Ukrainian political emigration in the
1920s
became a mass phe¬
nomenon in European countries as a result of World War I and the
defeat of Ukrainian Revolution.
The
1920s
were chosen as a topic for research since at that time
the basic political groups around which Ukrainian political emigration
were uniting have been formed. Those groups were: the supporters of
the State Center of the Ukrainian People s Republic (UNR) in emigra¬
tion headed by Symon Petlura; the Hetmanists, who were united
around two figures: the former
Hetman
Pavlo
Skoropadskyi and a
historian, diplomat Vyacheslav Lypynskyi; the representatives of the
Ukrainian Party of Socialist-Revolutionaries, headed by Mykyta
Shapoval; and the adherents of the Western Ukrainian People s Re¬
public (ZUNR), headed by Yevhen Petrushevych. At that time in the
international legal documents and legislations of the European coun¬
tries the concept of Refugees had appeared. Hence, by the end of the
1920s
the status of political emigrants in the countries of residence has
been clearly defined.
The major centers for the Ukrainian emigration became: Czecho¬
slovakia, Austria, Romania, France, and Germany.
The acting government of the Ukrainian People s Republic and
Western Ukrainian People s Republic and the leadership of the
Ukrainian national-liberation movement (e. g., M. Hrushevskyi,
V. Vynnychenko, S. Petlura, P. Skoropadskyi, Y. Petrushevych) had
already emigrated. Out of

Chairmen of the Council of Ministers,
which were appointed at different times to Ukrainian governments,

had emigrated. Notably, not a single one had returned to Ukraine.
Conversely, those who stayed behind (e. g.,
V. Holubových,
V. Chekhivskyi and S. Ostapenko) were subsequently repressed in the
1930s.

France. Due to the defeat of the Ukrainian Revolution, the Ukrainian
people lost all its intellectual and state-bureaucratic elite. In the long
run it had a negative impact on the processes of national and social
mobilization of Ukrainians, especially in the Soviet Ukraine,

tional civil consciousness

was supported by such visible attributes as
registration of a Ukrainian foreign passport, recognition of it by other
countries and the record entries Ukrainian , origin: Ukraine , sub¬
ject of the state, of UNR or ZUNR in the passport. These national
identity factors were defended by the Ukrainian political emigrants in
the countries of residence as well as before the international organiza¬
tions.

The, period between December
1920
and the Fall of
1923
in the
history of Ukrainian political emigration was marked by the expecta¬
tion of an imminent, return to Ukraine as a result of a large scale
spread of the insurgent movement in the land as well as deployment of
the interned army which stayed till the end of
1923
in the camps of
Poland and Czechoslovakia; hope for help in the fight against the
Bolsheviks provided by the international community.

The govern¬
ments of UNR (in Poland) and ZUNR (in Austria) and Diplomatic
representatives of UNR and ZUNR were active. Negotiations with the
governments of different countries and international organizations
were conducted.
The period of the beginning of
1924
to the beginning of
1930s
is
characterized by activization of organized form of social life in the
emigration. For example, .Ukrainian Central Committee in Poland,
Ukrainian Civil Committee in Czechoslovakia, professional organiza¬
tions, institutions of higher education, schools and scientific societies

were created for common protection and self-realization in the coun¬
tries of residence. The process of social adaptation of political emi¬
grants was dependent on the level of education, participation in the
social life, previous acquaintance with the prominent political, scien¬
tific and cultural figures of their countries of residence.
The research contains a thorough analysis of such concepts as
civil position and political choice and is based on a wide variety
of sources as well as on the author s own views on historical events
and individual actions.
Evidence is provided which proves that the Bolsheviks, in their
fight against Ukrainian political emigration, have used methods of
discrediting Ukrainian political figures, have falsified the historical
sources, have garbled facts, have sent provocateurs to the Ukrainian
circles and recruited such from among the emigrants, have given
financial subsidies (directly or indirectly) as a means to influence the
individual, have killed their most dangerous political opponents.
In the process of research, previously unused sources of the biog¬
raphies of such figures of UNR as
Pavlo Zaytsev,
Borys Ivanyts kyi,
Mykhaylo Kryvets kyi, Illya Sapiha, Mykhaylo Savchenko-Bils kyi
have been introduced and made available to the scientific community.
The military and ideological defeat of the Ukrainian political
forces in Ukraine has promoted national self-analysis, along with a
search for new ways and means to renew Ukrainian statehood.
Ukrainian political emigrants have developed new ideological doc¬
trines: Ukrainian monarchism (V. Lypyns kyi), nationalism as ideo¬
logically unifying and offensive ideology and tactics (D. Dontsov),
national-communism (V. Vynnychenko), the latter without much
support in the emigre circles. During the
1920s
the supporters of the
socialist-democratic and national-democratic movements continued
their activities.
The civil stand of Ukrainian political emigrants was closely con¬
nected to their political choices. It was displayed in the structural
consolidation around such leaders as S. Petlura, P. Skoropads kyi,
M. Shapoval, and Y. Petrushevych, as well as in the patterns of behav¬
ior, the joining around legal social structures in the countries of resi¬
dence, and a common goal- the renewal of Ukrainian state.

Ukrainian political emigration in the
1920s
became a mass phe¬
