once upon a time under the same state roof of
SFRY today independent states, have faced transition problems in
different social and political circumstances. The ex republics became
states and the province of Kosovo and
Metohija
has been factually
independent entity under the international governance since
1999.
Even though once they made one common state, they entered the
transition process from different social positions and different level
of economic growth, including different mutual relations, which addi¬
tionally made harder the transition from one-party to multi-party sys¬
tem for some of them.
By the disintegration of a complex multi-national SFRY all mem¬
ber states faced a specific situation, but at the same time, they faced
general problems of establishing independent democratic state and
society. Instead of a society based on social property and planned
economy, they were supposed to build a new society relying on pri¬
vate property and market economy. Instead of one-party system, they
were supposed to build multi-party political system, instead of politi¬
cal culture of socialist self-government, they had to establish a new
system of values.
Today, after so many years, Slovenia is a full-fledged member of
the
EU,
Croatia is at its door, Macedonia, despite all problems, has
come very close to the Union, whereas the others are still rather far
from Brussels, all of them for their own different reasons. The parties
and party systems have been developing in these countries In keep¬
ing with the circumstances and at the same time, the parties, being
key political protagonists, have shaped their societies and states in
which they were active.

What is the role of parties in shaping these societies? In what way
the parties shaped themselves? What are their particularities analyz¬
ing them from state to state? What is the level of internal party de¬
mocracy in them? Are there any similarities among the parties of
same ideological and program orientation?
Likewise, for the purpose of analyzing political parties in the re¬
gion, it is important to identify the behavior of the voters in ex Yugoslav
republics. What are the social rifts and lines of political divisions in
them? What is the value orientation of the citizens? Has the consoli¬
dation of voters options already happened? Is it still more frequent
that the voters vote more against than in favour of some politician
or political program? Are still great national ideas above small
everyday life issues? Are political parties more strongly socially
rooted?
These are some of the questions to which the participants of the
Conference on political parties in the countries of former Yugoslavia,
held in Belgrade on October
1
3th
2006,
tried to find an answer. Some
of the answers are contained in this paper; some of the answers are
yet to be found. It is important to open some topics, initiate the dis¬
cussion and develop a dialogue in order to better understand our¬
selves and our neighbors and to more easily analyze phenomena
such the political parties are.
