FOREWORD
Until the People's Republic of Macedonia was founded in
1944,
we cannot right¬
ly speak about relations of the Macedonian emigration and their home country.
The first Macedonian emigrants have left their home land Macedonia while ¡t
was still a part of the Ottoman Empire. During those times, they have been mostly
migrating with Turkish identification papers. This situation lasted until
1913
that
is after the tragic partition of Macedonia between the neighboring countries.
After that unnatural event, the Macedonians from all the three parts star¬
ted leaving their native soil, especially those from the Aegean part of Macedo¬
nia. In this emigrational phase, our emigrants, mostly persecuted as political
emigrants, were leaving the Kingdom of Bulgaria, the Kingdom of Greece and
the Kingdom of the Serbs, Croatians and Slovenians, that is the Kingdom of
Yugoslavia, as their subjects
-
citizens.
It should be especially noted that the main route of their migration was to¬
ward the overseas countries, namely America and Canada. The migration to
Australia started only later, approximately during the twenties of that century.
Already before the First Session of ASNOM (The Antifascist Assembly of
the National Liberation of Macedonia) in
1944,
distinguished leaders of the Mace¬
donian movement for national liberation had been thinking about the impor¬
tance of the Macedonian emigration
m
the struggle of the Macedonian nation
for liberation and establishment of Macedonian state. In this regard, of parti¬
cular importance was the engagement of the Macedonian intellectuals, especia¬
lly those who were living in Bulgaria. According to the memoirs of the first
president of the Presidium of ASNOM, Metodtja'Andonov Chento, in the Initi¬
ative Committee for of the First Session of ASNOM, it was noted:
Bane Andreev has suggested inviting the Macedonian emigrants from Bul¬
garia to join our fight, that is the fight of the people of Macedonia. That
proposal was unanimously accepted. Considering myself, I have accepted the
proposal, having in mind that there were many educated people mere, who, as
they were, are needed by any county, and even more by ours, because the ma¬
jor part of our population was half-literate or even completely illiterate. There¬
fore, we have decided to send

general public call to the Macedonian emigra¬
tion, particularly in Bulgaria, as well as to send personal letters to distinguished
Macedonian emigrants and to the Macedonian brotherhoods in Bulgaria, in
which the principles of our fight would be explained, and they would be invi¬
ted to take part in it. In that regard, we have reached an agreement to find ways

of reaching the Macedonian emigration in

"To assist in the
just fight of the Macedonian people with all available strength and means."1
Starting with
1947,
the first attempts for the development of institutions
whose main aim would be establishing and maintaining connections with the Ma¬
cedonian emigration are becoming noticeable. In that respect, certain organs of
government had emerged at first, as for example: the Committee on Cultural
Connections with the Emigration, the Governing Body in Charge for Information,
etc. But, due to the fact that USA and Canada were not willing to accept organs
of government from communistic Yugoslavia as holders of cooperation with the
emigration, in
1951
a Non-governmental Organization named the Association of
Emigrants from Macedonia was established. The association was incorporated
with the Association of Emigrants from Yugoslavia, and on federal Yugoslavian
level
a "Coordinative
Committee" for cooperation with the Associations from the
other federal units of the state was set up. Through this organized establish¬
ment the spirit of commonness of the peoples of Yugoslavia was being urged.
There are statistic indicators that show to what percentage the particular nati¬
ons declared themselves as „Yugoslavians"; besides the Serbs, Montenegrins and
the Bosnians, the greatest in number were the Macedonians. The rest of the na¬
tions, namely the Slovenian and Croatian emigrants were declaring themselves in
much bigger percentage as genuinely belonging to the Slovenian and Croatian na¬
tion. After the disintegration of Yugoslavia and the foundation of independent
and sovereign Republic of Macedonia, the concern about the emigration razes to
the level of constitutional obligation of the state. In the Constitution of the Re¬
public Macedonia of
1991,
in Article
4,
it is stated: "The Republic concerns itself
with the position and the rights of the Macedonian people in the neighboring
countries, as well as with the Macedonian emigration, helps their cultural deve¬
lopment and furthers the relations with them. The Republic concerns itself with
the cultural and social rights of the citizens of the Republic living abroad."2
The first expert Government was elected on

