Summary
Polish political and legal thought examined the origins of Italian fascism on five interpretive
platforms. The most common included analysing fascism as a qualified form of nationalism. Such
was the view of the representatives of the right in the Second Republic of Poland, particularly
National Democrats and politicians associated with them. The leading politicians who sought the
origins of Italian fascism in the developments of nationalist thought since the 19th century included
Roman Dmowski, Roman
Rybárski,
Stanisław Kozicki, Stanisław Starzyński, Stanisław Grabski
and Władysław Jabłonowski.
The views of nationalist commentators who interpreted fascism as
a form of nationalism were shared by
Józef
Tyszkiewicz, a conservative politician and journalist.
Italian fascism was also considered to be a result of a crisis of the liberal and democratic state. The
supporters of such an interpretation included representatives of Catholic thought as well as
Antoni
Peretiatkowicz, a lawyer and scholar who represented nationalist circles. The anti-liberal and anti¬
democratic roots of Italian fascism were explored by the conservatives. On the other hand, fascism
was described as a veterans' movements by commentators associated with both nationalist circles
and the
Sanacja
regime. We should mention here again Roman Dmowski as well as
Jerzy Drobnik,
Ryszard Piestrzyński, Antoni Deryng
or
Aleksander Hertz.
Fascism as an antithesis of communism
or a phenomenon closely resembling it was a view espoused by those who represented the ideologies
of fascism, nationalism, Catholicism, conservatism, syndicalism, democracy, socialism and people's
republic. Those who represented national-conservative, conservative, Christian and liberal thought
and the ideology of the
Sanacja
regime looked for the roots of Italian fascism in the results of his¬
torical processes.
The intellectual elites of the Second Republic analysed the theory and practice of the system
created by Mussolini through its main components, that is the total state, cult of the leader, single
party monopoly, culture, education and upbringing, law and racial issues. Worthy of mentioning
is an opinion by Roman
Rybárski,
who abandoned the term total state when talking about Italian
fascism in favour of the monopolist state. What is equally interesting, is an interpretation of the
total state by the representatives of nationalist political thought, such as
Jerzy
Drobnik,
Zygmunt
Cybichowski,
Jerzy
Stachniuk and
Jan Dworak.
They saw in such a state certain positive elements:
the cult of the leader, single-party system, or a total subordination of the individual to the state.
Critical of totalitarianism were Catholics and Christian Democrats:
Andrzej Niesiołowski,
Adolf
Kliszewicz,
Feliks Młynarski, Stanisław
Kutrzeba or
Wojciech Korfanty.
They emphasised the fact
that fascism had destroyed democracy and was a threat to civil rights. An interesting opinion about
the total state was formulated by the lawyer Adam Piasecki, who criticised fascism for its "fictional
parliamentarism". The
Sanacja
ideology was not indifferent either to the totality of the Italian state.
It is worth mentioning here the opinions of
Antoni Chmurski
and
Aleksander
Hertz, who saw in the
fascist state a manifestation of ideological monopoly. Remarkable insight was shown by
Szymon
Rundstein and
Mieczysław Szerer
among the liberals. Both were distanced from and critical of the
total state which limited the freedom to express one's political views. Among the commentators on
the left we should single out the lawyer
Ludwik Kulczycki.
In his analyses of Mussolini's state, he

demonstrated that Italian fascism was against the development of the workers' movement and that
it limited workers' rights.
An important element in the fascist state was its interference in culture and the upbringing of
children. The commentators of fascists pedagogical policy included the representatives of Catholic
thought: Father
Jan Piwowarczyk, Ludwika Bazylewska,
Stefan
Niebudek, Andrzej Niesiołowski
and Father
Jan Ściesiński.
Catholic writers demonstrated that education and upbringing in the fascist
system were totally monopolised by the fascist party, which restricted the role of the Catholic Church
in the upbringing of young generations.
A significant aspect of the fascist doctrine was its attitude towards the Catholic Church. It
was by no means uniform and resulted from the changing policy of the Italian leader towards the
papacy. Before the signing of the
Lateran
Accords
(1929)
Polish commentators, especially Catholic,
commented extensively on the attitude of Italian fascism towards the Catholic Church. The Catholic
commentators included Father Jan Piwowarczyk and Adolf Kliszewicz, who were sceptical in their
assessment of Mussolini's policy towards Pius XI. The signing of the
Lateran
Treaty was comment¬
ed on by a wider spectrum of the representatives of Polish political thought. These included Father
Stefan
Biskupski,
Bolesław Wilanowski,
Father Jan Urban, Father
Stanisław Mystkowski
and
Bo¬
lesław
Szczepkowski, Catholic publicists were enthusiastic about the signing of the
1929
accords
and expressed their approval of Mussolini's pro-papal policy. Among the conservatives a positive
opinion about the accords was expressed by
Ludwik Hieronim Morstin.
Corporatism was one of the main components of the doctrine of the Italian fascism. On the
one hand, it contradicted the liberal free market economy, and on the other was a counterbalance to
an increasingly popular ideology of class war advocated by the socialists and communists. Polish
legal and political thought made a strong contribution to the assessment of fascist corporatism and
its significance for the economy. Polish publicists and lawyers differed in their opinions of fascist
ideas for changing social and economic relations. Fascist corporatism was treated as a movement
which had its roots in George Sorel's syndicalism. Corporatism in fascist Italy was also perceived as
a component of nationalist thought. This view was shared, first of all, by National Democrats and by
supporters of fascism in Poland. Similar views were expressed by the supporters of Catholic social
teaching, conservatives, the
Sanacja
regime and the left. A view according to which corporatism was
a negation of the liberal state was shared by almost all political parties in the Second Republic. They
included nationalists, Catholics, conservatives, liberals and Pifeudski's supporters. Fascist corpora¬
tism was also defined as a distortion of the Catholic social teaching. The main propagators of such
a position were the representatives of Polish social Catholicism. Some Polish publicists and lawyers
perceived corporatism as a negation of socialist thought. On the other hand, the opinion that fascist
corporatism came from America appealed to nationalists, conservatives, Catholics and supporters
of the
Sanacja
ideology. Fascist corporatism was also perceived as an expression of the renaissance
of the medieval economy.
Apart from system-related issues Polish intellectual elites were interested in the fascists' for¬
eign policy. They analysed the international activity of the fascist Italy on four levels: fascist state's
imperialism, its policy towards the West, Third Reich and Poland. Among the main commentators of
the fascist foreign policy were National Democrats, Christian Democrats, conservatives, Piisudski's
supporters
(Feliks Chrzanowski
and
Kazimierz Smogarzewski)
and socialists. In the course of my
research I was able to establish that the right, except Christian Democrats, supported Italy's impe¬
rial policy. Christian Democrats as well as socialists criticised Mussolini for his aggressive colonial
policy. Those politicians and publicists were also very far from praising Italy' "dissemination of
civilisation" in Africa.
