Summary
The book brings together the studies into various elements and context of functioning of
the Polish territorial administration in the 13th century. The author pays special attention to
military and legal jurisdictions of castellan administration and its place within the structures of
royal power.
The unit of territorial administration in early medieval and medieval Poland was
gród
or
fortress {castrum), with its district
—
called castellany {castelknia,
castellatura),
administered by
a castellan {castellanus) appointed by the ruler. Castellan was responsible for the judicial and
military administration, exacted a tribute called
stróża
{custodia,
similar to German tribute called
"Wachtkom") and levied a part of custom duties; his deputies held the rank of officials: wojski
(tribunus, dux exercitus), judge {index
castri),
bailiff {procurator, vlodarius), and in Great Poland
also a master of the hunt {venator, subvenator
castri).
Castellan was assisted by an array of vari¬
ous menial people, such as
komornik {camerarius),
i.e. chamberlain (executor), and special guards
called
stróże brony
{custodes bronae),
where
brona
meant a protected border crossing-point.
The first of the studies pertains to the office of tribunus. Tribunus was a commander of
knights in castellany, had judicial jurisdiction over it, levied a part of custom duties and some
other fees
{beneficium, exactio
super
honorem).
His jurisdiction was similar to that of castellan,
as he was his deputy with full powers. The author considers the conclusions about tribunus of¬
fice drawn by
Tadeusz Wasilewski
and
Oskar Kossmann
to be unsubstantiated.
The studies of defensive obligations and role of castellany in the military system of Polish
sovereign principalities concern the interrelation between the authority and functions of terri¬
torial administration on the one hand and tasks and needs of the whole monarchy on the other.
Fortification duties were obligatory for both commoners and knights (although the latter en¬
joyed somehow diminished amount of dues). These obligations included: building of new cas¬
tles, repairing or strengthening of the existing ones and digging moats and pugging of the walls
of castles. It is evidential that castellans did not organise these works. Also the people appoint¬
ed to do them frequently worked outside their castellany. Fortification works were supervised
by die ruler himself and his specially appointed officials. An analysis of military system of frag¬
mented monarchies in the 121'1 and

centuries indicates that castellanies were only a part of
it

apart from other elements of regular defence, such as
przesieka
(preseca

a strip of fallen
trees in border forests), bronae, non-castellan fortresses or provisional barriers and
abattis.
The
second element of defence system was an army whose mobilisation and command depended on

in Pomerelia at the end of the 13th century this obligation emerged as a separate duty called
posada
{custodia, excubiae castri).
Similar service,

existed in late medieval Ma-
zovia, though it included knights and was of quasi-feudal character. According to only scanty
references, in the early Middle Age there existed also a category of subservient knights, with
their position equal to peasants. Among the members of castles' detachments there were also
other people of non-knightly standing serving as professional warriors {ballistarii, mechanics).
There could be also distinguished cathegory of servants
custodes bronae,
subjected to the author¬
ity of border castellans. Probably also some of servant craftsmen producing the arms.
The separate chapter is dedicated to the group of people called naroczniki. They belonged
to a appointed castellany, although usually they lived a long distance from it. Their status was
low, close to slavish. All the theories explaining the character and origins of this group, contained
contradictory elements or were improperly substantiated. The author is critical of the recently
formulated "fugitive" theory of Gerard
Labuda
(deriving the origins of the naroczniki people
from detected and convicted fugitives).
Royal hunting monopoly {ius
regale/ducale)
was guarded, depending on the province, by
various institutions: in Great Poland poachers were judged by castellans or masters of the hunt
of the castellany, in other provinces presumably by court masters of the hunt. In Pomerelia there
was a functionary or minor official stationarius or
stanownik-stróżowy,
in Little Poland there were
functionaries (or minor officials) called dominus

and
domìnus costo-

-pan bobrowy
(beaver
master),
probably responsible for falconers

and beaverers