1991,
with the acca-
demian prof, d-r Nikola Kljusev as a Prime Minister. The next year, on

tember, a new Government was elected, on whose fore was
Branko Crvenkovski,
the leader of the Communist League of Macedonia
-
SKM-PDP, that is the So¬
cial-democratic Union of Macedonia
-
SDSM. The political cadres of this Go¬
vernment headed by this Prime Minister will be holding office until
18
October
1998.
During their last mandate they formed a coalition with LDP
-
Liberal De¬
mocratic Party of
Risto Penov.3

In the pluralistic system of multipartite ways of this period, the main sway
on the political life will be held by the Communists, represented by their expo¬
nents Kiro Gligorov, the President of the Republic, and
Branko
Crvenkovski, the
Prime Minister. The engagement of this administration concerning the strengt¬
hening of the relation with our emigration was on a very low level, and the
emigration for them was only of marginal importance. With regard to the reign
of SDSM and the relations it was establishing in the society, as well as on the
global plan, our renowned writer
Kole Chasule,
in his book "Diseased tribe" or
PUEBLO
ENFERMO,
published in
2000,
will note the following:
Allow me to reiterate that the Macedonian society of today is defective, non-
defined, not fully constituted. A paradigm for PUEBLO
ENFERMO.
The clear
evidence of this situation is the very fact that in the Macedonian society lacks any
kind of stratification of interest, aside from the one based on ethnical grounds.
The dismemberment of the previous system, the so-called transitional process,
in Macedonia, as well as in some other countries, unveils and materializes as
-
chaos. As
ari
uncontrolled voluntarism. As a process subjected to prolonged and
aggressive external intervention. As a pragma/offepring over and above all of the
planetarian
disorganization. As an improvisation and stupefied imitation unaware
of whom and why it imitates, and how and until when? As a Macedonian con¬
sequence of lack of any valid global strategic concept As an aggression of an old-
new imperialism on global plan, which excludes (in the first place ideologically,
but also as a concrete practice) all possible options that do not mean return to the
capitalism, designed and effectuated after the fashion of the original accumulation
of capital. As a part of the practice, which is being effectuated as obvious power-
Iessness (prolonged capitulation), of the regions undergoing the process of transiti¬
on, in the face of the external factors, who are dictators and supporters of the pro¬
cess of democratization and incorporation into the broader, European context.
The
horizont
on the global plan (even without the diagnosis and the predic¬
tions of Atali), in the case of Macedonia suggests/discloses a prolonged process
of deep crises
-
in all directions and areas (especially the social and interetnical).
Crisis which has more chances to materialize as a repeat and replica of those in
the other Balkan and Yugoslavian countries, than as a peaceful democratic soluti¬
on. And even to make a step further.
The establishment which is in power, is a crowd devoid of cultural, ideolo¬
gical, property and class differentiation. Devoid of reflective, ideological ground
and consistence. What to speak of vision? Devoid of clear critical mirror. The
current establishment is actually a mob in power that unscrupulously discloses
its trendy, not only anti-communistic, but also anti-socialistic resolve (hewed
from the splinters of aggressive anti-communism, quasi-social democracy, paro¬
chial liberalism and snobbish „centralism", all in service of the naked and unscru¬
pulous rush after power and privileges).

The private ambition and the neo-liege's mentality are the sole characteristics
and marks by which the stakeholders play the role of „establishment in office",
differentiate themselves, define themselves, part and fight one against
tlie
others.
While factually they are nothing but segments and waste products of the former
suicidaly miscarried system. Its mental progeny.4
The third multipartite elections were held during October-November
1998.
In the new composition of the Macedonian Parliament, VMRO-DPMNE on the
fore with their leader Ljubco Georgievski had

MPs, while their coalition
partner Democratic Alternative headed by prof. Or Vasil Tupurkovski had

MPs. Prof. D-r.
Savo
Klimovski, member of the Democratic Alternative was
elected Predstdent of the Assembly. The new Government was constituted on
30
November, with Ljubco Georgievski from VMRO-DPMNE as a Prime Minis¬
ter. The legal project of founding a special state institution that shall concern
itself with the care about the emigrants (Ministry) was prepared by prof. D-r
Vlado Kambovski,
the judge Stavre Dzikov, the attorney Kocho Topuzovski and
the architect
Toni Popovski.
During the term of office of this coalition Govern¬
ment, for the first time in history, a special department
-
Ministry of Emigra¬
tion was formed. It was headed by Martin Trencevski, member of VMRO-
DPMNE, and was operating uptill 27th July ZOOO.5
On
25
August
1999,
The Ministry of emigration passed a resolution to form
Council for Emigration, as an advisory and consultative body. Stavre bzikov was
appointed to the chairmanship of the Council. This advisory body was opera¬
ting during the period in which the Ministry existed, and its members were;

