Guards to the Police.
The Disciplinary Service in Poland
in the Twentieth Century
The articles included in this volume discuss various kinds of police in Poland
in the twentieth century. There are only two exceptions:
Piotr Seraków
writes
about the police in the Free City of
Gdańsk,
and Robert
Litwiñski
examines
the Polish State Police in the
Tarnopol
Province, currently in Ukraine. Most
contributions deal with local police units, established and active in specific his¬
torical conditions and exemplifying a broad spectrum of organizational solutions.
Zbigniew
Sieraak discusses the police units formed in the Lublin region during
World War I.
Grzegorz Gryz
examines the formation of the police in Warsaw in
the same period, and
Janusz Kutta,
the organization of the police in Great Poland
and
Pomerania.
Bernard Kayzer discusses the process of establishing police units
in
Cieszyn
Silesia, while
Jarosław Foltyński
focuses on
Częstochowa.
Taken together, the essays make it possible to appreciate the diversity not only
of the names given to disciplinary service, but also of the subordination, organiza¬
tion, and responsibilities. The essays reveal different degrees of professionalism
on the part of the organizers of police service as well as the influence of political
views on the approach to subordination. They also point to personnel problems
and difficulties related to discipline and training. This latter issue is addressed

literature on the subject, or propose new or broader perspectives on familiar
issues. The book is a major contribution to the literature on the history and sig¬
nificance of the police in twentieth-century Polish history.
