Governance, political decisions, national security policy and national defense
are all part of a vocabulary one can hear often in contemporary Romania when
it comes to security issues. Yet, hardly ever the participants in a dialogue
attach the same meaning to such notions. One of the main reasons for this
widespread elusiveness is that, so far, the Romanian public space lacked the
analytical instruments for explaining the fundamentals of national security
policy, especially from a public policy viewpoint. Partially, this also explains
the scarcity of knowledgeable and relevant discussions on the topic. Beyond its
educational goals, this first security studies handbook has the purpose of
triggering such debates. Above all, this endeavor requires an examination of
the basic concepts. For this purpose, the first part presents some of the
fundamental notions for understanding the national security policy as a public
policy. In the first chapter,

that there are both a crisis and a knowledge shift in security studies
everywhere in the world and then they argue in favor of an open yet relevant
research and policy agenda. The chapter also introduces the major debates in
this multidisciplinary area, which are further developed in this volume. The
next chapter (Marian Zulean) focuses on the issue of the national security
policy as a public policy and presents the main tools for its analysis. Finally,
the third chapter examines the way the national security strategy can be
articulated and framed (Marian Zulean).

The American Lesson (Alexandra Gheciu)
In the last century, the US had a most significant influence in international
politics, both on policy and on the academic perspective. Under these cir¬
cumstances, it is reasonable to assume that it is particularly relevant
-
to
scholars as well as practitioners
-
to examine the ways in which those highly
influential policies have been based on specific (implicit or explicit) theories
of international relations. This chapter presents three major episodes that
reveal the ways in which particular theoretical frameworks, based on specific
assumptions concerning the nature of international relations, and on specific
readings of the history of the international system, have helped shape foreign
policies over time. These are the realist ideas promoted by President Nixon and
his Secretary of State Henry Kissinger during the Cold War
;
the democratic
peace theory and the practice of international democracy promotion
;
and,
finally, the neo-conservative ideas and their influence on the American foreign
policy, particularly under President George W. Bush.
The Concept of Security (Ruxandra Stoicescu)
Despite many scholarly efforts to clarify its nature and scope, the concept of
security remains fuzzy and frequently used as pretext or justification for
various political or strategic decisions. This chapter describes and analyzes the
problem of security as a line of research in the academic field of International
Relations, in the purpose of assessing the development of the security concept.
Aware of the continuous transformation of the international environment, the
study briefly reviews the various approaches to security, discusses the concept s
development after the Cold War, and finds that the state remains at the core of
the security concerns. However, the states role in the contemporary security
settings must be read in parallel with other factors, particularly economic and
social factors. Finally, the study suggests that historical and political contexts
are crucial for understanding particular doctrines of security.

Regional Security.

In terms of power, the smaller the state, the more limited to regional actions
and strategies are its foreign policy and security options. Since the majority of
the international actors are acting at a regional level, at the most, the analysis
of regional security contexts is essential for understanding the nature and
dynamics of contemporary international relations and security challenges, as
well as for reducing the risk of failure in the real decision-making process.
This study identifies three distinct traditions of conceptualizing regional
interaction
-
the subordinate system, the international subsystem, and the
regional complex of security. Further on, it evaluates their agendas and shows
in which ways local, national and the global dimensions can be articulated
through regions. Finally, it suggests that policy-efficient appraisals of security
threats at a regional level require a nuanced understanding of the ways interna¬
tional actors mentally represent and define the limits of regions in which they
are engaged. Current scholarship still debates the universality of regional-boundary
drawing but without significant achievements. However, the focus on identity
is increasingly accepted as a possible solution to end this deadlock.
Strategic Studies (Daniel Biro)
This chapter provides a roadmap of the strategic studies in the larger frame of
International Relations literature, emphasizing the multidimensional character
of strategy. The first part briefly presents the development of strategic thinking,
the establishment of the strategic studies as an academic discipline, and the
ways in which these relate to security studies and the military analyses. The
second part explores the question of defining strategy and shows that, from
the standpoint of the position in the international arena, there is a distinction
between Grand Strategy and the national security strategy. The purpose of this
endeavor is not only to examine the major strategic principles but also to
analyze the possibilities of articulating the elements of strategic logic, based
on its strategic levels and dimensions.

