The nature of the contemporary idea of civil society
This introductory chapter presents main arguments and concepts that have been central to the con¬
temporary debate on civil society, Jt also aims at providing definitional clarification of the very con¬
cept of civil society, and discusses the reasons for its sudden revival in political and social theory over
twenty years ago. It is argued that civil society as a normative conception plays a vital role in speci¬
fying the conditions for the development of a well-functioning democratic order, since it requires
active and responsible participation of citizens in public life and calls for the virtues of civility and
trust. The development of flourishing civic spheres has become one of the major concerns of post-
communist democracies, though it is now evident that it is going to be a long-term process.

One of the more remarkable developments in the public and scholarly discourse of recent years has
undoubtedly been the renewed, widespread and enduring currency of the notion of civil society. Over
he last two decades or so, this term has made an entry into virtually every sphere concerned with the
current state and further prospects of contemporary societies and democracies. It has attracted schol¬
ars from a wide range of disciplines. Different ideological strands have discovered the usefulness of
civil society for their programmes.

unique as he put particular emphasis on

„religious responsibility undertaken in „the areas of freedom by every individual as well as whole
communities. Although he tended to identify some signs of the so-called „spiritual revolution in his
time, he was also certain that freedom building required ever-increasing efforts. Accordingly, he
argued for diverse civic initiatives understood ultimately as moral challenges that cannot be intro¬
duced immediately and from above.

be of great significance, and the fact is testified by The Times of London which has ranked him among
Britain s leading political thinkers and writers whose works have a world-wide importance . The
article summarizes and presents his theory of Civil Society. John Kcane s concept is focused on the
origin of Civil Society as well as the relationship between the Civil Society and the State and Democ¬
racy. He insists on the division and differences between Civil Society and the State and the economic
aspect of Civil Society. He compares and contrasts his views with that of other political thinkers
(o.g.
Granisci)
and judges them critically. John
Keane also
shows threats to Civil Society, such as violence.
One of the most brilliant concepts in his writings is that of Global Civil Society, which is also de¬
scribed in the article.

Civil society versus democracy
The study puts into question the feasibility of a rather common practice of associating the category of
„civil society exclusively with the democratic order and democratic self-organization of society
fighting against despotism. Instead, it is suggested to distinguish between two types of civil society
organizing itself (or being organized) within democratic or authoritarian cultural and political orders.
It is therefore the citizens activities (autonomous in the democratic order, subordinate in the authori¬
tarian one), not democracy, that sets apart the civil society from any other type, Particularly, we arc
dealing wilh civil society not only within liberal democracy, but also within the authoritarianism of
religious type and a number of development stages of totalitarian regimes.

The article discusses some models of religious beliefs and their influence on men and society, in
which they exists. A number of these are organized, religious, industrial, cybernetic, sub-industrial
beliefs on the basis of which civil society can be formed. The civil society will receive as much sense
and order as its citizens will be able to impart.

Main obstacles to the realisation of the idea of civil society
The article presents main obstacles to the development of civil society in Poland. Civil society is
defined as the so-called „third sector . Special attention has been given to the problems of politiciza-
tion and the exploitation of the concept of civil society for political ends. The analysis of the causes of
poor development of civil society led to the formulation of three basic types of obstacles. The first
type are short-term limitations, which may be called organizational and legal. The second category
includes obstacles the removal of which requires a considerable amount of time, the examples being
elimination of economic poverty or introduction of information and education initiatives. The last
group arc obstacles on the level of consciousness of individuals and of the social capital formation,
which may only be eliminated within the time span of a number of generations.

Development of the Civil Society in Poland after
1989
The paper focuses on the sociological approach in the analysis of the civil society. Within the ap¬
proach, the civil society is treated as a „community which aims at the common good. The first part
of the paper presents a classification of non-governmental organizations and the civic engagement in
Poland as compared to other European countries. The deficit of social capital is shown as one of the
causes of low civic engagement in Poland. The second part of the paper is based on the results of
research concerning the third sector; it presents the evolution and trends in the non-governmental
organizations, volunteerism and charity. The data indicate that the third sector is diversified and that it
bas
not found a firm footing in social consciousness. The third sector is perceived as „a functional
requirement , which results from the weakness of the government in the provision of social services.

