END OF THE CONFLICTS
SUMMARY
The book offers a comprehensive analysis of the evolution
of and the correlation between the two major trends running in
the developments and in the regional relations in the South East
Europe (SEE), commonly thought of as the Balkans: the first one
represents the overall advancement of the countries, the increase
in stability and the expansion of he multilateral relations; the
other one reflects the intractability of the controversies and the
toughness of the challenges faced by the separate nations and the
region as a whole.
The main conclusion which is to be drawn is that since the
start of the 21st century the first trend has proved to be prevailing in
the formation of the current image of SEE. All SEE countries have
made significant progress in the democratic and market economy
reforms. The rate of their economic growth has increased. The re¬
gion has become more attractive for foreign investments. There have
been launched huge international infrastructure projects which will
transform SEE into an energy and transport transit hub in Europe.
The Balkans states have also moved forward in the process
of their
EU
and Euro-Atlantic integration. A historic landmark
became the accession of Bulgaria and Romania into the
EU
at the
beginning of
2007.
As a result a total of three countries constitut¬
ing most of the territory and population in the region now belong

to the
EU.
The latter has made a political commitment to welcome
all SEE countries as its members upon their fulfilling of the neces¬
sary requirements.
The prospective course of events for the region is the same
with relation to its accession into NATO. In April
2008
Croatia
and Albania were officially invited to join the organization be¬
coming fully-fledged members no later than the spring of
2009.
Republic of Macedonia will very soon follow suit once it has re¬
solved the naming dispute with Greece. All those developments
contributed to the positive change which the image of the Balkans
had been enjoying lately.
The level of democratization reached in SEE, the significant
headway made in the integration into the
EU
and NATO, as well
as the active participation of the international community in safe¬
guarding the stability actually rule out the possibility of resorting
to military means in the bilateral relations. The status of Kosovo
was the last critical milestone in the new reality taking shape in
the region and it has marked the end of the military chapter in
the history of the Balkans. It seemed that SEE had once and for
all stepped on the road towards the establishment of new bilat¬
eral relations thus leaving behind the perception of the region as a
conflict and division-ridden area.
Yet, there is much more to be done if the SEE countries want
to establish lasting stability and good neighbourly relations. At
the start of
2008
the Balkans turned out to be the hot spot on
the continent. The main reason was the tension which result¬
ed from the declaration of Kosovo s independence in February
2008.
Meanwhile the naming dispute between the Republic of
Macedonia and Greece escalated to the highest level. The oppo¬
sition by Greece to the constitutional name of the Macedonian
state led to the Republic of Macedonia s not being officially invited
to join NATO in April
2008.
That development of events in SEE
was in contrast to the stabilization of the Western Balkans evident
in the current decade and to the positive results achieved in the
regional cooperation.

The tension which was incurred by the Kosovo crisis in
2008
and the diverging responses on the part of the SEE countries to
the independence declared by the province put the stability in
the region to the test. SEE found itself at a crossroads. It will be¬
come clear in the next few years whether the existing potential for
democratic development and embracement of the European val¬
ues provides a solid enough basis for resolving the disagreements
among the countries in a quick and lasting manner.
That is going to prove a tough job since, apart from Kosovo s
new status and the naming dispute between Greece.and the Republic
of Macedonia, there are a number of other issues and controversies
which are yet to be settled. They are primarily rooted in the vulner¬
able state system and domestic instability in some countries of the
Western Balkans, in the breach of the rights of the ethnic minori¬
ties, as well as in the separatist and nationalistic sentiments still ev¬
ident in SEE. A certain number of the problems which originated
in the past are now coexisting with tensions which have surfaced
just recently. The break-up of former Yugoslavia have given birth to
several independent states thereby resolving grave ethnic problems
in the region. Yet, the way they were settled has rendered the com¬
mon state model in a few of the newly established countries rather
precarious (Bosnia and Herzegovina, Republic of Macedonia and
Kosovo). The declaration of Kosovo s independence has brought
further parceling out in the Western Balkans and stoked up exist¬
ing separatist aspirations in other countries nearby.
In most of the SEE states there are still being manifested na¬
tionalistic tendencies both in the domestic development and in
the foreign policy they are pursuing. The international community
is firmly involved with finding solutions to the regional problems.
A huge, in some cases even critical, role in keeping the stability
and checking the separatist ambitions in the area is played by the
NATO and EU-led forces whose policy, however, does not always
follow uniform criteria for easing the regional conflicts.
According to the author under the present conditions the
Balkans face major challenges in three key areas. The first one