In this chapter, we present the main concepts, methods and challenges of strategic
forecasting, as well as the heuristics and cognitive tools for understanding
decision-making process under uncertainty. First, we examine the conceptual
framework of strategic forecasting. Then, we define and describe scenarios as
a complex method and decision-making instrument. Finally, the study assesses
several descriptive and normative aspects of scenarios in national security
policy, illustrated by US, NATO and
EU
examples.

This study analyzes the main national security decisions Romanian govern¬
ments have made since the international recognition of the state s independence
(1878).
From the viewpoint of the decision-making rationale, we identify two
main historical periods. The first one
(1878-1991)
is characterized by geopo¬
litical reflections based on force and balance of power. The most relevant
approach to understanding the state s national security policy during this
period is to focus on the political and military decisions, as well as on the
nature of alliances promoted by Romanian elites. For the post-geopolitical era
(1991
onwards), when the multidimensional security has become a concept
used by both practitioners and academics, the research examines the national
security strategies.

The Process of Planning, Programming, Budgeting,
and Evaluation in the Romanian Defense System

A new system of defense planning has been gradually implemented in Romania
since
1998.
Due to the help provided by the US Institute for Defense Analysis,
the Planning, Programming, Budgeting and Evaluation System (PPBES) is
similar to the American one and is compatible with the NATO system. This
chapter describes the main elements of the US system and presents the
particularities of the Romanian case.
The Democratic Control of Intelligence Services (Hans Born)
This chapter compares the different mechanisms present in dome democratic
states to supervise the intelligence services, with the goal of making recom¬
mendations for increasing the civil democratic control over these institutions.
Based on the research performed by the author in cooperation with other
researchers, this study proves that the focus on increasing democratic control
is extremely necessary because the new security environment requires a correct
balance between security and transparency. Such balance can be achieved only
if the new rights and powers granted to intelligence services are accompanied
by a reinforcement of the mechanisms for their control.
International Crisis and Conflict Management

Crises and conflicts are part of the international landscape, irrespective of the
form they take, the historical period in which they occur or the actors which
they engage. With its new and increasingly complex security threats, the
contemporary international context requires more than ever both analysis and
intervention tools for crisis and conflict management. This study shows that
after the collapse of the bipolar system there is a significant transformation in
the practice of conflict management, and investigates the reasons, the dynamic,
and the effects of such changes. In this hybrid area of inquiry, we identify

three interconnected, yet distinct approaches. They are the Early Warning
Research, which has been neglected so far in most of the scholarly debates,
Conflict Theory and Peace Studies. The examination of the tools offered by
these approaches reveals the fact that the changes occurring in the management
of international crisis and conflicts after the Cold War have been triggered by
the transformation of the security environment and by a broadening of the
security concept accepted both in the academic and the policy milieus. This
evolution has not generated significant changes in the international or regional
structures of security, such as the UN Security Council or NATO. However, it
has a major impact on the international regime of sovereignty, on the role of
regional organizations, on the relationship between the civil and the military
sectors, as well as on the concept of security itself.
Reactive Conflict Management

The European Union in the Western Balkans

Each of the member states of the European Union as well as the Union itself
have been concerned with ethnopolitical conflicts for some time. This chapter
presents the European Union s evolving capabilities with respect to conflict
prevention and crisis management, and offers an assessment of the current
state of affairs. In the first part, the study briefly reviews the Union s attempts
to develop its own mechanisms and policies in this field, and examines their
evolution in the aftermath of the Kosovo conflict
(1999).
In the second part,
the research investigates the European Union s performance in answering the
existing and potential challenges generated by European ethnopolitical conflicts,
and shows that crisis management operations are rather limited, yet significant,
for the EU s future as a credible international actor.
