INTRODUCTION
In the past century the countries (states) in Europe, especially
those from eastern Europe in which the socialist law and political sys¬
tem was empowered, suffered and still do surfer deep changes in the
political, law, economic system with strong reflection on the social,
democratic, national, ethnic and other kinds of structure. Those were
changes which still last, which caused restructuring of the country, of
the law system, state institutions, and in that sense in the police as a
state institution. Opposing to the humanist development of the con¬
temporary society, which guaranties equality based on the democratic
principles, equal rights and freedom to all people, non-discrimination
at any way, significant importance reached discrimination of the people
at ethnic or national base in many countries of the world. Such ap¬
pearances are a direct product of the big migrations and movements
of people from poorer to richer areas, to better and more prosperous
life. Those movements lead to disruptionin the national, ethnical, ra¬
cial and other kinds of purity in these areas, communities and coun¬
tries. This condition caused sharp conflicts between the groups and
communities on national, ethnical, religious, cultural and other basis.
In the strive of the modern society, the civilized development con¬
ducted in humane relations which stand on equality of all has devel¬
oped the concept of guarantying and protection of rights and freedom
of the people, not discrimination at any basis, principle of tolerance,
development of the society as a multiethnic with harmonization of the
relations between the groups of society from different culture, lan¬
guage, nationality, ethnicity, race, religion and similar.

Discrimination between the people based on race, skin color or
ethnical origin is punishable deed against human dignity (UN Uni¬
versal Declaration of Human Rights, article
1).
Individuals suffer,
ethnical conflicts and violence escalate and the frames of civil soci¬
ety can be endangered. The role of the police is very big: it does not
only consist out of Policing in a multiethnic society, but also for a
multiethnic society.
Significant change was the increased cultural difference. First,
the changes in the content of the population resulted with creation of
neighborhoods or parts of inhabited places ethnically grouped, al¬
most in all countries. Second, the economical factors in the rich
countries were a magnet for economical immigrants. Economical
crisis increased tensions by the domestic groups, whose main inter¬
est is to protect their access to work places and their housing. Third,
the political factors, what causes appearances of nationalistic move¬
ment of the extreme right wing and increased political activity with
elements of extreme behavior in the solution of minority issues, es¬
pecially in Eastern Europe, after the fall of the communist regimes.
If the state institutions do not react appropriately, and
ifin
compliance with the democratic principles, it could also mean
a source of danger to the security. If minorities (although today
in a mixed Europe and especially on the Balkans it is very dif¬
ficult to define what really a minority is) continues to be a sub¬
ject to threat and pressure or inappropriate equal treatment, the
basis of society is endangered. Sufferings of individuals con¬
tinue; ethnical conflicts and violence reach new forms and char¬
acteristics; the borders of the civil society are endangered.
In this world of ethnical and cultural differences, the role of
the police is crucial. With its special jurisdictions for maintaining of

law and order in the society, the police is the main guardian of the
social frames. It is, also most important from all agencies in realiza¬
tion of the civic role. This has two implications.
1.
Foremost, the Police always has to be allover the place, in
any time, to be noticed and to act just, equally to all groups and
with clear respect of ethnical and cultural differences. Because
of its visibility, the Police have to accept that its actions are sup¬
posed to set an example to all public agencies in protection, guar¬
antee and promotion of
fondamental
rights and freedom of man.
2.
Secondly, minorities with the surpassing of these threats
should act constructively, and the Police have to intend to use
their power in support of multiethnic ideas for mutual life. The
laws should be used to remove acts motivated by nationalism,
irredentism, racism and xenophobia. The Police, also, should
work more actively to prevent such activities and to help ethni¬
cal and social integration.
Even the best conceptualized programs for action will not be
able to implement the model of policing in multiethnic environ¬
ment with great quality, without political support. The support
by political leaders and high ranking police officers should be
clear and recognizable strategy with term police organization to
work on multiethnic questions. Without involvement of sources
for direct use, the program would be hardly
implementai.
Also,
the leaders of the minority groups and the
NGOs
can stop the
cooperation if they do not believe that it has political support.
There are two possibilities for the police leaders to conduct the
strategy. The first is when they have information and knowledge, and
are fully and accurately informed on ethnical issues which address
the Police. The second possibility is similar information or announce-

to be provided by officers from the civil authorities and from
the
NGOs.
For acting in multiethnic communities there should be built strat¬
egy and it should be supported by the national police union and through
international police groups. The
NGOs
can also help the process by
campaigns, meetings, conferences, and through mass-media can pro¬
mote the strategy.
NGOs
can cooperate and exchange information
on international level through bodies such as human rights groups,
network of young people etc.
On international level, the Maastricht agreement opens op¬
portunities to the
EU
and the Council of Europe to work on anti-
discriminatory issues. Also there are other structures in the frames
of
EU
via which this question can be animated into practice.
On the other side, The Council of Europe has programs
which address the police work and on ethnical issues. Follow¬
ing the Vienna convention from
1993,
the European Commis¬
sion against racism and intolerance has developed broad pro¬
grams. The Council of Europe, also, is active in the area of
human rights, migration and youth questions. Momentarily sig¬
nificant is the report of the Council of Europe concerning po¬
lice training for immigrants and ethnical relations, which gives
detailed practical directions. The Council of Europe today is
especially active in Central and Eastern Europe, especially ad¬
dressing Roma communities.
In the past, the police duties were often characterized as
lacking such ideas, especially those in ethnical communities
where minorities lived. In Europe there was lack of trust and
understanding by the Police for the minorities. The Police have to

surpass. The threat is illustrated as endangering, unequal and unjust
treatment of people, violence over citizens, suffering accidents, un¬
safe, un-peaceful life. That way the implementing and functioning of
civil society is endangered, which is an antithesis to all kinds of en-
dangerment and sufferings, at any basis, as a society of equal citi¬
zens with no discrimination.
Active steps forward are wanted through form of policing in
multiethnic society.

INTRODUCTION
