The visions of social education
in Polish political thought in the years
1918 - 1939
The end of the First World War and the beginning of the building of inde¬
pendent state structures, undoubtedly, constituted a very important impulse for
the development of Polish political thought, contributing to the activation of
almost all the ideological groups as well as to the revival of discussion about
indispensable transformations of new reality and the optimal forms of the or¬
ganization of the communal life. It was expressed both by diverse visions of
political or economic order and also by some considerations emphasizing the
need of the intentional rebuilding of social consciousness as well as the disse¬
mination of the required and functional role models in relation to the formu¬
lated political projections, which took the form of less or more elaborated
educational conceptions, hi spite of the existing interpretative differences re¬
sulting mainly from different systems of values, all the initatives and activities
aimed at the realization of their postulates and recommendations were quite
unanimously regarded as a form activity favouring the strengthening of the fo¬
undations of the regained independence and prospective development of the
state.
The interest in the above mentioned subject among the authors of Polish
political thought of the interwar period was influenced by several factors. One
of them were, among other things, the experiences from the period of the sha¬
ping of the modern political movements on Polish territory, which, being based
on the support, involvement and activity of large and at the same time diverse
social groups, also indicated the necessity to develop their culture in a planned
and systematic way, to build and strengthen the sense of community, and to
raise constantly the individuals identification level with collective interests.
The consequence of the aforementioned attitude was not only underestimation
of the importance of social education, which was directly reflected in various
enunciations, but also gradual interpretation style formation within particular

trends in Polish political thought regarding educational aims, overriding values,
and modes of their realization.
Special attention to the above mentioned issue was also paid due to appa¬
rent divergence between the previous idealized conceptions and the realities
characteristic of the independent state s communal life. A particularly signifi¬
cant role in this context was played by the negative assessment of the Polish
society s state of the consciousness and their prevalent demeanour, the under¬
lying reason of which was the rapid and perceptible weakening of social in¬
volvement in public matters, which was concomitant with the birth of the
independent Republic of Poland. Moreover, there was increasing disappoin¬
tment with new reality due to the created state s inability to meet particular
social groups aroused aspirations and expectations. Particularly strong criti¬
cism and pessimism marked the representatives of conservative and Pilsud-
skite thought, who invariably emphasized thesis about low level of social
instincts among the Poles, the lack of life realism as well as the continuity and
permanence of the mentioned phenomena. Obviously, it influenced their in¬
terpretation style of educational goals and indispensable conditions for their
successful realization.
The increased interest in social education in the

caused by deep civilization crisis felt by
internar
Europe. The conclusions co¬
ming from the analysis of its most distinguishable symptoms, which included,
among other things, rapidly growing sense of temporariness, spreading egoism,
spiritual and moral disintegration of the mass, as well as dramatic decline in the
level of the public life, suggested the questioning and rejection of the hitherto
prevalent system of values simultaneously with supporting new, not yet crystal¬
lized developmental trends with their emphasis on the individuals development
of the strong sense of belonging to a particular social group and their ability to
submit to its ends. In the case of the majority of right-wing groupings, who so¬
ught the sources of disintegration of the communal life in uncritical acceptance
of the principles of liberalism, fascist movements were initially considered as
a manifestation of this hearing tendency. In contrast to materialistic and amoral
Bolshevism, they were interpreted in the categories of the harbinger of approa¬
ching spiritual rebirth of European societies as well as the rebuilding and inten¬
sification of their creative powers. It was expressed not only by fascination with
their potential and dynamism but also by the visible approval of the activities in
the sphere of social education postulated and inspired by this new ideology,
which, as a matter of fact, invested it with unprecedented significance.
However, the analysis of the literary sources of Polish political thought
proves that in the first half of the thirties the above mentioned attitude had

ready been visibly modified. On the one hand, this phenomenon was still clo¬
sely associated with the totalitarian character of the fascist movements being
more and more apparent and their political projections being realized, and on
the other, with intensive development and activities of Catholic socio-political
reflection, which accused them of the devastation of natural collective bonds,
the mechanizaton of human consciousness as well as the absulatization of the
principle of social usefulness. In spite of this, the evidence of clear affirmation
of their characteristic educational conceptions can be found in the opinions
expressed by the part of the young generation of the authors of nationalist
thought as well as by politicians and journalists connected with the Camp of
National Unity. Despite some objections, they still regarded them as the ex¬
pression of the proper understanding of challenges of reality. An entirely dif¬
ferent view on this matter, however, was represented by the originators of
socialist and peasant thought, and it was bound up with their convinction that
the problems of European societies mostly resulted from the long-lasting pro¬
cess of the belittling and questioning of the original meaning of the funda¬
mental ideas of liberalism. Consequenly, similarly to the Bolshevism,
totalitarian state organisms created by fascist movements and their educatio¬
nal activities were considered by the representatives of the both trends of po¬
litical thought as a clear manifestation of the consolidation of dangerous
tendency to extreme objectification and enslavement of the individual.
The attention devoted to the above mentioned issues by the authors of Po¬
lish political thought was undoubtedly connected with the universally accep¬
ted principle that the effectiveness of long-term educational undertakings
required some adaptations to the demands of existing reality. In this context,
the evaluation of the Poles state of consciousness and their demeanour in rea¬
lities of the independent state as well as the attempts at defining the source
and gist of changes occurring in European societies in the interwar period must
be interpreted in the categories of essential situational stimuli, which not only
stimulated interest in the sphere of social education, but also forced modifica¬
tion of the previous views on its objectives and optimal ways of their realiza¬
tion. However, the important reference point for considerations regarding this
area was provided by still the same fundamental values and categories which
determined the specificity and identity of particular trends in contemporary
Polish political thought in the initial phase of its development, being at the
same time the primary cause of divergence of the stanpoints in the ongoing
discussion on the essence, direction ,and range of educational activities.
One of the main division line between the concepts of social education
formulated in the interwar period was undoubtedly related to

