The question of dialogue between Russia and European Union is one of the
most important problems of contemporary international relations. The ne¬
cessity of co-operating with Russia, rather than isolating it, is no longer
disputed. The real question is how this co-operation will look like. It is
of utmost significance for
EU
to intensify its contacts with such a size¬
able neighbor. With unquestionable economic potential,
EU
needs to pro¬
tect is interests on the peripheries. For the last few years Russia has been
a strategic
-
albeit troublesome
-
partner of the Union. It is a necessity
for the
EU
countries to use Russia's great output of raw materials. Future
development of Europe depends on establishing relations between
EU as
the integration center and the present CIS countries, especially Russia.
2004
EU
enlargement has delimited borders between the new members
states and the CIS area, which, while tempting with its proximity, is the
source of various concerns and problems. It is precisely the duty of the new
Ambers, including Poland, to bear the burden of contacts with Eastern
neighbors. At the same time, it is for them an opportunity to take advan¬
tage of the Eastern markets to strengthen their international position and
their economies.

book analyzes Russian-EU relations as perceived from Russian
perspective. The author presents selected problems from this area, with
special attention to economic questions, which are presently the focal point
°f mutual relations. It is considered to what degree Russians relate their
future to Europe, as it is worth noting that he location of this country, its

Abstract
Any student of Russia is confronted with the multitude of complex
problems related to this country. Although last years saw remarkable chang¬
es, especially in large metropolitan areas, there are still plentiful aspects
of economic and social life demanding profound reforms. Without them
there is little chance for stabilization of Russia's economic potential. Russia
constitutes a huge market, to an increasing degree open for entrepreneurs
and investors, especially from Europe. Further development of co-operation
between Russia and
EU will
be beneficial for both partners. Russia suffers
from the low rate of foreign investment, crucial for economic development,
while
EU
needs Russian raw materials, especially energy sources, which
are located close to
EU
borders. The establishment of such economic links
may, in turn, trigger further co-operation in political as well as socio-cul-
tural sphere, consolidating, as a consequence, bonds between the countries
of Western and Eastern Europe. Closer co-operation in Russia may also
strengthen EU's position in Eurasia.
Even though European Union, due to its more and more important
position in global relations, no doubt needs Russia, this partnership is trou¬
bled with problems that stem from divergent economic systems, traditions
of governance and, most significantly, different levels of economic devel¬
opment. This asymmetry will only increase as
EU
enlargement process
continues east-and southwards. Notably, the new members are, at pres¬
ent, mainly post-communist countries. They are in many ways, especially
in economic sphere, linked to Russia and other Eastern European states.
This results in multiple challenges for the region of Central and Eastern
Europe. The source of difficulties is common history and a number of un¬
solved problems in relations with Russia. At the same time, there is an
opportunity for common initiatives on the regional scale.
The book answers some of the questions stated above. It is, however,
author's subjective selection from the vast spectrum of problems connected
with Russian-EU relations. The research is focused on a number of areas.
In the opening chapter Russia is presented as EU's partner, with all the
dilemmas concerning Russia's place within the international framework.

entitled The Dilemmas of Russian-EU Dialogue, are vari¬
ous aspects of co-operation between Russia and
EU
Among them are the
beginnings of relations between the two sides, its legal basis (treaties and
agreements) and the economic interests of the two partners. Particular
problems analyzed in the book include Russia's role in the Northern Di¬
mension and the questions of European security (Around Russia-NATO
Relations). Chapter
3
is devoted to Russia's attitude to
EU
enlargement.
The key question is whether Russia perceives this process as a chance or
a threat? The chapter presents Russia's relations with Central and Eastern
European states, especially economic relations with the
EU in
the context
of Union's enlargement, and the role of Kaliningrad
Oblast.
Against this
background Polish-Russian relations are analyzed, especially their eco¬
nomic dimension. The concluding chapter, Russia-CIS Relations. Alternative
or Supplement For The European
Dialoguei,
looks at the structure of Com¬
monwealth of Independent States and Russia's place within the organization.
The research question is: can CIS area constitute a subsidiary territory for
Russian-Union relations?
The book is supplemented with annexes, containing a selection of docu¬
ments of the Russian-EU relations and the results of some sociological
surveys concerning Russians' perception of Europe, European Union and
Russia's role in the world.
