SUMMARY
The Baltic Germans and Russian State Policy
in the Early Twentieth Century
This monograph examines Russian government policy toward the
Baltic Germans
—
the most influential national group in the Baltics
-
between
1900
and February
1917,
It analyses the legal status of the Bal¬
tic provinces within the Russian Empire, the features of its administrative
government, and the social and political situation there in the early
twentieth century. This study also examines the economic, social and
demographic changes in the region and among the individual groups
—
Estonians, Latvians, and Germans. This work also gives particular
attention to the attitude of the Russian public toward the situation in
Baltic provinces
—
the Baltic Question, which the conservative press
and public opinion regarded as one of the most critical problems in the
domestic policy of the Russian Empire.
This monograph also examines the preparation of governmental
reforms projects for Baltic
—
the reform of the rural Lutheran parish as
well as the agrarian reforms that followed in the wake of the Revolution
of
1905—1907.
This study reconstructs the course and substance of the
reform preparations, and it also shows the main factors that shaped the
preparation of the government reforms in the Baltic provinces.
From
1914
to February
1917
the main factor determining state policy
toward the Baltic Germans was of course World War I. The war forced
the government to accelerate the preparation of reforms for the region
and radicalized its attitude toward a number of problems associated with
these reforms. Moreover, the government tried to relax the anti-Germans
campaign in the press and denounced the indiscriminate repressive poli¬
cy pursued by military authorities toward the Baltic Germans. However,
the government was unable to alter the posture of military authorities on
this question.
The government failed to realize fully its reformatory plans regarding
Baltic provinces. Of all the reforms being planned, only two acts came to
be

allowing peasants to
redeem land from the estates of noble assemblies and fideicomisses in the
Baltics. Extraordinary legislation in
1916
eliminated the special privile¬
ges held by patrimonial estates owners and the manor police right.

The government was unable to embark on the realization of more
drastic reforms. It feared that the reforms would decrease of Baltic Ger¬
man nobility s influence and could change the traditional alignment of
public forces in Baltic in favor of Estonians and Latvians. In the govern¬
ment s view, that would intensify the local separatism and autonomous
tendencies; the objective of its reforms was to consolidate the ascendancy
of central state authority in the region. The government s situation,
however, was also complicated by the position of nobility: the latter did
not want to compromise with the government and to renounce even,
some of its privileges for the sake of social stability. As a result, this de¬
layed the preparation of governmental reforms, which were finally inter¬
rupted by the February Revolution of
1917.
