The Employability Problem in the
Information Age
Abstract: In the
introduction
definitions are given of the empbyabiHty problem, which
is becoming the most visible part of a more general problem involving low employment
levels in Europe due to growing employment uncertainties. For a deeper understanding
of the employability problem in Slovenia the typical stages of the long industrial matura¬
tion within Western Europe are outlined, including recent transformations to the service
and the information society. This framework then serves as a background for evaluations
of the achieved Slovenian industrial maturity after its independence as well as its unfinis¬
hed transformation into a wider service society along with its renewed, more competitive
labour markets. The main globalisation pressures are then described, with an analysis of a
variety of effects they have on the European national and regional labour markets. The
seriousness of the employability problem in the
EU
is illustrated by two quite opposing
diagnostic approaches, revealing deep professional, social, and political disagreements
among actors of the interpretative arenas where a number of different predictions and
developmental alternatives are conceptualised. The important finding is that already
instituted national reforms of social (welfare) states diverge rather than converge, which
simply means there is no single solution for the many faces of the contemporary
employability problem. Concluding remarks deal with questions of how such findings
may contribute to more successful education reforms in Slovenia.

Pathways of youth to employment: comparison of Slovenia and other
EU
countries
Abstract: The chapter explores transitions of youth from education to employment and
their situation on the labour market in Slovenia in the comparative context of
EU
coun¬
tries. Basic indicators of the situation of youth at the European labour markets are pre¬
sented, followed by analysis of Labour Force Survey data for Slovenia on certain charac¬
teristics of young unemployed people and their job seeking approaches. In the second
part of
tlie
chapter the factors and circumstances influencing the speed and the mode of
youth transitions from school to (more or less stable) employment are grouped into
three clusters: structural, institutional and individual and analysed. In the conclusion
different elements of youth employability are reflected.

Abstract: The chapter deals with major structural changes in Slovenian labour markets
during the transition (after
1990).
It empirically investigates whether the process of labo¬
ur market flexibilisation has significandy removed the former socialist and more general
welfare state rigidities. The findings suggest a positive answer to the question. The
renewed the whole economy and its labour markets are now very different to what they
once were. Concerning labour, there is nearly no expansion demand for it (growth re¬
turns are paid on capital rather than on labour), while replacement demand is lower than
the pension figures (safe jobs are obviously cancelled out). On the other side, the
expansion of education has increased the potential inflows of educated youth into the
labour markets. The systemic response to these adjustive economic and manpower
dynamics has been the discriminative flexibilisation of youth. On the macro level labour
flexibilisation was achieved through the enhanced collective segmentation of the whole
labour market. The core part, embracing around
60%
of (safer) jobs, consists of still
highly and collectively protected working places and jobs, while peripheral segments are
much less protected; the jobs on offer are highly volatile in all senses of labour flexibility.
On the micro level, the biggest price for these changes is being paid by educated j outh:
their demand for safer jobs is about two times higher than the supply. So, the majority of
youth can only enter the tougher labour market through peripheral segments. On the
whole, the Slovenian labour markets currently seem much more competitive, however,
they are oriented to lower technological levels. Future development could not progress
well without the better use of higher levels of knowledge, which are at the moment quite
blocked due to the many structural barriers and special political designs for development.

Dropping Out from Education

a Personal and a Social Problem
Abstract: In this chapter we focus on youth problems related to dropping out from
(secondary) education. Dropouts are part of the population which is, due to their prema¬
ture leaving from an education programme, without a vocational qualification and
consequently deprived in both the education area and in the labour market and society as
a whole, where this is manifested in social
marginalisation
and social exclusion. We deal
with the significance of dropping out for the individual and society, the factors that in¬
fluence dropout rates, definitions of dropouts and different methods for measuring it,
the extent of dropouts in Slovenia and the various ways and measures taken to reduce
dropout rates and help dropouts in Slovenia.

The Job-Mismatching Problem
and Integration of Youth into Labour
Markets
Abstract: The chapter provides an empirical description of the matching problem in
Slovenia, namely how people with a similar education background are distributed across
occupations. Main question is if integration of youth into labour market is constrained by
the job-mismatches. The
question
is answered in three sections. First, the formal educa¬
tion structure of the inhabitants of Slovenia is presented by levels and by education areas;
national imbalances of the tertiary education structure are also compared across the
EU.
Second, a few indicators of the matching problem are defined, calculated for Slovenia,
and commented on. Third, determinants of the school-to-work transtions are compared
across countries.

ment: The Case of Mechanical Engineering
Abstract: Occupational standards represent a basis for the preparation of education
programmes in the field of secondary vocational education and training and post-
secondary short-cycle vocational education and training. A unit of occupational stan¬
dards is an occupation or part of an occupation from the Standard Classification of Oc¬
cupations. Standards must be supported by

The Role of Competencies in a Knowledge Society: the Perspective of
Occupational Professionalisation
Abstract: The chapter starts with a description of the knowledge society that presents a
broader contextual framework for understanding competences in relation to education
and occupation. The dual understanding of an occupation in Slovenia is then conceptua¬
lised: as an acquired level of education and as the performance of work. A theoretical
discussion follows the theory of occupational professionalisation and different theories
that describe the transfer of

In this respect there is a special focus on the relationship between formal education and
required occupational competencies.

The Education System as a Generator of Key Competencies at Work:
an Empirical Analysis of Selected Occupations
Abstract: The chapter studies the relationship between formal education and occupatio¬
nal complexity. We test this relationship in three ways. First, we presume that the level of
required competencies is connected with the time someone needs after graduating to
become a master of their job. Second, we presume that institutionalisation and length of
education is greater with those occupations where it would be more difficult to perform
the work without a suitable education. Third, we presume that the level of required com¬
petencies has a linear connection with the institutionalisation and length of the related
education programme. Through additional analyses we point out the group of occupati¬
ons that has a higher level of required competencies as one would presume on the basis
of their formal education level. Conclusions for the development of education pro¬
grammes are then provided.

Education and Economic Competitiveness
Abstract: On the basis of a theoretical framework the article evaluates the environment
in which education takes place, the micro and macro economic determinants of competi¬
tiveness, particularly those related to education and globalisation, and finally proposes
policies and strategies for enhancing competitiveness by improving education and trai¬
ning. The article goes beyond the traditional education approach by broadening the
concept to encompass more economic aspects of the role of education. It concludes that
education and training can be important factors of competitiveness provided the right
policies, strategies and institutions are in place. The correlation between education and
productivity/competitiveness is also reverse. Investments in education are crucial but
teachers and institutions/openness are equally if not more important. Globalisation has
an important impact on education yet it also has to be globalised itself. The author calls
for a more holistic approach to education for a globalised economy enhancing the soft
elements of knowledge and competencies.
