In
1974
a crucial reorganization of the Czechoslovak counter-intelligence units was
done. It
happend
after five years of searching for an optimal form of the State Security (Stb)
in the former Czechoslovak federal-organized state.
In May
1974
the Interior minister Issued the Order No.15/1974 which created three
central counter-intelligence units in Prague and one in Bratislava. The Counter-intelligence
Administration in Bratislava got code name the
XII.
Administration of the
FMV (FMV
-
the
Federal Ministry of Interior).
The
XII.
Administration as an executive unit was responsible for the counter-intelligence
activity in selected offices, institutions and organisations and for issues of a federal na¬
ture in Slovakia during
1974 -1989.
Responsibility for its work was subordinated to the
CSSR s First Deputy Interior minister and from
1985 - 1988
subordinated directly to the
CSSR Interior minister.
The
XII.
Administration became the Chief Directorate of the State Security in
SSR (SSR
-the Slovak Socialist Republic). The new-built unit was joined by

members of the State
Security, the statistical-evidentiary division, the original agency net, including
conspirative
and
conferrable flats, the intelligence-investigative files, signals and subjects. Other
143
members
from the County Administration of the State Security Bratislava joined the
XII.
Administration
and created base for the unit of monitoring and intelligence technology. Around
1
July
1974
the Counter-intelligence Administration in Bratislava had
300
members.
The
XII.
Administration s prime tasks, organizational structure as well as liaison com¬
munication with other units of the State Security were summarized in organizational order
published in May
1975
as an appendix of the Interior minister s Order No.24/1975. The
XII.
Administration s management included the Chief of Administration and his two depu¬
ties. Other units were divided into functional (operational) and executive (powerful) units.
Functional units guarded services for the executive units and management. An internal
unit guarded circulation of files, mobilization and military tasks of the members of the
XII.
Administration translation activities and transport service for the Administration. The inter¬
nal unit prepared also the Chief-administration s internal rules, guided documentation of
legal rules and fulfilled the tasks in material and finance field of the
XII.
Administration. The
XII.
Administration superintendent s inspection checked up fulfilling of the rules and regula¬
tions and verified the complaints of the citizens. The analytical-information division and the
statistical-evidentiary division carried out analytical work and obtained information for the
First Secretary of the Communist party of the CSSR and the
SSR
Interior minister, for the
II., X. and XI. Administration of the
FMV
and for the Soviet KGB. The analytical-information
division and the statistical-evidentiary division also administered registration, statistical,
archival and operational-administrative acts, lustration and retention of agent, operative
and investigative files for all divisions of the State Security in the region of West Slovakia.

XII.
Administration s powerful units guarded operational work, monitored persons,
checked-up correspondence and intelligence-technical acts. The I. division guarded counter-
intelligence steps against infiltration of foreign Secret Intelligence Services into Czechoslovakia.
The I. division analyzed and worked on the causes of DIPLOMATS, EMBASSIES, TRAVEL
BUREAUS, FOREIGN JOURNALISTS, VISA-FOREIGNER and BUSINESS-TRIPS (OFFICIAL).
Long-term attention paid to a counter-intelligence inspection of workers from the USA ,
Austria and Yugoslavia foreign consulate. The I. division operative workers guarded and
kept also the personal and signal files of the Czechoslovak citizens who were suspected to be
spies for the foreign intelligence services. The II. division operated in the field of the so-called
„the enemy within . The structures of the II. division were divided into four departments. The
1st department worked on RIGHTIST or more precisely RIGHTIST OPPORTUNISM. The 2nd
department focused on SCIENCE, CULTURE and COMMUNICATION ENGINEERING. The 3rd
department focused on YOUTH, EDUCATIONAL SYSTEM, TOP CIVIC CENTRES, RENEWAL
POLITICAL PARTIES OF NATIONAL FRONT, ZIONISM and SLOVAK SEPARATISM. The 4lh de¬
partment focused on CHURCHES and SECTS. The III. division preserved in protection of
economy and safeguarded counter-intelligence protection of the CZECHOSLOVAK FOREIGN
TRADE and PROTECTION of SENSITIVE INFORMATION in the Slovak economy. The IV. divi¬
sion monitored persons in the interest of the State Security in Bratislava and in the region of
West Slovakia. The VI. division developed and used technology, made expertise in the fields
of scripture, language, dactyloscopy, chemistry and biology. Each department had its chief
who was responsible to the Chief of the
XII.
Administration.
The
XII.
Administration appointed the so-called All-unit bureau of the
KSS (KSS
-
the
Communist Party of Slovakia) in the end of
1974.
It was led by the Chief Bureau of the
KSS
and in its organizational structure was independent from the Party s Directorate. As the
Party s administrative body implemented the UV (UV-the Central Committee of the Party)
KSS
directions for work in
ZNB (ZNB
-the Communist Police Forces for National Security),
ruled the Party s organizations in the
XII.
Administration, gave an opinion on job-evaluation
of the
XII.
Administration and suggestions on promoting to a higher post.
The Interior minister s Order No.
51
brought wide organizational changes from
1
January
1981.
There were positions found forthe First Deputy to the Chief of the
XII.
Administration;
from the 2nd and 5lh department of the VI. division there was the V. division created
-
the
division for „checking up of correspondence and expert s reports. The II. division became
guarantee in problematic field of the CHURCH and SECTS in Slovakia. The changes also
occurred in frame of nomenclature positions.
The last changes were implemented in
1988.
In fulfillment of the governmental obliga¬
tion about dismissal procedure of numbers of workers in Central establishment there were

