Summary
The history of Post-May Camp, also called the
Sanacja
Camp, in the Pomeranian
province in
1926-1939
has yet to be presented in a monographic study, contrary to those
parties and political groups that after the May Coup of
1926
formed the opposition to
the
Piłsudski-ite
camp and its regime. Some of published monographic contributions
to the activities of numerous Pomeranian social organisations of various character, in¬
cluding those associated with the ruling camp in Poland after May
1926,
have been
written for other purposes, outside the direct interest of researches in the history of
Pomeranian
Sanacja.
This resulted both from the scarce source material and the very
nature of the
Sanacja
Camp in
Pomerania,
as well as in other parts of Poland. The Camp
wanted to be active in various social fields which in consequence led to its operating at
the meeting point of state and local authorities, and politics and economy. Since the
Sanacja
Camp
-
represented politically in
1928-1935
by the Non-Party Block for Coop¬
eration with the Government (BBWR
-
Bezpartyjny Blok Współpracy z Rządem),
then in
1937-1939
by the Camp of National Unification (OZN
-
Obóz Zjednoczenia Narodowego)
-
strengthened its influence by a range of various social, economic and professional or¬
ganisations focused around the BBWR and OZN on the one hand, and on the other, by
considerable support of the state authorities, then also the local ones, the present mono¬
graphic study of this Camp in
Pomerania
should fill the present serious gap in the Polish
historiography of modern history of this region, significantly contributing to the his¬
tory of Pomeranian political and social life and to our knowledge about the
mechaiüsm
of functioning here of the state authorities after May
1926.
The purpose of the book is to present the formation process, directions and work¬
ing methods of the successive political groups belonging to the Post-May Camp in the
Pomeranian province in
1926-1939.
Thus the chronological range of the book spans the
period from the change in the local Pomeranian authorities after the May Coup
1926
to
the end of the
Sanacja
Camp marked by the outbreak of the Polish-German war in Sep¬
tember
1939.
Beside the analysis of evolution and activities of the successive structures
of the Post-May Camp, there is also presented the role played by the state authorities
and pro-government social, professional and economic associations in the development
of local network and political influence of the Pomeranian
Sanacja,
An important turn¬
ing point was marked by the dissolution of the BBWR structures at the turn of October
and November
1935.
By the end of this period the ruling camp reached its peak in

Pomerania,
which should be understand as its expanded structures in the form of the
BBWR and various organisations and associations focused around it, and political con¬
trol over the province. In the following years the regime was never able to regain this
position, despite the establishment of a new political representation in the form of the
Camp of National Unification. The decision of the BBWR leader Colonel Walery
Sławek
taken on October
30*, 1935,
to dissolve the BBWR structures in all Poland, caused in
Pomerania
not only the collapse of political structures of the ruling camp and decrease
in activity and significance of the pro-governmental social organisations centred around
the BBWR. It also reduced, to a certain degree, the involvement of the administrative
and police authorities in controlling and restricting of the opposition groups; so far, the
authorities greatly influenced the development of political relations in
Pomerania,
mak¬
ing it easier for the BBWR to dominate over the opposition both in current organisa¬
tional and political activity and during the municipal elections in
1933-1935
that gave the
Sanacja
Camp control over the majority of local structures in Pomeranian province.
Certain (temporary) successes in the development of the BBWR, then OZN, local
network and bringing under control or at least political neutralisation some of impor¬
tant Pomeranian social, professional and economic societies, as well as the establish¬
ment of pro-government associations and gradual taking over of the local government
(in general, to the district level) and part of the Pomeranian press market, did not, evi¬
dently, reflect the real power of the Post-May Camp in this part of Poland. This holds
true especially for the
1930s,
when, despite obvious efforts of its many activists and un¬
deniable organisational work done by the political structures of the
Sanacja
Camp, it
owed many of its successes to the state authorities without which its degree of influ¬
ence in
Pomerania
would have been much diminished. Thus, the camp, despite enlist¬
ing numerous activists and supporters by various means, was in part an artificial po¬
litical creation. It had no chance to curb in
Pomerania
the influence of the opponent
parties, in particular the National Party
(Stronnictwo Narodowe)
that was the most pop¬
ular and influential in the Pomeranian province till the end of the Second Polish Re¬
public, in spite of different political and administration restrictions lifted only in the
period directly preceding the outbreak of the Polish-German war in September
1939.
Under the circumstances, in
Pomerania
the state authorities and BBWR, then OZN,
leaders had to settle for administrative control of the local structures and significant
majority of social associations, as well as for development of the local apparatus of the
both parties, constantly hindered by organisational and personnel difficulties. In addi¬
tion, also for exertion in the first half of the
1930s
of certain influence in the labour trade
movement through the establishment of the pro-government Association of Trade Unions
(Związek Związków Zawodowych)
associating workers from private, municipal and state-
owned enterprises, regardless of some influences within the officialdom and, to a cer¬
tain degree, teachers circles. After the formation of the OZN, its role was played by the
Amalgamation of Polish Trade Unions
(Zjednoczenie Polskich Związków Zawodowych).
Political
influence,
in a way obvious due to their character and cooperation with the
army
-
was also wielded in the majority of numerous Pomeranian war veterans and
former soldiers associations; at the beginning of the
1930s
the organisations cooperating
closely with the military authorities joined the pro-government Federation of Associa¬
tions of Homeland Defenders
(Federacja Polskich Związków Obrońców Ojczyzny).
The only
major
success of the
Sanacja
Camp in the field of youth organisation, i.e. the expansion
of the paramilitary youth organisation closely connected to the BBWR named Riflemen s
Association
(Związek Strzelecki)
could be attributed to the cooperation with the military

authorities and assistance of the state authorities. In the first half of the
1930s
the or¬
ganisations mentioned above played an important part as social and organisational base
for the BBWR which was particularly significant in periods before successive municipal
and parliamentary elections. Apart from these, in Pomeranian towns certain role was
played by newly established pro-government women s organisations with the Union
for Women s Civil Work
(Związek Pracy Obywatelskiej Kobiet)
at the head. It seems cer¬
tain that the very organisational achievements of the pro-government social associations
and, in part, of some local branch structures of the BBWR, together with support from
the state authorities, made it possible to restore political pro-government party, although
in the form of the OZN which began to expand its organisational structures in
Pomer¬
ania
only before the parliamentary elections of November
1938.
It seems, however, that
the significant expansion, at least formally, of the OZN structures made by the summer
of
1939
was also influenced by the obvious increase of the tension between Poland and
Germany from the autumn of
1938
on, resulting in wider social support for the govern¬
ment.