Regarding the Council members from abroad, a joinf session in the above
mentioned composition was ne^er held, due to the cancellation of the Ministry
and its transformation into Emigration Agency. The Emigration Agency of Ma¬
cedonia, starting from
27
July
2000,
has been represented by a director. The
attorney Vasko Naumov, member of VMRO-DPMNE, was the first one to be
nominated. In accordance with the work program adopted by the former Mi¬
nistry, on

August in Krushevo the First international research meeting
-
„The Macedonian emigration from its beginnings up to the present day" was
held. The meeting resulted in publishing Anthology bearing the same title.
After the fourth parliamentary elections in our country, held during Septem¬
ber-October
2002,
SDSM in coalition with LDP was reinstated to power. The
new Government headed by the leader of SDSM
Branko Crvenkovski,
was elec¬
ted on first of November. Vasko Naumovski, an actor, was appointed director of
the Agency, and after him
Naum Dimitrovski
-
both members of LDP. Starting
with

December
2004,
the Government will be lead by prof d-r
Vlado
Buch-
kovski, the new leader of SDSM. The Emigration Agency and its activity become
extinct under the management of these political cadres. With such a behavior,
the former communists
-
named Social democrats
-
are throwing away their own
Macedonian emigration and the natural and native connection between Macedo¬
nia and the emigration. The emigration will be thus excluded from the social life
of their home country, what is a disastrous act and
disorientation
of the furt¬
her communication with our Macedonians around the world.6
The fifth parliamentarian elections, held in July
2006,
were won by VMRO-
DPMNE, headed by their leader Nikola Gruevski and thus new and realistic po¬
ssibilities for closer communication and joint action with the Macedonian emig¬
ration for the benefit of the Republic of Macedonia was made possible.

FOREWORD
Until the People's Republic of Macedonia was founded in
1944,
we cannot right¬
ly speak about relations of the Macedonian emigration and their home country.
The first Macedonian emigrants have left their home land Macedonia while ¡t
was still a part of the Ottoman Empire. During those times, they have been mostly
migrating with Turkish identification papers. This situation lasted until
1913
that
is after the tragic partition of Macedonia between the neighboring countries.
After that unnatural event, the Macedonians from all the three parts star¬
ted leaving their native soil, especially those from the Aegean part of Macedo¬
nia. In this emigrational phase, our emigrants, mostly persecuted as political
emigrants, were leaving the Kingdom of Bulgaria, the Kingdom of Greece and
the Kingdom of the Serbs, Croatians and Slovenians, that is the Kingdom of
Yugoslavia, as their subjects
-
citizens.
It should be especially noted that the main route of their migration was to¬
ward the overseas countries, namely America and Canada. The migration to
Australia started only later, approximately during the twenties of that century.
Already before the First Session of ASNOM (The Antifascist Assembly of
the National Liberation of Macedonia) in
1944,
distinguished leaders of the Mace¬
donian movement for national liberation had been thinking about the impor¬
tance of the Macedonian emigration
m
the struggle of the Macedonian nation
for liberation and establishment of Macedonian state. In this regard, of parti¬
cular importance was the engagement of the Macedonian intellectuals, especia¬
lly those who were living in Bulgaria. According to the memoirs of the first
president of the Presidium of ASNOM, Metodtja'Andonov Chento, in the Initi¬
ative Committee for of the First Session of ASNOM, it was noted:
Bane Andreev has suggested inviting the Macedonian emigrants from Bul¬
garia to join our fight, that is the fight of the people of Macedonia. That
proposal was unanimously accepted. Considering myself, I have accepted the
proposal, having in mind that there were many educated people mere, who, as
they were, are needed by any county, and even more by ours, because the ma¬
jor part of our population was half-literate or even completely illiterate. There¬
fore, we have decided to send