units of the
FMV
canceled and
24
new units created. All four Central counter-intelligence
units of the State Security were cancelled and the X. and XI. Administration were unified
into the Chief Directorate of county intelligence of the
ZNB,
which on
1
August
1988
got
new code name the II. Administration of the
ZNB.
On the same date, the
XII.
Administration
became Counter-intelligence Administration of the
ZNB
in Bratislava. Responsibility for its

work was given to the First Secretary of the Interior minister of CSSR major-general
Alojz
LORENC. New organizational rules of Counter-intelligence Administration of the
ZNB
in
Bratislava were published as an appendix of the Chief of the
XII.
Administration s Order
No.7 from
20
March
1989.
On
1
October
1988,
operational divisions (I., II. and III.) were
unified into I. division; the intelligence technology division and the „checking up division
for correspondence and expert s reports were unified into the III. division; and the divisi¬
on for monitored persons (IV.) were re-numbered as the II. division. The Special division
for the enemy within was cancelled and its members were joined into the State Security
Administration in Bratislava. The analytical-information division, the planning division and
the operational division were unified into the organizational and analytical division.
Information about persons and objects of interest were gathered in the so-called
counter-intelligence and personal files. The net of secret co-operators and agents as the
most important and irreplaceable source of gathering of intelligence from the places of
interest was built systematically. The Agency net was formed from secret co-operators,
candidates of secret co-operators and agents. Secret co-operators were recruited on base
of the ideological motives, benefits, and damaging information. Among secret co-operators
were persons signed in category resident, agent and owner of a lent apartments.
On the year of its formation in
1974,
the Counter-intelligence Administration in Bratislava
handled
161
secret co-operators of cancelled Chief Directorate of the State Security in the
SSR.
Until the mid 1980 s its agency network continued to expand. The top was reached
on
31
December
1982
when its operatives were running
483
secret co-operators. After
statewide meeting with the Interior minister of the CSSR in October
1984
the administra¬
tion decided to bring down numbers of co-operators. In
1989
the
XII.
Administration has
registered
201
secret co-operators.
The
XII.
Administration used in its agency-operative work also the so-called conspira¬
torial and lent apartments. Such apartments were used for meetings between the operati¬
ves and trustworthy secret co-operators.
After November 1989 s mass protests the
XII.
Administration focused to keep stream
of information for the Federal Ministry of Interior and for the Communist Party. At the end
of November a massive destruction of secret files took place. On
11
December
1989
the First Secretary of the Interior minister of the CSSR Lieutenant-General
Alojz
LORENC
gave directive for an immediate end of operative work against the so-called the enemy
within . Later, in the end of January
1990
the first non-Communist Interior minister Richard
Sacher
in Order No.

recalled all units of the State security of the
FMV
and
ZNB,
inclu¬
ding the
XII.
Administration in Bratislava, from

February
1990.
The members of the
XII.
Administration were incorporated into the reserves for unfilled members of the Ministry
of Interior. Part of them was released from service; part of them has joined newly-formed
FMV
Office for protection of Constitution and Democracy.

Administration. The
XII.
Administration superintendent's inspection checked up fulfilling of the rules and regula¬
tions and verified the complaints of the citizens. The analytical-information division and the
statistical-evidentiary division carried out analytical work and obtained information for the
First Secretary of the Communist party of the CSSR and the
SSR
Interior minister, for the
II., X. and XI. Administration of the
FMV
and for the Soviet KGB. The analytical-information
division and the statistical-evidentiary division also administered registration, statistical,
archival and operational-administrative acts, lustration and retention of agent, operative
and investigative files for all divisions of the State Security in the region of West Slovakia.

