Mission of Colonel Bell
In summer 1921 at the vast territories of the Soviet
Russia there was an unprecedented drought. The natural
disaster in the country that had recently survived a civil war
brought to the unprecedented famine. The inhabitants of the
Volga region and the South Urals suffered most of all.
Some foreign charity organisations came to the res-
cue of the Russian people in trouble. Among them the most
large-scale help was provided by American Relief Admini-
stration (ARA), headed by Gerbert Hoover. Food and
medicines delivered by this organization from the USA
saved several millions of people.
This book is highlighting the activity of the ARA
South Urals subdivision. The subdivision was headed by an
extraordinary personality - Colonel Walter Bell. A small
group of Americans led by Colonel Bell with the help of a
local brigade since November 1921 till June 1923 fed
hundreds of thousands of people in Ufa region, Bashkir Re-
public and Chelyabinsk region. At the same time, the sup-
port with food provision rendered by the population of
Ekaterinburg, Perm and Kustonai regions was also huge.
All in all, during the peak of their activity in August-
September 1922 the ARA “Ufa-Ural” subdivision daily pro-
vided half a million of children with hot food and over one
million of adults with corn dry meals.
Besides the food provision, the American organiza-
tion helped the local healthcare departments with large-
scale supplies of medicines and hospital equipment. One of
the most important programs was that of local population
vaccination against contagious diseases. Many sick and
hungry people also received clothes and footwear.
The author emphasizes that the success of the
American humanitarian South Urals mission was achieved
largely due to cooperation of Colonel Bell with Central So-
viet government representatives and local authorities.

Rezume
Mission of Colonel Bell
In summer 1921 at the vast territories of the Soviet
