Co-operation and Competition in the Border Region
Summary
Border regions, due to their location, are considered as peripheries. However, peripherality in
the geographical sense (location) does not always translate into peripherality in the economic sense.
The aim of the study is to identify highly attractive border regions for both Poland and Germany
(core regions) in the light of
intraregional
diversities in Polish and German parts of the border.
The analysis of socio-economic and spatial development in the western border regions was
performed in the context of its vicinity to Germany. Therefore, the issues around the Oder river
as well as co-operation on the socio-economic and spatial planning were discussed with regard to
historical conditions and benefits resulting from the western border location.
Moreover, the study identifies areas in which core Polish and German border regions have
competitive advantage in order to answer the question: In what way can the Polish-German border
region be competitive? In practice, it comes down to the question: Poland-Germany, partners or
competitors?
An important research objective was to identify potential socio-economic areas on both sides
of the border in which future development will ensure its advantage against rivals. In this context
identification of potential competition areas was particularly interesting.
There was also an attempt to identify the scope of territorial competitiveness at the local (po-
viat) and regional (voivodships, government district) level. This paper defines the attractiveness of
the investigated regions resulting from current circumstances.
Additionally, cross-border co-operation realized under Interreg III A programmes in the Po¬
lish-German border region was assessed. Particular attention was paid to generic characteristics of
the projects and institutional structure of beneficiaries. It focused on the analysis of connections be¬
tween spatial distribution of realized projects and the economic development of particular regions.
The shaping of socio-economic and spatial structure of the western border region was different
from the remaining parts of the country. As a result, this structure was diverse both in its particular
stretches as well as in relation to the areas on the other side of the border.
Having analysed the competitive position at a local level between Polish and German border
regions, the advantage of the
Gemían
side is very pronounced but it does not take on the character of
civilization gap . The research has confirmed that both the increase and the decrease in attractive¬
ness is caused by the same factors on both sides of the border, although their significance on Polish
and German sides differs. The survey conducted indicates the occurrence of some co-operation be¬
tween Polish and German sides of the border regions, however in strategic economic matters com¬
petition prevails. The prevalence of such types of neighbour relations in the border area is reported
by the majority of German districts and Polish communes.

Summary
The Polish-German cross-border co-operation seems to need both intensification and modifi¬
cation. Little does the current model of co-operation change the relationships between Poland and
Germany from competition to co-operation. A significant hindrance in co-operation was the fact that
it was shaped by policy aimed at solving inner problems of particular regions rather than developing
the trans-border region. Consequently, its real trans-border effect was relatively small. This situation
could have resulted from the lack of a strong integrating factor (e.g. special environmental features
enhancing the development of tourism, the awareness of shared cultural and historical heritage). On
the Polish side, it was also a consequence of a low level of social capital development and very few
grass-roots initiatives. Moreover, a significance handicap in the development of real co-operation
was lack of a holistic concept of this co-operation in the Polish-German border region.
Polish western border regions might act as progress engines in an integrating Europe and
enhance co-operation with the other
EU
member states. This will require the curbing of asymmetries
between Polish and German border regions in socio-economic and spatial development. The pace of
levelling out disproportions is still insufficient and without an active help from the government the
western border regions will be unable to regulate them.
In this context excessive concentration of funds and activities at external
EU
borders and
the poorest regions in the country (Eastern Poland) may pose a significant threat as it may divert
attention from current unsolved problems and needs of the western border regions (secondary mar-
ginalization).
Poland s accession to the
Schengen
Agreement will not eliminate the problems of ex-border
regions. They will result from differences in the following areas:

social, e.g. social achievements, wages level, scope of social benefits, education, accessi¬
bility of services, etc.,
-
economic, resulting from varying levels of economic development,
infrastructural
invest¬
ment, investment possibilities, etc.,
-
financial, manifested in different tax systems and possibilities of financing regional policy
instruments,
-
legal regulations, e.g. spatial planning, environmental protection, economy, etc.,
-
awareness of value systems as well as national, regional and local identity, cultural heritage,
religion, among other things.
It seems that the increase in trans-border connections will be generated mainly by the eco¬
nomic integration. Elimination of country borders will undoubtedly result in the reorganization
of spatial connections from centrifugal (from the border towards the centre of the country) to centrip¬
etal (between ex-border regions) and together with intensification of these connections it may lead
to the transformation of peripheral regions into core ones.