XII.
Administration's powerful units guarded operational work, monitored persons,
checked-up correspondence and intelligence-technical acts. The I. division guarded counter-
intelligence steps against infiltration of foreign Secret Intelligence Services into Czechoslovakia.
The I. division analyzed and worked on the causes of DIPLOMATS, EMBASSIES, TRAVEL
BUREAUS, FOREIGN JOURNALISTS, VISA-FOREIGNER and BUSINESS-TRIPS (OFFICIAL).
Long-term attention paid to a counter-intelligence inspection of workers from the USA',
Austria' and Yugoslavia' foreign consulate. The I. division operative workers guarded and
kept also the personal and signal files of the Czechoslovak citizens who were suspected to be
spies for the foreign intelligence services. The II. division operated in the field of the so-called
„the enemy within". The structures of the II. division were divided into four departments. The
1st department worked on RIGHTIST or more precisely RIGHTIST OPPORTUNISM. The 2nd
department focused on SCIENCE, CULTURE and COMMUNICATION ENGINEERING. The 3rd
department focused on YOUTH, EDUCATIONAL SYSTEM, TOP CIVIC CENTRES, RENEWAL
POLITICAL PARTIES OF NATIONAL FRONT, ZIONISM and SLOVAK SEPARATISM. The 4lh de¬
partment focused on CHURCHES and SECTS. The III. division preserved in protection of
economy and safeguarded counter-intelligence protection of the CZECHOSLOVAK FOREIGN
TRADE and PROTECTION of SENSITIVE INFORMATION in the Slovak economy. The IV. divi¬
sion monitored persons in the interest of the State Security in Bratislava and in the region of
West Slovakia. The VI. division developed and used technology, made expertise in the fields
of scripture, language, dactyloscopy, chemistry and biology. Each department had its chief
who was responsible to the Chief of the
XII.
Administration.
The
XII.
Administration appointed the so-called "All-unit bureau" of the
KSS (KSS
-
the
Communist Party of Slovakia) in the end of
1974.
It was led by the Chief Bureau of the
KSS
and in its organizational structure was independent from the Party's Directorate. As the
Party's administrative body implemented the UV (UV-the Central Committee of the Party)
KSS
directions for work in
ZNB (ZNB
-the Communist Police Forces for National Security),
ruled the Party's organizations in the
XII.
Administration, gave an opinion on job-evaluation
of the
XII.
Administration and suggestions on promoting to a higher post.
The Interior minister's Order No.
51
brought wide organizational changes from
1
January
1981.
There were positions found forthe First Deputy to the Chief of the
XII.
Administration;
from the 2nd and 5lh department of the VI. division there was the V. division created
-
the
division for „checking up" of correspondence and expert's reports. The II. division became
guarantee in problematic field of the CHURCH and SECTS in Slovakia. The changes also
occurred in frame of nomenclature positions.
The last changes were implemented in
1988.
In fulfillment of the governmental obliga¬
tion about dismissal procedure of numbers of workers in Central establishment there were

units of the
FMV
canceled and
24
new units created. All four Central counter-intelligence
units of the State Security were cancelled and the X. and XI. Administration were unified
into the Chief Directorate of county intelligence of the
ZNB,
which on
1
August
1988
got
new code name the II. Administration of the
ZNB.
On the same date, the
XII.
Administration
became Counter-intelligence Administration of the
ZNB
in Bratislava. Responsibility for its

work was given to the First Secretary of the Interior minister of CSSR major-general
Alojz
LORENC. New organizational rules of Counter-intelligence Administration of the
ZNB
in
Bratislava were published as an appendix of the Chief of the
XII.
Administration's Order
No.7 from
20
March
1989.
On
1
October
1988,
operational divisions (I., II. and III.) were
unified into I. division; the intelligence technology division and the „checking up" division
for correspondence and expert's reports were unified into the III. division; and the divisi¬
on for monitored persons (IV.) were re-numbered as the II. division. The Special division
for the enemy within was cancelled and its members were joined into the State Security
Administration in Bratislava. The analytical-information division, the planning division and
the operational division were unified into the organizational and analytical division.
Information about "persons and objects of interest" were gathered in the so-called
counter-intelligence and personal files. The net of secret co-operators and agents as the
most important and irreplaceable source of gathering of intelligence from the places of
interest was built systematically. The Agency net was formed from secret co-operators,
candidates of secret co-operators and agents. Secret co-operators were recruited on base
of the ideological motives, benefits, and damaging information. Among secret co-operators
were persons signed in category resident, agent and owner of a lent apartments.
On the year of its formation in
1974,
the Counter-intelligence Administration in Bratislava
handled
161
secret co-operators of cancelled Chief Directorate of the State Security in the
SSR.
Until the mid 1980's its agency network continued to expand. The top was reached
on
31
December
1982
when its operatives were running
483
secret co-operators. After
statewide meeting with the Interior minister of the CSSR in October
1984
the administra¬
tion decided to bring down numbers of co-operators. In
1989
the
XII.
Administration has
registered
201
secret co-operators.
The
XII.
Administration used in its agency-operative work also the so-called "conspira¬
torial" and lent apartments. Such apartments were used for meetings between the operati¬
ves and trustworthy secret co-operators.
After November 1989's mass protests the
XII.
Administration focused to keep stream
of information for the Federal Ministry of Interior and for the Communist Party. At the end
of November a massive destruction of secret files took place. On
11
December
1989
the First Secretary of the Interior minister of the CSSR Lieutenant-General
Alojz
LORENC
gave directive for an immediate end of operative work against the so-called "the enemy
within". Later, in the end of January
1990
the first non-Communist Interior minister Richard
Sacher
in Order No.

recalled all units of the State security of the
FMV
and
ZNB,
inclu¬
ding the
XII.
Administration in Bratislava, from

The members of the
XII.
Administration were incorporated into the reserves for unfilled members of the Ministry
of Interior. Part of them was released from service; part of them has joined newly-formed
FMV'
Office for protection of Constitution and Democracy.
