DURING MARTIAL LAW

December
2006,
the twenty fifth anniversary of the imposition of martial
law in Poland a learned conference was held in the Penitentiary Institution in
Chełm.
The conference was initiated by the Regional Inspectorate of the Penitentiary Service
in Lublin and it was entitled The Prison System during Martial Law. It was
organised by the John Paul II Catholic University of Lublin, the Institute of National
Memory, a Branch in Lublin, the
Hieronim Łopaciński
Regional Public Library in
Lublin, the Public Library in
Chełm,
the
Chełm
Museum, the Regional Inspectorate
of the Penitentiary Service, and the Penitentiary Institute in
Chełm.
This publication entitled The Prison System in the Lublin Region during Martial
Law is a collection of paper delivered at the conference. It seeks to shed some light
on the complex and difficult problems of the prison system in the Lublin region
during martial law. The problems concerned the legal regulations connected with
internment and with the way the functionaries of the Penitentiary Service had to
implement them.
The papers collected here do not aspire to be an exhaustive presentation of the
issues under consideration. Undoubtedly, their essential value is so many reports
have been gathered. They come from direct participants of the events of martial law,
including the functionaries of the Penitentiary Service and the interned persons. The
reports, together with abundant sources, depict the picture of Polish reality during
martial law with regard to the organisation and functioning of the internment centres,
the attitude of the functionaries of the Penitentiary Service towards the interned, and
their mutual relations. The papers collected in this publication show that the
internment centres was not only places where the interned experiences their dramas,
but also often places of moral and professional dramas for the functionaries. The fact
that they followed the rules of the authorities during martial law was the main
reason why in recent years they have received negative opinions. The reports in the
papers testify that our assessment cannot be uniform.
This publication is addressed first of all to the functionaries of the Penitentiary
Service, historians, and also direct participants of the events under study. It may
certainly be of interest history and law students.
