to the law, the politics and the politics of the law of European integration.
The book includes his widely discussed essay, The transformation of Europe,
with a new afterword, as well as his

book is bound to provoke Europhiles and Euroskeptics alike.
Weiler
deals
critically with both the ends and the means of European integration.
Although individuals as well as legal consumers have been hugely empow¬
ered by Community law, he writes, there has been a corresponding disem-
powerment in their status as citizens. And despite its notable success in
attaining its historical objectives of consolidating post-war peace and con¬
tributing to a new-found European prosperity, today's Union, bereft of its
original transcendent ideals, risks becoming the perfect incarnation of