deals with the most pressing issues in the region which are duly
elaborated on in the book, i.e. the controversy over the status of
Kosovo, the naming dispute between Greece and the Republic of
Macedonia, the ethnic disunity in Bosnia and Herzegovina and in
the Republic of Macedonia, as well as separatist aspirations of the
Albanians in Southern Serbia.
The risks to the overall regional stability became more palpable
after the independence of Kosovo which was declared in contraven¬
tion to Resolution No
1244
of the UN Security Council but which,
nonetheless, was recognized by an increasing number of countries
in the world. Now it is Serbia s policy which will determine whether
the current tension will have negative impact on the regional coop¬
eration. The most likely outcome is the gradual acceptance on the
part of both Serbian government and the Serbs living in Kosovo of
the new realities which they cannot change. However, the separa¬
tism of the Albanians in Serbia may cause retaliatory separatism by
the Serbs in Kosovo thus only adding fuel to the fire.
Serbia is not ready to recognize an independent Kosovo
and will adamantly oppose its participation in the international
organizations. This will by no means impede the development
of the regional relations for a certain period of time. In a few of
years Serbia might turn out to be the only country in the region
which refuses to recognize the new state.
Ifit
decides to stick to its
present policy it will run the risk to incur regional isolation.
The second key area where the SEE countries need to de¬
liver tangible results, should they enhance the stability and
neighbourly relations, is the improvement of the efficiency of the
regional cooperation. Crucial targets in this respect are the es¬
tablishment and the practical implementation of the South East
European Cooperation Process
(SEEĆP),
the effective operation
of the Regional Cooperation Council (RCC) which was set up
in February
2008,
and the realization of the prominent regional
projects, especially those concerning the energy and transport in¬
frastructure since they are expected to transform the Balkans into
a significant European transit hub.

Further efforts are still required to foster mush closer links
among the SEE countries in the field of security and foreign pol¬
icy. The achievement of this aim necessitates SEECP, which was
introduced in
2007-2008
as a broader framework for political co¬
operation, featuring an own chairmanship and the participation
of the heads of state, the foreign affairs ministers and the foreign
office political directors of the member states, being upgraded
from a consultative forum into a mechanism for coordination and
implementation of joint action for resolving serious regional chal¬
lenges, including crisis management.
The third key area where progress will prove of critical im¬
portance for the overall development of the countries, the evolu¬
tion of the multilateral cooperation and the settling of regional
disputes, is the speeding up of the European and Euro-Atlantic
integration of SEE. It constitutes a strategic foreign policy goal
of all countries which haven t yet joined the
EU
and NATO. In all
likelihood, the integration into NATO will end at the beginning
of next decade and the process will span at least
5-6
more years
with regard to the
EU.
Its ultimate completion will undoubtedly be beneficial for
all nations in the region. This is equally true for Bulgaria which
in its capacity as a NATO and
EU
member state is supposed to
play an even more leading role in the multilateral cooperation and
in supporting the European and Euro-Atlantic integration of the
Western Balkans. The successful reforms, the maintaining of good
neighbourly relations with the all SEE countries and its contribu¬
tion to the stability and advancement of the regional cooperation
were to a great extent instrumental in Bulgaria s entering NATO
in
2004
and the
EU
at the beginning of
2007.
The country s active
commitment to the processes in the Balkans and the Black Sea
region in the recent years has been highly assessed by the member
states and institutions of the
EU
and NATO.
While following its regional policy Bulgaria is facing the
tricky task of striking a balance between its own national priori¬
ties and the interests of the other countries for the sake of keeping

the stability and multilateral cooperation and advancement in the
region. In the present decade it hasn t run into any serious dispute
with a SEE country which has only reinforced its pivotal position
in this part of Europe.
One of the leading dimensions of the Bulgarian foreign policy
should be the interaction with Greece and Romania within the
EU,
and together with Turkey
-
within NATO. However, those four
countries failed to reach a unanimous stance regarding Kosovo s
status and the recognition of its independence. There was another
instance of diverging positions, that time at the NATO summit
held in Bucharest in April
2008,
where was deliberated the issue
of whether or not the Republic of Macedonia should be invited to
join the alliance. Unfortunately, Bulgaria has shown inconsistency
in its policy on those two issues. In the course of the negotiations
about Kosovo s status it expressed a balanced view but later was
somewhat rash recognizing the new state. That decision enjoyed
rather low popularity with the Bulgarians and was not in line with
the requirement which the government had agreed on earlier, i.e.
that Kosovo s independence will be recognized only after the au¬
thorities there have achieved a steady progress in the implemen¬
tation of the
Ahtisaari
plan.
The neutral position Bulgaria manifested at the NATO sum¬
mit in Bucharest in April
2008
over the invitation to Republic
of Macedonia was also equivocal. It ran counter to the continu¬
ously stated support for the Macedonian membership in the
EU
and NATO and turned into some sort of retaliatory response for
the anti-Bulgarian acts in the neighbouring country. In this way
Bulgaria actually aligned itself with Greece which took advantage
of the pending issue over the name of the Macedonian state ac¬
cusing the latter of obstructing the friendly bilateral relations.
Bulgaria may assert itself as a reliable partner of the other
countries and as a mainstay of the stability and promotion of the
regional cooperation in SEE
ifit
pursues a pragmatic, yet consist¬
ent and predictable foreign policy.
