Poles among High Officers of the Russian Army
of Warsaw Military District
(1865-1914)
Summary
Established in the 1860s, the Warsaw Military District (WMD) was of special im¬
portance to the Russian Empire. It encompassed the territories of the Kingdom of Poland
and its boundaries were changed twice. The number of soldiers stationed there varied
from
110 000
to
250 000.
They included almost
8 000
officers. In compliance with the
regulations, Roman Catholics, mainly Poles, were limited to the
20%
of the officers cadre
of troops of the line.
Russian military education consisted of four stages: cadet corps, military schools
(schools for cadets), academies and training courses. Recruitment in cadet corps and
military schools was similar, while academies and training courses were only for active
duty officers. The syllabus was adjusted to the profile of individual school. In a major¬
ity of schools there was a so-called Catholic vacancy that could be filled by Poles. For
them, there were various factors which determined their choice of career, mainly finan¬
cial ones. To graduate from military school meant to gain education, profession and em¬
ployment for many years to come.
Officers Poles serving in the Russian Army were subjected to the same personnel
practices as the Russians. Gradually, however, certain limitations were introduced block¬
ing their upward advancement to the rank of staff officers or high commanders. One of
the ways to evade the regulations was a conversion from Catholicism to the Orthodox
Church or Protestantism. A theoretical and practical ways of military career were not
the same, and the difference had its objective and subjective reasons.
Poles held various positions in the Russian Army, as a rule they were command¬
ing officers
-
from platoon to battalion command. In some individual cases Poles were
in command of regiments, brigades or divisions. Occasionally they were among the of¬
ficers of the General Staff or judiciary corps. At different times Catholic vacancy ,
amounting to
20%
of the front-line officers, varied in number and, for instance, in
1878-1894
included from
65
to
70
of general officers and staff officers, whereas
10
more
were in
1894-1910.
Among generals there were up to four Poles, among colonels
-

When analysing the number of officers of various
ranks, it was noted that the
20%
limit regulations were observed to the rank of lieuten¬
ant colonel inclusive, while there were only up to
5%
of Poles among colonels and only
ca.

among generals.

Apart from full-time positions, the Poles held also various part-time ones, for in¬
stance they served as commanders of combat groups during manoeuvres or as com¬
manding officers of military protection of a guberniya. The Poles participated in the wars
waged by Russia at the times (with Turkey and Japan) and were dispatched to the front
with their own or other units.
The officers pay was low and increased considerably only after promotion to the
rank of colonel. The officers quarters were located on the barracks premises or were
rented from private persons. The size of the lodgings depended on rank and position
held by an officer.
The world of the military was enclosed and separated from civilians, and their lives
were monotonous, especially in small garrisons. It does not mean, however, that they
did not participated in recreation and entertainment activities.
In general, Polish officers were trusted by their superiors and were included in
various types of courts (district ones, regimental or honorary). They were esteemed for
their expertise and were often entrusted with complicated tasks. Although only
20%
or
less of the officers of the Russian Army were Polish, it could be seen that they played an
important part. To be dispatched to the WMD they had to be ones of the best. To remain
there they had to be superior to their colleagues, mainly Russians. The Polish people,
however, were not unanimous in their opinion of the military service to the partitioning
power. They were condemned by some and understood by others.
The Poles went to the WMD after graduating from appropriate military schools,
mainly for infantry and cavalry. The best of them could select the guard units stationing
in Warsaw. Although their number was small, they occupied a high position in the es¬
teem of the army as highly qualified professionals. After Poland regained its independ¬
ence many of them became the officers of the Polish Army and in the interwar period
attained high position in the army.
