at the transformation of Evenki reindeer hus¬
bandry in northern Zabaykalia during the So¬
viet period. Fondahl carried out field research
in northern Zabaykalia in
1992-1994,
once the
area was open to foreigners, and published a
book on post-Soviet land reforms in this area,
Gaining Ground: Evenkis, Land and Reform in
Southeastern Siberia (199S), as well as several
articles. After working for several years in the
Sakha Republic, she returned to Northern Za¬
baykalia in
2005,
to work with Anna
Širina
on
a study of local views of the oil pipeline pro¬
ject.

THE BAIKAL-AMUR MAINLINE RAILROAD
The Evenks of northern Buryatia are faced with the construction of the
ťEastern
Siberia-Pacific
Ocean oil pipelin through their homelands. In this article we provide a brief background of the
history of Evenks of the Severo-Baylcalsk region of northern Buryatia, beginning with their contact
with Russians in the 17th century. We describe previous developmental projects, most notably the
Baikal-Amur Mainline Railroad, that have affected their lands and lives. We then report on local
views of the projected oil pipeline. Since the fall of the Soviet Union, the Evenks of this region
have experienced de-modernization, including high levels of unemployment and a heightened de¬
pendence on subsistence activities. Their responses to the projected pipeline include concern about
environmental damage that would compromise their ability to continue to use subsistence resources
and desecrate their sacred landscapes, as wed as interest in the possibility of jobs that a pipeline
project might bring. The article reports on survey and interview results from fieldwork carried out
in a number of predominantly Evenk villages in the summer of
2005,