logical groups attitude towards Catholic religion and to the viewpoint on the
perception of its place and role in the communal life. The ideas presented in
this subject explicitly determined the way of the interpretation of the basic
educational goal, which was unanimously reduced to the establishment of such
a system of ethical terms that would create firm grounds for harmonious de¬
velopment of Polish society in realities of its own state. The recognition of the
significance of the aforementioned matter did not mean at all the identity of the
views related to the direction of the postulated redevelopment. Nor did it sig¬
nify homogeneity in the ways of defining values, the promulgation of which
was to constitute its essence. The analysis of the enunciations dedicated to the
subject concerned indicates that the groups who recognized Catholic religion
as the basis of the communal life above all identified this aim with dissemi¬
nation of Christian moral norms and the depeening of the level of their accep¬
tance. However, in conditions of the independent Republic of Poland, such
a stance was represented not only by the authors of Catholic and conservative
thought, but also by the representatives of Polish nationalist thought, who in
the first half of the twenties rejected definitely the principle of ethical dualism
formulated by
Zygmunt Balicki,
thus recognizing the universal and timeless
character of Christian values as well as their fundamental importance for buil¬
ding up interior cohesion and national community s strength. The adoption of
the above mentioned interpretative perspective also influenced the way of per¬
ception of the position and competence of particular educational circles and in¬
stitutions leading to the emphasis on the natural powers of family and the
Church in this respect and also to the formulation and propagation of the idea
of denominational school. The endeavours to base the communal life on Chris¬
tian moral principles are also reflected in some deliberations of the originators
of peasant political thought; though in contrast to the earlier mentioned ideo¬
logical groups, they were usually marked by a reserved or critical stance to¬
wards the institutional Church. This involved not so much the questioning of
its significance as an independent educational subject predestined to dissemi¬
nate evangelical values, but above all it was connected with generally negative
assessment of clergy s demeanour and their attitude towards the peasant po¬
pulation.
On the opposite pole, there were projections articulated by the represen¬
tatives of socialist and Pilsudskite thought, who, without undermining the ne¬
cessity of strenghening moral foundations of the communal life, identified the
realization of this aim with the promulgation of diversly defined norms of so¬
cial ethics having their roots in the needs and aspirations of precisely deter¬
mined communities and universal ideals. Obviously, such a point of view also

affected the way of perception of the main educational circles and institutions,
among which a special role was attributed to the properly functioning educa¬
tional system and to the involvement of various secular cultural-educational or¬
ganizations, which complemented its activities. In this context, the standpoint
of the authors of Pilsudskite educational conception deserves particular atten¬
tion, since they attributed the main and superior role of educational institution
to the state, recognizing it as the highest moral value and as an entirely sove¬
reign subject of public life formation as well.
The way of defining indispensable for harmonious social development of
a set of ethical norms was not at all the only factor diversifying the interwar
projections of social education. Their final shape was influenced both by par¬
ticular ideological groups characteristic and yet distinct visions of desired col¬
lective order and also by their conceptions of political system, which obviously
determined the direction of the postulated redevelopment of social conscio¬
usness and defined the character of the propagated role models. This relation¬
ship is particularly distinctly confirmed by the discernible evolution of
educational postulates in the analysed period, which was articulated by the re¬
presentatives of nationalist and Pilsudskite thought, and which remained clo¬
sely related not only with the assessment of contemporary developmental
tendencies and existing socio-political realities but also with new features in
the way of interpretation of the optimal forms of the organization of the com¬
munal life.
In spite of the indicated differences, all the analysed trends in Polish po¬
litical thought in the interwar period quite unanimously regarded social edu¬
cation as an essential factor in the political reconstruction. It is confirmed not
only by the way in which its objectives are defined, but also by deliberations
which were dedicated to the relations and functioning of the main educational
circles and institutions and which remained closely associated with their poli¬
tical projections. It must be noticed, however, that there was no homogenous
interpretative perspective in this matter either. The expression of this pheno¬
menon was perception of social education either in the categories of process
as a foundation conditioning the success of the postulated transformations, or
as in the case of the part of the socialists and the representatives of Pilsudskite
reflection as a factor consolidating the changes already made. Within particu¬
lar ideological groups, legitimizing qualities of social education were equally
strongly appreciated, since they were seen as an important instrument of gai¬
ning and extending social approval for the formulated visions of the state and
authority as well as for the political circles that contributed to their creation.
Actually, such a point of view was clearly reflected in the formulated

tional enunciations, in which numerous different legitimizing arguments were
used. Most of all, they were connected with the specificity of particular trends
in Polish political thought, which had a decisive influence both on the way of
interpretation of the main objects of legitimization and on the character of the
legitimizing arguments that were used.
In the context of the established findings, the conclusion that in the inter-
war period the issue of social education was an unusually important area of in¬
terest for the representatives of Polish political thought seems to be justified,
albeit the ideas fomulated in this sphere were sometimes marked by conside¬
rable diversification. They expressed, however, the particular ideological gro¬
ups specific way of thinking about overriding values of the communal life, the
optimal forms of its organization as well as conditions for harmonious deve¬
lopment of the state, being at the same time a natural complement of their po¬
litical concepts.