general public call to the Macedonian emigra¬
tion, particularly in Bulgaria, as well as to send personal letters to distinguished
Macedonian emigrants and to the Macedonian brotherhoods in Bulgaria, in
which the principles of our fight would be explained, and they would be invi¬
ted to take part in it. In that regard, we have reached an agreement to find ways

of reaching the Macedonian emigration in

"To assist in the
just fight of the Macedonian people with all available strength and means."1
Starting with
1947,
the first attempts for the development of institutions
whose main aim would be establishing and maintaining connections with the Ma¬
cedonian emigration are becoming noticeable. In that respect, certain organs of
government had emerged at first, as for example: the Committee on Cultural
Connections with the Emigration, the Governing Body in Charge for Information,
etc. But, due to the fact that USA and Canada were not willing to accept organs
of government from communistic Yugoslavia as holders of cooperation with the
emigration, in
1951
a Non-governmental Organization named the Association of
Emigrants from Macedonia was established. The association was incorporated
with the Association of Emigrants from Yugoslavia, and on federal Yugoslavian
level
a "Coordinative
Committee" for cooperation with the Associations from the
other federal units of the state was set up. Through this organized establish¬
ment the spirit of commonness of the peoples of Yugoslavia was being urged.
There are statistic indicators that show to what percentage the particular nati¬
ons declared themselves as „Yugoslavians"; besides the Serbs, Montenegrins and
the Bosnians, the greatest in number were the Macedonians. The rest of the na¬
tions, namely the Slovenian and Croatian emigrants were declaring themselves in
much bigger percentage as genuinely belonging to the Slovenian and Croatian na¬
tion. After the disintegration of Yugoslavia and the foundation of independent
and sovereign Republic of Macedonia, the concern about the emigration razes to
the level of constitutional obligation of the state. In the Constitution of the Re¬
public Macedonia of
1991,
in Article
4,
it is stated: "The Republic concerns itself
with the position and the rights of the Macedonian people in the neighboring
countries, as well as with the Macedonian emigration, helps their cultural deve¬
lopment and furthers the relations with them. The Republic concerns itself with
the cultural and social rights of the citizens of the Republic living abroad."2
The first expert Government was elected on

1991,
with the acca-
demian prof, d-r Nikola Kljusev as a Prime Minister. The next year, on

tember, a new Government was elected, on whose fore was
Branko Crvenkovski,
the leader of the Communist League of Macedonia
-
SKM-PDP, that is the So¬
cial-democratic Union of Macedonia
-
SDSM. The political cadres of this Go¬
vernment headed by this Prime Minister will be holding office until
18
October
1998.
During their last mandate they formed a coalition with LDP
-
Liberal De¬
mocratic Party of
Risto Penov.3

In the pluralistic system of multipartite ways of this period, the main sway
on the political life will be held by the Communists, represented by their expo¬
nents Kiro Gligorov, the President of the Republic, and
Branko
Crvenkovski, the
Prime Minister. The engagement of this administration concerning the strengt¬
hening of the relation with our emigration was on a very low level, and the
emigration for them was only of marginal importance. With regard to the reign
of SDSM and the relations it was establishing in the society, as well as on the
global plan, our renowned writer
Kole Chasule,
in his book "Diseased tribe" or
PUEBLO
ENFERMO,
published in
2000,
will note the following:
Allow me to reiterate that the Macedonian society of today is defective, non-
defined, not fully constituted. A paradigm for PUEBLO
ENFERMO.
The clear
evidence of this situation is the very fact that in the Macedonian society lacks any
kind of stratification of interest, aside from the one based on ethnical grounds.
The dismemberment of the previous system, the so-called transitional process,
in Macedonia, as well as in some other countries, unveils and materializes as
-
chaos. As
ari
uncontrolled voluntarism. As a process subjected to prolonged and
aggressive external intervention. As a pragma/offepring over and above all of the
planetarian
disorganization. As an improvisation and stupefied imitation unaware
of whom and why it imitates, and how and until when? As a Macedonian con¬
sequence of lack of any valid global strategic concept As an aggression of an old-
new imperialism on global plan, which excludes (in the first place ideologically,
but also as a concrete practice) all possible options that do not mean return to the
capitalism, designed and effectuated after the fashion of the original accumulation
of capital. As a part of the practice, which is being effectuated as obvious power-
Iessness (prolonged capitulation), of the regions undergoing the process of transiti¬
on, in the face of the external factors, who are dictators and supporters of the pro¬
cess of democratization and incorporation into the broader, European context.
The
horizont
on the global plan (even without the diagnosis and the predic¬
tions of Atali), in the case of Macedonia suggests/discloses a prolonged process
of deep crises
-
in all directions and areas (especially the social and interetnical).
Crisis which has more chances to materialize as a repeat and replica of those in
the other Balkan and Yugoslavian countries, than as a peaceful democratic soluti¬
on. And even to make a step further.
The establishment which is in power, is a crowd devoid of cultural, ideolo¬
gical, property and class differentiation. Devoid of reflective, ideological ground
and consistence. What to speak of vision? Devoid of clear critical mirror. The
current establishment is actually a mob in power that unscrupulously discloses
its trendy, not only anti-communistic, but also anti-socialistic resolve (hewed
from the splinters of aggressive anti-communism, quasi-social democracy, paro¬
chial liberalism and snobbish „centralism", all in service of the naked and unscru¬
pulous rush after power and privileges).

