustre-

znejših rešitev-ob spoštovanju starih univerzitetnih
ideálov
-prisluhnili
tuđi studentom vseh vrst.
V
zaključnem
delu najprej
komentiramo rezultate verifikacije razi-
skovalnih domnev. Položaj studentov je sicer vplival na njihove pred¬
stave, stališča
in
tematsko usmerjenost kritik,
vendar
so bile
¡zjave
in
akcije studentskih
skupin v
¡stem obdobju,
državi
in
instituciji
lahko
različne. V splošnem najbrž velja,
da so
se študenti
oglasili,
ko je
bil
določen model studija
v krizi,
vendar
je bila
njihova
aktivnost
ali
pasivnost
le eden od
dejavnikov (ne)reševanja problémov. Tovrstne
študentské ¡zjave ¡n
akcije
so
bile povezane
z
načinom upravljanja
vi¬
sokošolskih ¡nstitucij in celotnega
sistema. Studentske
kritike
so bile
večkrat
»indikator«
problémov
notranjega življenja univerze
in težav
pri
uvajanju »racionalnih« rešitev,
redkeje
»katalizator« pri oblikovanju
rešitev.
Na študentská stališča in
akcije
so vplivali zunanji akterji (npr. cerkveni
¡n
državni organi, politične stranke ipd.),
vendar
najdemo studente
hkrati na strani oblasti
in
opozicije,
v
različnih gibanjih
in
strankah,
v
parlamentih
in
pred njimi,
ob
(ne)dovoljeni literaturi, pivu ¡n čaju.
Le
v
propagandnih razglasih
in pristranskih
poročilih srečamo enotno
»idejno« usmeritev
in
podobo
studentov. Na studente
so
vplivali posa-
mezni izstopajoči, ugledni
in
med studenti priljubljeni učitelji
in
drugi
(so)delavci visokošolskih ¡nstitucij.
V
odnosih med njimi (podobno velja
za druge znane osebnosti)
in
studenti je šio večkrat za medsebojna
zavezništva.
Izvor
in
življenjski položaj studentov
sta prav
tako vplivala na studen¬
tske predstave
о
studiju, na
smeri
njihove kritike
in
organiziranost
akcij. Opazimo lahko različna stališča do vprašanj dostopa do studija,
zlasti
v
povezavi
s
posebmmi (manjšinskimi)
skupinami,
načina zago-
tavljanja sredstev za preživljanje, nadzorovanja vedenja studentov
ín
perspektive
v
pokliču. Studenti
so
tuđi sami poskrbeli za urejanje osno¬
vnih sredstev za življenje (hrana, stanovanje, občasno
delo).
Studentske
sociálne,
kulturne, športne, politične
in
obrambne akcije
in
organi¬
zacije imajo
dolgo
tradicijo
v
nekdanjih studentskih združenjih. Ta

»obštudijska dejavnost« je
kompenzirala
nekatere nepopolnosti sred-
njeveških
in
novoveških univerz ¡n prispevala
к
razvoju
in
obnavljanju
posebne »akademske kulture«. Izobraževalne
in
druge aktivnosti, ki
so
jih
tuđi naši studenti organizirali za podeželsko ljudstvo, delavsko
in srednješolsko
mladino, lahko pripišemo razsvetljenskim
koreninám
novoveške univerze, ki
naj
bi bila (skupaj
s
studenti) dejavnik moderni¬
zacije družbe.
Studentske kritične izjave
in
akcije
v zvezi s
studijem lahko označimo
kot
poskuse
kooperativnega komuniciranja
z ostalimi
akterji visokošol-
skega sistema, tako notranjimi
kot zunanjimi.
Kritični studenti
so bili
del
univerzitetne
in
splošne javnosti, bodisi
kot
»senzorji«
problémov
ali
celo
»katalizatorji« posodabljanja. Njihove akcije
so
imele nenadome-
stljiv vpliv na oblikovanje značajev bodočih strokovnih
in
javnih deiavcev.
S
svojim pestrim
in
inovativnim načinom delovanja
so
prispevali
к
ohranjanju
in
»modernizaciji«
možnosti
za javno komuniciranje, tuđi
znotraj univerze.
V zavezništvu s
posameznimi učitelji ¡n
drugimi izsto-
pajočimi
posamezniki
so se
včasih bolj, drugič manj uspešno upirali
poskusom
discipliniranja, specializiranja
in instrumentaliziranja s strani
drugih akterjev.
Posebej
razčlenjujemo
in
ponekod tuđi ilustriramo
vprasanje pristranosti poročevalcev
in
raziskovalcev.
Z nekaj
priporočiii
želimo spodbuditi nadaljnje proučevanje.
Povzeti rezultati domaćih empiričnih raziskav predstavljaju
poseben
¡zziv za bralca. Izbor studentskih sporočil, zlasti po temah urejenih
odprtih odgovorov
v
anketah, ponuja sliko studija ¡n studentov (pred-
vsem ljubljanske univerze)
v šestdesetih, sedemdesetih in osemdese-
tih letih
20.
stoletja. Skupaj
z
drugim predstavljenim gradivom
naj bi
preglednice omogočile verifikacijo ugotovitev
in
(kritično) razmišljanje
о
tokovih
in ovirah
vsakodnevnega življenja univerze. Problemski
in
časovni kontekst nastanka besedila osvetljujejo tuđi
-
včasih polemi¬
čne
-
opombe
in
marginalije
ter
literatura.

