SUMMARY
Mongolian Marshal Kh. Choibalsan. Biographical Glimpses is the first
Russian work on Kh. Choibalsan, an outstanding Mongolian statesman
and the country's Prime Minister in
1939-1952.
His role in the
development of Mongolia in the first half of the 20th century is
complicated and contradictory. Kh. Choibalsan contributed greatly into
facilitating Mongolia's statehood, foundation and progress of Mongolian
People's Republic, strengthening of its cooperation with Russia and the
USSR. At the same time he bore a significant part of responsibility for
the mass repression of
1930—1940s,
as well as the establishment of an
authoritarian regime in Mongolia.
The book highlights major stages of Kh. Choibalsan's
ufe
and career,
discusses most important directions of his political activities, clarifies
their positive and negative aspects. The positive side is determined by
the fact that Kh. Choibalsan was a patriot of his country and a staunch
partisan of the development model entered by Mongolia in
1921.
He
was a constant member of the ruling organs of the state and party, one
of the founders of the regular army in Mongolia. Kh. Choibalsan was a
dedicated friend of Russia and the Soviet Union. Connected with Russia
from his youth he was a firm believer in the vitaUty of Mongolia"
s
friendly
unies
with that country.
At the same time the author skips neither the discussion of the
negative sides of Choibalsan's activities not the analysis of their reasons
and roots. The tragedy of the
1930s
is inseparable from the developments
in the Soviet Union. Nevertheless Kh. Choibalsan, as a leader of the
Mongolian state, is to a considerable extent responsible for the orgy of
lawlessness in the country, for the crimes committed at that time.
The author however is of opinion that it was not the repression,
given its cruel and tragic character that determined the long and multi-
dimensioned career of Kh. Choibalsan. His main purpose was to create
and strengthen the independent Mongol state that would move forward
along the lines of 20th century civilisation. And he achieved it in
cooperation with all his associates, his party and people.
The book is based upon official documents, archival sources, Kh.
Choibalsan's own works as well as a wide range of modern literature in
Russian and Mongolian language.

Mongolian Marshal Kh. Choibalsan. Biographical Glimpses is the first
Russian work on Kh. Choibalsan, an outstanding Mongolian statesman