The private ambition and the neo-liege's mentality are the sole characteristics
and marks by which the stakeholders play the role of „establishment in office",
differentiate themselves, define themselves, part and fight one against
tlie
others.
While factually they are nothing but segments and waste products of the former
suicidaly miscarried system. Its mental progeny.4
The third multipartite elections were held during October-November
1998.
In the new composition of the Macedonian Parliament, VMRO-DPMNE on the
fore with their leader Ljubco Georgievski had

MPs, while their coalition
partner Democratic Alternative headed by prof. Or Vasil Tupurkovski had

MPs. Prof. D-r.
Savo
Klimovski, member of the Democratic Alternative was
elected Predstdent of the Assembly. The new Government was constituted on
30
November, with Ljubco Georgievski from VMRO-DPMNE as a Prime Minis¬
ter. The legal project of founding a special state institution that shall concern
itself with the care about the emigrants (Ministry) was prepared by prof. D-r
Vlado Kambovski,
the judge Stavre Dzikov, the attorney Kocho Topuzovski and
the architect
Toni Popovski.
During the term of office of this coalition Govern¬
ment, for the first time in history, a special department
-
Ministry of Emigra¬
tion was formed. It was headed by Martin Trencevski, member of VMRO-
DPMNE, and was operating uptill 27th July ZOOO.5
On

August
1999,
The Ministry of emigration passed a resolution to form
Council for Emigration, as an advisory and consultative body. Stavre bzikov was
appointed to the chairmanship of the Council. This advisory body was opera¬
ting during the period in which the Ministry existed, and its members were;

Regarding the Council members from abroad, a joinf session in the above
mentioned composition was ne^er held, due to the cancellation of the Ministry
and its transformation into Emigration Agency. The Emigration Agency of Ma¬
cedonia, starting from
27
July
2000,
has been represented by a director. The
attorney Vasko Naumov, member of VMRO-DPMNE, was the first one to be
nominated. In accordance with the work program adopted by the former Mi¬
nistry, on

August in Krushevo the First international research meeting
-
„The Macedonian emigration from its beginnings up to the present day" was
held. The meeting resulted in publishing Anthology bearing the same title.
After the fourth parliamentary elections in our country, held during Septem¬
ber-October
2002,
SDSM in coalition with LDP was reinstated to power. The
new Government headed by the leader of SDSM
Branko Crvenkovski,
was elec¬
ted on first of November. Vasko Naumovski, an actor, was appointed director of
the Agency, and after him
Naum Dimitrovski
-
both members of LDP. Starting
with

December
2004,
the Government will be lead by prof d-r
Vlado
Buch-
kovski, the new leader of SDSM. The Emigration Agency and its activity become
extinct under the management of these political cadres. With such a behavior,
the former communists
-
named Social democrats
-
are throwing away their own
Macedonian emigration and the natural and native connection between Macedo¬
nia and the emigration. The emigration will be thus excluded from the social life
of their home country, what is a disastrous act and
disorientation
of the furt¬
her communication with our Macedonians around the world.6
The fifth parliamentarian elections, held in July
2006,
were won by VMRO-
DPMNE, headed by their leader Nikola Gruevski and thus new and realistic po¬
ssibilities for closer communication and joint action with the Macedonian emig¬
ration for the benefit of the Republic of Macedonia was made possible.