Student movements for the university and for an
improvement of the study
proces
Summary
Students, one of the actors involved in the system of higher educa¬
tion, cooperate with other interior actors, teachers and other staff
members, in the learning/teaching process. Sometimes they also
participate in the scientific research and developmental process.
Students criticisms and relevant actions concerning their study and
their proposals for improving the system of higher education and the
functioning of its institutions represent part of the decision making
process that is carried out at these institutions (e.g. universities) and
the whole system. Exterior actors participating in the system are, for
example, governmental bodies, various organisations and associations.
Students concepts and criticisms can be studied through available
critical statements made by them, descriptions of or reports about
their actions, and research done on the subject. In the first chapter
of the thesis the author presents the method he used, different inter¬
pretative paradigms, and a survey of studies dealing with students
activities.
The aim of the book is to identify, present and analyse students
concepts, criticisms and relevant actions concerning their study, uni¬
versities, and the system of higher education in general within the
framework of the following topics:
1.
the correlation of students criticisms and relevant actions with the
students position in the educational process;
¿ the influence of the decision making process within the system
of higher education on students criticisms and relevant actions, and
the students impact in the decision making process concerning their
study;
3.
the impact of exterior actors as well as teachers and other staff
members on students criticisms and relevant actions concerning
their study;

4.
the impact of the composition of student population, students socio-
economic status and their way of life on their criticisms and relevant
actions concerning their study;
5.
the applicability of students views and suggestions to solving pro¬
blems of the system of higher education;
6.
the question of bias on the part of reporters and researchers of
students criticisms and relevant actions.
A description of examples from different periods and countries and
comparative analyses are used to examine research topics and to
verify hypotheses. The extensive second chapter discusses first the
emergence of universities in the Middle Ages, their crisis and decline,
paying special attention to the study system and students position.
Then it presents the development of the model of higher education of
modern times, its expansion, subsequent rationalisation, and crisis.
Within the framework of changes in the social environment and the
development of higher education, the author is interested not only
in the relationship between students and other actors involved in the
system of higher education but in students views and actions concer¬
ning the following aspects of the learning/teaching process:
1.
access to higher education, choice of course, enrolment, beginning
of study,
2.
conditions for study, infrastructure,
3.
curriculum and content of study,
4.
teachers and assistants, their characteristics and relationship to
students,
5.
students socio-economic position, behaviour and extracurricular
activities.
On the basis of relevant literature, the author discusses the organi¬
sation of the oldest European universities, the system of study, and
the position of students. Taking into account the few written critical
statements by students and descriptions of actions concerning the
study, he pays attention particularly to students movement between
universities with regard to the reputation of individual teachers, con-

ditions for study and the relationship between interior actors (stu¬
dents, teachers) and exterior actions (municipal and ecclesiastical
authorities and governmental bodies). In this view, students contri¬
buted to the emergence and rise of individual universities in some
of the cases that are presented. On the other hand, he also believes
that the decline of universities in the Middle Ages may also be attribut¬
ed to students passivity caused by the pressure exerted by exterior
factors.
The formation, development and crises of the model of higher educa¬
tion (and university) of modern times in the 18th, 19th and 20th cen¬
turies, and the role of students in this process, are presented with
some thirty examples from Western, Central and Eastern Europe and
the USA. The role of nation state and of more radical and ideologically
tinged (students ) movement is also discussed. The following aspects
are dealt with: study possibilities and students activities at the first
institutions of higher education in the territory of present-day Slovenia,
Viennese students during the
1848
revolution, efforts at forming a Slove¬
ne university, students action to attain better conditions for studying
in the first decades of the foundation of the university in Ljubljana, in
the turbulent days during World War II and immediately after the
war, students involvement in discussions on study reform and on the
position of students and intelligentsia during socialist times and also
in the western societies in the
60s.
Efforts for the reform of institu¬
tions of higher education at the onset of the decline of the socialist
system are discussed using the example of Polish students. Abstracts
from documents and the context of events in the
1968-1972
period in
Ljubljana, Belgrade and Zagreb, including the authors insight into those
circumstances, are used to present the most characteristic concepts,
criticisms, requirements, suggestions and actions of Ljubljanian stu¬
dents in those times with regard to modernisation of the study system
and of the university.
Documented statements and actions of students, their organisations
and of the reporters are used to discuss most of the cases, with the

