Migracja międzynarodowa i jej konsekwencje stały się
w ostatnim czasie tematem debaty publicznej we wszystkich
krajach Europy Zachodniej. Z jednej strony, uwzględniając
procesy starzenia się społeczeństw i niskiego przyrostu naturalnego,
należy stwierdzić, że Europa potrzebuje imigrantów, z drugiej zaś
obserwowane problemy integracyjne budzą coraz częściej sprzeciw
jej mieszkańców przed przyjmowaniem nowych przybyszów.
Zarówno wśród naukowców, jak i polityków wzrasta świadomość
nieuchronności procesu migracji do Europy
i konieczności wprowadzania rozwiązań systemowych,
które pozwolą w przyszłości uniknąć konfliktów między
imigrantami a społeczeństwami przyjmującymi.
W niniejszej książce przedstawione są wybrane zagadnienia
związane z integracją imigrantów w krajach europejskich.

Summary
There is no single comprehensive, explanatory theory:
the phenomenon of migration is far too complex for that. 1
International migration and its consequences have lately become a subject of a public de¬
bate in almost all countries of Western Europe. This is due to the fact that mobility of the popu¬
lation affects all areas of social life. It has an effect not only on socio-economic and political
processes in a receiving country, but also on bilateral relations, security or new forms of iden¬
tity. It may be said that international migration became a vital problem of both domestic as well
as international politics.
Due to the complexity of the process of migration, the research on this issue is of very
interdisciplinary nature. Political science, sociology, economics, demography, anthropology,
psychology and law are only some of the fields which analyze this area. The present status of
knowledge concerning international migration does not offer worked-out theories pertaining
to migration. It is hard to find universal models explaining this process. The level of the analysis
of migration phenomenon, which additionally complicates the matter, is very diverse, from
sociological concepts representing a very high degree of generality, down to economic theories
being extremely complex and difficult to be put into practice.
The policy of the state towards immigrants may be divided into two sectors: immigrant
policy encompassing regulations concerning border control, right of entry and stay in the terri¬
tory of a country, visa, asylum and integration policy which relates to everything which follows
settling of immigrants in the territory of a given country.2 Integration policy is a very compli¬
cated question; it should be carried out on three levels: economic, social and cultural. According
to

Marshall s theory, full integration is possible only if immigrants are included in the so¬
ciety in all above-mentioned domains.3
Integration policy covers solutions relating to nationality, access of immigrants to labour
market, welfare, education, and a possibility to run individual ethnic organizations. Solutions
being implemented by the state may lead to activisation of immigrants as part of the principle
integration through participation, or conversely to restricting of their activities. Finally, integra-

The editors intention was to draw readers attention to the complexity and multi-layered
structure of issues pertaining to immigrant integration. The present paper does not exhaust the
subject and is only a presentation of several problems connected with this issue.
The book begins with the article written by

Lesińska
Immigrants as an ex¬
cluded group in the perspective of the policy of the receiving country. The author introduces us to
an important problem regarding the position of immigrants in receiving societies, conditioned
not only by legal solutions, but also by the economic and cultural status. The author pursues the
answer to the question: What rights are immigrants deprived of? The inflow of immigrants, as
pointed out by the author, affects also on intensification of xenophobic feelings, anti-immigrant
attitudes, acts of discrimination and racist incidents . Thus
Magdalena Lesińska
touches up on
the problem of shaping the proper policy of inclusion of immigrants into all spheres of social
life by the receiving country in order to avoid isolation, exclusion and consequently above-men¬
tioned tensions and conflicts.
In the second article: Policy of Germany towards immigrants -from the
Gastarbeiter
system
to the country of immigration,
Magdalena Lesińska
presents a change of the concept of German
policy towards aliens in the recent years. She also analyses widely the political debate preceding
these changes and their consequences to the foreigners living in the territory of Germany.
Patrycja Matusz-Protasiewicz in her article: The influence ofpillarization on shaping pol¬
icy towards immigrants in Holland, by analyzing the Dutch example indicates how important to
the parameters of the policy towards immigrants carried out by the state is the system of the
state, its historical experiences or social structure. The process of pillarization of Dutch society
affected the granting of extensive rights to immigrants in this country and creation of policy that
not so long ago was considered as one of the most effective integration models in the countries
of Western Europe.
In the other article Education as a tool of immigrant integration policy into the receiving
society

the experiences of Holland, Patrycja Matusz-Protasiewicz explains the essence of edu¬
cation as one of the tools of immigrant integration policy carried out by the state. Education,
especially in the second and third generation of immigrants, should first of all improve the posi¬
tion of immigrants in the receiving society, prevent marginalization and lead to mutual knowing
of both parties participating in the process of integration. The author discusses also educational
programs carried out by Dutch authorities.
In the text Integration of immigrants in Portugal: a special case or an example of backward¬
ness?

describe the process of
economic integration of immigrants in Portugal. The authors considering the Portuguese case
in a broader context make an attempt at finding the answer to the question: Is there a southern
model of integration differing from integration policies of the countries of Northern Europe?

Mobilization of immigrants in Bar¬
celona in
2001
and establishing integration policy on a local level shows the situation of immi¬
grants in Spain. The author considers why immigrants are not interested in public matters and
participation in the life of local communities and how local authorities influence on activisa-
tion of this target group. A significant part of the article based upon interviews of the author is
the analysis of motivation of immigrants during hunger strikes in
2001
in Barcelona.

looking for an answer to the question: what is the position of women in research on migrations
and is the research varied in terms of gender?
Wojciech Kalociński
in the article: Determinants of asylum policy of European countries in
an international and historical context presents refugees as one form of international migration
only, holding a special position in the European tradition. The institution of asylum has become
an inherent part of the European tradition of human rights protection. The author not only
defines the phenomenon of refugee status from the point of view of legal factors, but also puts
emphasis on the tradition and history of asylum in European countries.
The authors and editors, hope that the collection of articles being thus put into the hands
of readers shall become a useful source of knowledge and an incentive to analogous analyses
concerning other countries.
