The book contains papers, reviews, and discussions that put in groups the three important themes of contemporary life. The texts express concern for the nation and the state. They also show research methods that often differ from the traditional ones. Their knowledge is useful not only for the understanding of many controversial problems addressed in the study, but they also help to explain a series of essential issues from the period of transformation after 1989. The sketches and reviews collected here are designed to find an answer to the question about the state of national awareness as the foundation for common political, cultural, and educational actions. They also show the ways by which to arrive at an optimal model of territorial, political, and functional regional government and a democratic state of law in Poland. The studies and reviews in chapter one, the chapter that focuses on the nation, deal with Poles during the Second World War, in comparison with the present time. It is about the needs to maintain religious and patriotic national education, especially in the conditions when modernistic and conservative tendencies clashed. The following attitudes from the time of the war are stressed: sovereignty, freedom, honour, courage, love of homeland, sacrifice, faithfulness, and the sense of the nation. There is a disquieting tendency in the presence that negates such realities as one's own nation, patriotism, and homeland. In the context of the European states that are joining the European Union the principal question was to transform the national awareness of Poles. The new European integration should not be built in secret, but should be on equal terms. As for the time being, the process of extending the European Union resembles a pannationalistic idea. 272 SUMMARY This tendency of materialistic and antihumanistic origin was defined as wrong. Chapter two entitled Regional Government contains an analysis of the essence and the relationship of the regional government to the state as a legal form of decentralisation. The considerations here of theoretical, doctrinal, and comparative character that explains the sources and dynamism of the evolution of regional governments, and also political and economic questions. Some legal acts, together with their changes, have been discussed with regard to the regional government. The inadequacies and errors of legal acts have been pinpointed. An integral part of our considerations is a reference to the discussions conducted by Polish scholars on the essence of the regional government and its changing relations to the state. The need to promote a new philosophy of the regional government has been justified, especially the importance of social personalism. The studies and reviews collected in chapter three entitled Democracy concentrate on democracy as a political system and ideology of the global world. A history of democratic ideas and practices has been outlined here, starting from ancient Greece to the present time. It is not, however, a systematic interpretation. Drawbacks of democracy are shown here in reference to the political elite and the political system itself. Translated by Jan Kłos