of the presentation of the concepts, viewpoints and propo¬
sals of Slovene students, including the so-called silent majority, in the
years
1977
to
1990.
In this case, the author synthesises results of
empirical studies mainly performed by the Centre for the Development
of University (Ljubljana). He expresses the view that from the
60s
onward students, Slovene students as well, pointed out inadequacies
and crises of the study system, the system of higher education and its
institutions. Though students were involved, formally on equal footing
with staff and external factors at these institutions, many problems
remained unsolved.
The third chapter is concerned with principal viewpoints, criticisms and
actions of students from the above mentioned sample of institutions
and countries. The main findings are first arranged according to time
and country and then classified according to topics dealt with by stu¬
dents criticisms and actions concerning the study system. This part of
the book also presents the author s view of the main trends in the de¬
velopment of the study system and of the system of higher education,
underlining the possible students role in search of and the formation
of a new model of a system of universal higher education. It is pointed
out that, in search of new solutions, more adequate for the require¬
ments of modern times, exterior and interior actors involved in the sys¬
tem of higher education should take account of students views, having
respect for ancient concepts of university.
In the last part of the study, results of the verification of hypotheses
are discussed. It is underlined that students position influenced their
notions and attitudes and the subject matter of their criticisms. Yet
critical statements and actions of students groups were found to differ
in the same period of time, in the same country and institution. In ge¬
neral, we could say that students expressed their views as soon as a
certain model of study was in problems and crisis. But their active in¬
volvement or their passivity was only one of the factors in the problem
solving process. Students statements and actions correlated with the
form of decision making carried out at certain institutions and in the

whole system of higher education. Students criticisms were often an
indicator of problems of university or of difficulties occurring on the
introduction of a rational solution rather than a catalyst in a problem
solving process.
Students views and actions were influenced by exterior factors (e.g.
ecclesiastical authorities, governmental bodies, and political parties).
They were found to support the views of authorities in power or the
views of the opposition. Students expressed their opinion in different
movements and parties, in the parliament and in front of it, via (il)legal
literature, over beer or a cup of tea. Uniform concepts of students and
their viewpoints, however, were found only in propagandist publica¬
tions and subjective reports. Individual prominent university teachers
and other staff members who were popular with students exerted a
considerable influence on the students. In most cases there was a sort
of alliance between them and students, which was also true of some
cultural workers.
Students social background and their living conditions also influenced
their attitudes to the study system, their critical statements and acti¬
ons. Differences in views on access to higher education were obser¬
ved particularly with regard to special (minority) groups, the way
their
livehold was
provided, the supervision of students behaviour,
and employment prospects. Students took care of their own living
conditions (board and lodging,
parttime
jobs). Students social, cul¬
tural, sport, political and defence activities and organisations have
a long tradition in former students associations. These extracurricu¬
lar activities compensated some drawbacks of the university of the
Middle Ages and in modern times and contributed to the develop¬
ment and restoration of special academic way of life. Different acti¬
vities were organised also by Slovene students for people living in
villages, for the working class and high school youth, thanks to en¬
lightened ideas of the university of modern times, which was, along
with its students, a major contributing factor to the modernisation of
the society.

Students criticisms and actions concerning the study system may
be regarded as efforts at attaining constructive communication with
other actors, interior and exterior, involved in the system of higher
education. Students who adopted a more critical attitude to the study
and to the (higher education) system were part of the special aca¬
demic public and of the general public either as sensors of problems
or even as catalysts of modernisation. With their varied and innovative
modes of action, they contributed to the progress and the moderni¬
sation of possibilities for public communication within the university
as well. Supported by individual teachers and other prominent per¬
sonalities, they managed to withstand, more or less successfully,
efforts to have strict discipline and narrow specialisation imposed
on them or to be manipulated by other actors. The question of subject¬
ivity (bias) on the part of reporters and researchers is analysed and,
in some cases, also illustrated. Some guidelines for further research
are given.
Special challenge for the reader represents an enclosed author s se¬
lection of parts of documents, students critical statements, responses
to questionnaires and tables with an analysis of empirical research.
This evidence gives a picture of the study system and students (of the
Ljubljana University in particular) in the sixties, seventies and in the
eighties. Along with other presented material, enclosures should make
it possible to verify author s findings and (critical) views on the main¬
stream of the functioning of the university and its drawbacks. Problems
discussed and periods of time dealt with are illustrated with footnotes
and marginalia, sometimes polemical in nature, and references.
