Summary
The purpose of the present publication is to show relations that connect Poland
and Poles with particular countries constituting the west African region in the past,
and to determine forms and potential of the contemporary political relations among
particular participants.
The book shows that West Africa did not enjoy much interest from Poland and
Poles. The state of Poland which did not conduct historically active maritime poli¬
tics could not participate in the discovery-based expeditions to this region. That is
why the residency and activities of Poles in this area were insignificant and limited
only to accidental meetings. Among them were the first travelers, clergymen going
to Middle and Far East and sailors joining up ships sailing under Portuguese, Spanish,
French, Dutch or British flag.
Similarly in the 19th century, when the world was engulfed by a dynamically de¬
veloping capitalistic relations and new ways of gaining natural resources, work force,
economical growth or sale market were searched for, Poland did not exist on Eu¬
rope s political maps. Participation of Poles in the life of the west African region was
thus limited to join up political and economic service or the soldier s pay of those
days colonial powers. Through the medium of Portugal, Spain, Germany, Great
Britain and France soldiers, sailors, traders, settlers and scholars came to West Africa.
After the rebirth of the Polish state in
1918
new political and economic contacts
were searched for. One of the regions that was influenced by the Polish government
was the West Africa, where Polish ships sailed, diplomatic posts were set and
colonies were desired to be established. Despite it, small centers of Polish Diaspora
emerged in the region, that thus could not support Polish foreign policy.
The residence and activity of Poles in the west African region in the period
1939-1945
was connected with the war operations and thus dependent on the colo¬
nial metropolises, which had there greater influence. Initially these were France and
Great Britain, and when German troops invaded France this dependence came from
the British and American policy. Similar conditions and the possibilities of the elic-
itation of Polish policy in the west African markets were visible in the first years after
the war.
International relations and their development in the second half of the 20th cen¬
tury contributed to changes in this matter. This process in turn enabled a higher in¬
volvement of Poland in the west African region. The fruits of these interests were

visits of the official and non-official state delegations, which contributed to political,
economic and cultural agreements. Along with it specialists and the scientific and
technical staff came to West Africa. African students also studied in Polish secondary
and high schools. The growth of engagement in the west African markets lasted till
80
of the 20th century, when Poland was engulfed by the economic crisis. After the
transformation in
1989
the
reorientation
in the international relations also took place
and was visible in Poland with the orientation towards the Western World. Accord¬
ing to this West Africa was pushed on the peripheries of the Polish foreign policy.
In the course of the mentioned questions it is important to point out, that the
following subjects influenced the Polish

African relations:

reached the shores located at the Atlantic Ocean and the Gulf of Guinea;

people joining up other, most often colonial states, that were on
duty in the areas located in Africa and dominated by Europeans;

of yet independent west African states;

politicians and diplomats

setting relations of the international and bilateral
meaning;

specialists and science and technical staff- coming to the west African region
in the interwar, after war and contemporary period;

students

people, most often from Africa, who came to take up education
in the higher schools and then came back to their motherland or raise fami¬
lies in Poland;

missionaries
-
sisters, brothers and priests from a few Polish congregations,
who according to the rule of the order were obliged to conduct catholic mis¬
sions i. a. in Africa;

people of culture and journalists
-
individualities of the social life that came
to West Africa and Poland and then documented their stay through the radio
and television broadcasts, press articles or popular-scientific books;

Polish Diaspora representatives
-
people who decided to settle in West Africa.
Taking into account the above precise elements we should notice that among
the west
Afričan
countries, the greatest interest from Poland and Poles is concen¬
trated on Nigeria, Ghana, Senegal and the Ivory Coast. Thus these countries were
given the most attention in the book. In the second group of states of less impor¬
tance we can point out Benin, Guinea, Liberia, Mali and Togo. These subjects occur
as potential important participants of the west African environment. The last group
of countries found reflection in the third part of the work, because they are located
in the peripheries of the Polish foreign policy towards the sub-Saharan Africa. They
include Mauritania, Burkina
Faso,
Gambia, Guinea Bissau, Niger, Sierra Leone and
the Green Cape.
The state of relations of the Poles and Poland with the particular countries cre¬
ating West Africa was influenced by different factors. They played a special part in
marking out the directions of the conducted foreign policy. Attention should be
paid to some of their categories, among which those of the internal and external
character and objective or subjective one should be underlined. In the scientific
cognition the following criteria should be pointed out:

they included the social state structure, their economic,
technical and scientific potential;

they marked out the acceptable by particular subjects system of
political values, problems of ideological nature, or the historical experiences
of the Polish nation towards the African communities, releasing from the
bends of colonialism;

taking into consideration the rate of population either in par¬
ticular states or in the whole west African sub-region;

geopolitical
-
determining the territorial basis of the states in the strategic re¬
lation to other subjects;
α
subjective
-
with the consciousness and identity-based meaning for the par¬
ticular communities;

structural
-
determining the formal structure of the international relations in
particular time, taking into account the political-military or political-econom¬
ical groups;
α
functional
-
including the work of above mentioned international structures;
α
subject-structural
-
related to the states obligation that raise from their mem¬
bership in the existing international systems;
α
subject-functional
-
existing as interactions that take plane among given states
and the functionally understood structure of contemporary relations existing
in the international environment;
α
political in the strict sense
-
shaping the contemporary political, moral, eco¬
nomical and military authority of the states.
Today the important partners for the West Africa are still France, Great Britain
and Germany. Such situation will also dominate in the following years. Poland will
surely be a fulfillment of partnership for these states. It is worth to think of the in¬
tensification of activities in this direction, which would assure the maintenance of
Polish

Summary
The purpose of the present publication is to show relations that connect Poland
