Bearing in mind the fact that the establishing and developing of
internal democracy within the parties and their functioning in keep¬
ing with democratic principles is one of the key issues for stabiliza¬
tion of the countries of South Eastern Europe, the Office of
Friedrich
Ebert Foundation in Sofia, in Cupertino with the Institute for Political
and Legal Studies, has launched a series of debates on this topic.
Two regional meetings, attended by experts and politicians, were
held in
2004
and
2005.
Georgi
Karasimeonov, Prof. PhD, has edited
and published two papers: "Political Parties and the Consolidation of
Democracy in South Eastern'Europe" and "Organizational Structures
and Internal Party Democracy in South Eastern Europe".
The
Friedrich
Ebert Foundation Belgrade Office deemed these
two topics to be of an utmost significance for further process of de¬
mocratization in Serbia and has supported the idea of inciting, firstly,
an expert and later on broader debates in Serbia on the topic of the
place and role of the parties in the political system and the society at
large. The first step on this road was the organization of a round
table titled "Organizational Structures and Functioning of Political
Parties in Serbia", organized in co-operation with the Institute for Social
Studies, held on December 15lh,
2005.
The overall project is to be materialized in several stages. In the
first one, experts and editors of most influential media outlets would
try to offer their perceptions of organizational structure and function¬
ing of parties in Serbia. The opening of public debate and defining
key issues for understanding this topic is the primary goal of the first
meeting. The interdisciplinary approach to theoretical and practical
problems related to this topic is anticipated for this meeting, an ap¬
proach which includes implicitly, among others, politicological, philo-

sophical,
sociological, economic, institutional-legal, public opinion
and communicational approach to the problem.
In the second stage, experts and journalists would be joined by
representatives of the parties, thus adding a new dimension in
analysing this social phenomenon rather hidden from the public eye.
How do the parties see themselves from the inside? What do they
perceive as a problem? Are they at all ready to openly speak about
their own weaknesses? Are they ready to confront them?
In the third stage, the participants of the first and second stage
-
experts, journalists and party representatives
-
would then be joined
by the representatives of the countries of the region, with an aim of
snaring experiences on transition and identifying some universal prob¬
lems and manners for their resolving.
Finally, in the last stage, we would seek some answers in the EL)
countries relating to problems they encounter and how these are
being solved in
EU
countries.
During the first round table, the intention was to have experts
analysing, directly or indirectly, the parties and say something more
on party structure and organization, relations among party bodies,
financing and expenditures, factions, party discipline and implement¬
ing in general democratic principles within the party. Second signifi¬
cant aspect of the debate on parties is dedicated to their functioning,
political system within which they operate, as well as to political cul¬
ture which the parties predominantly generate themselves through
their functioning. Further more, the basic goal was not to give an¬
swers to numerous questions and dilemmas related to the nature and
functioning of the parties,
butto,
first of all, open the topic, pin the key
problems and offer some conceivable models for their solution.
Reaching the basic social consensus is a relevant precondition
for building an adequate institutional-legal system and stable demo¬
cratic society. If every change of authorities brings about institutional
and legal corrections of the political system tailor-made to the ruling
majority, then there is no stable political system, which, in return, is
reflected in a retarded development of the democratic society at large.
Experiences so far show that parties in power have been building
political system more to their own needs, rather then the needs of
the citizens, starting from constitutional solution, electoral system to
specific laws which served as building blocks for the whole system.

Political culture is an important aspect of the debate on organiza¬
tion and functioning of the parties. Legacy, tradition, myth on glori¬
ous democratic past, public behaviour, relation between majority and
minority. All these topics directly or indirectly relate to the function¬
ing of the parties. The position of socially vulnerable groups is an
exceptionally important topic in this segment. The place and the role
of women and national minorities in the parties, their organization,
acting and program, these are the topics of special interest in Serbia
today. These are the topics which became ever increasingly discussed
by the parties. Individuals with special needs should also be in the
focus of their attention, including discriminated groups and young
people.
Political life in Serbia proves that in the process of building demo¬
cratic state it is necessary for the parties to democratize themselves
first, to set up democratic principles of internal party functioning and
then to implement them in practice.
It is also necessary for the parties to be open for civil society and
voters, to establish open channels of communication with the citi¬
zens and to secure to their members the freedom of acting and ex¬
pressing their views. On the other hand, the fact that the parties want
to win the power and implement their programs has to be respected,
which involves a high level of discipline and enforcement of deci¬
sions through party bodies and elected leaders. The nature and char¬
acter of the parties, but also the functioning of the state and the soci¬
ety highly depend on how these seemingly opposed needs of the
parties will be balanced.
Apartfrom
being main protagonists of the political life, the parties
exert influence over the political culture, either by cherishing tradi¬
tional values or by being an avant-garde of some new values. They
predominantly may be credited for all good political practices, but
also have to resume the highest responsibility for all the bad prac¬
tices. Parties are both mobilizers and creators of electoral abstention.
Political parties in countries which are transiting from one-party to
multi-party system are of a decisive significance for creating political
formula in the society. They represent a hotbed of democracy or
party-cracy. The media and the civil society serve as main rectifiers
of this role of the parties. They help citizens, and hopefully the par¬
ties themselves, to recognize aberrations from general social inter-

to identify anomalies the parties are prone to, to point to those
and to try to eliminate them. Let us hope that the debates on these
topics may serve as a small contribution to this process.
