AS A HUMAN RIGHT:
FORCED MIGRANTS FROM BOSNIA-
HERZEGOVINA IN SLOVENIA
(SUMMARY)
When the war in Slovenia spread to Croatia in
1991,
and in spring
1992
to
Bosnia-Herzegovina, the forced migrants from those states started to come to
Slovenia. They were the most numerous in spring
1992,
namely
45,000.
This
book is the result of fourteen years of fieldwork among forced migrants from
Bosnia-Herzegovina. Although the intensive fieldwork has already finished, I
still keep contacts with some of the informants. I therefore applied the so called
ethnographic method with which I tried to find out the perspective of the
informants. I complemented the participant observation approach with the
method of participant organization (Chambers, in Harrell-Bond,
1986),
because
I was actively involved in advocating the human rights of the forced migrants.
In performing the fieldwork I applied the technique of partial identification,
which represents the attempt of »constructing the closeness in everyday life
despite different
sociocultural
contexts«
(Rošker,
1996:53).
Namely, the losses
that the forced migrants experienced are universal
-
every human being experi¬
ences them. What is specific for the experience of forced migrants is that they
experience multiple losses at the same time (Malkki,
1995).
They lose their
homes and often their neighbours and relatives, they have to change their social
networks, they have to learn a new language, their economic standard decreases,
they lose their culture which results in cultural bereavement etc.
I think that in order to research the integration we need a holistic approach;
therefore I present the economic, political,
sociocultural
and psychological
integration in this study. Economic integration represents the precondition of
all other integrations as it is the employment which enables forced migrants to
be incorporated in the
sociocultural
system of the society on equal footing. In
the chapter on political integration I write about the main document of inter¬
national law which protects refugees: the Geneva Convention about a Status
of a Refugee from
1951
and the New York Protocol from
1967.
Because most of
the forced migrants from Bosnia-Herzegovina were protected temporarily (also
in Slovenia) one of the subchapters focuses on temporary refugee protection.
The relief model which was adopted by the Slovenian government in trying to
solve the problems of forced migrants is presented in the book, as well as its
critique by Barbara Harrell-Bond.
The chapter on political integration also includes governmental, intergov¬
ernmental and civil society organisations that deal with forced migrants. The

chapter on psychological integration speaks about traumas and losses that
forced migrants experience, about the posttraumatic stress disorder and the
grieving processes. I think that effective integration is a precondition for the
successful conclusion of the grieving processes of forced migrants. This chapter
includes the life histories of forced migrants which illustrate their perceptions
of psychological integration. The chapter on
sociocultural
integration focuses
on education, health and religious integration.
One of my hypotheses is that the state of the theories on forced migration
is comparable to the anthropological theories, namely both disciplines lack
generalizations, which are important parts of the construction of a theory and of
creating relevant theoretical frameworks. I think that theories on forced migrants
can be complemented with the theories on economic migrants, provided that we
take into consideration the specific characteristics of a forced migrant situation
that they experienced a well-founded fear of being persecuted. In this book I
also present the transnational theories and the theories on multiculturalism.
In the continuation I write about the gender and ethnic integrations. The
last chapter focuses on repatriation, the return of forced migrants to their
homelands. Due to the fact that the return itself does not represent the end of
the forced migrants problems
(cf.
to Ghanem,
2003),
I also write about the
processes of
reintegration,
which refer to the processes of reincorporation into
the society of origin.