Civil society in
Germany
The aim ofthis article is to briefly present the most important facts about the phenomenon of the civil
society with particular emphasis on the non-profit sector in Germany. The first part summarizes the
most important concepts related to this phenomenon which are used for its description. The second
part, based on varied recent empirical surveys, presents the condition of the non-profit sector in Ger¬
many. The article focuses upon different forms of engagement in diversified fields of the German
non-profit sector and the citizens motivation for involvement. Finally, the article identifies disparities
between the third sector in the western and eastern parts of Germany.

Non-profit sector as a factor involved in the civil society development in the Czech Republic and
Hungary after

The purpose of this study is an overview of the non-profit sector in the Czech Republic and Hungary
with a particular emphasis on the role of organizations constituting the sector in a civil society.
Firstly, the historical roots ofthis activity in both countries will be presented. In the second part we
will focus on the restraints put upon it in the period of socialism and the revival of non-profit organi¬
zations founded after the year
1989.
Moreover, we will indicate the differences in goals and tasks set
before such organizations in the Czech Republic and Hungary.

Civil society in Slovakia
The article discusses the current development stage of the civil society in Slovakia. Apart from crucial
historical conditions which contributed to the spread of the idea, also the issue of social minorities is
presented. The problems related to modern pathologies which surfaced in free and independent Slo¬
vakia are also discussed, among them: the increase in the rate of criminality, mafia organizations
emergence, clientelism etc, A detailed analysis has been conducted concerning the types of civil
society arrangements in Slovakia, stressing the predominance of two of these, i.e. religious organiza¬
tions and associations. Also workers unions, non-profit organizations, foundations and other organi¬
zations have been given due consideration. All organizations mentioned have been taken as an indi¬
cation of the development of civil society in Slovakia.

popular West European one. It presents the development of civil society over the centuries, especially

the formation of civil society in Ukraine after the collapse of the Soviet Union. It presents the set of

Poland. First, that civil society can be conceived of as a potential realm of freedom and creativity,

Civil society in
Germany
The aim ofthis article is to briefly present the most important facts about the phenomenon of the civil
society with particular emphasis on the non-profit sector in Germany. The first part summarizes the
most important concepts related to this phenomenon which are used for its description. The second
part, based on varied recent empirical surveys, presents the condition of the non-profit sector in Ger¬
many. The article focuses upon different forms of engagement in diversified fields of the German
non-profit sector and the citizens' motivation for involvement. Finally, the article identifies disparities
between the third sector in the western and eastern parts of Germany.

Non-profit sector as a factor involved in the civil society development in the Czech Republic and
Hungary after
1989
The purpose of this study is an overview of the non-profit sector in the Czech Republic and Hungary
with a particular emphasis on the role of organizations constituting the sector in a civil society.
Firstly, the historical roots ofthis activity in both countries will be presented. In the second part we
will focus on the restraints put upon it in the period of socialism and the revival of non-profit organi¬
zations founded after the year
1989.
Moreover, we will indicate the differences in goals and tasks set
before such organizations in the Czech Republic and Hungary.

Civil society in Slovakia
The article discusses the current development stage of the civil society in Slovakia. Apart from crucial
historical conditions which contributed to the spread of the idea, also the issue of social minorities is
presented. The problems related to modern pathologies which surfaced in free and independent Slo¬
vakia are also discussed, among them: the increase in the rate of criminality, mafia organizations
emergence, clientelism etc, A detailed analysis has been conducted concerning the types of civil
society arrangements in Slovakia, stressing the predominance of two of these, i.e. religious organiza¬
tions and associations. Also workers' unions, non-profit organizations, foundations and other organi¬
zations have been given due consideration. All organizations mentioned have been taken as an indi¬
cation of the development of civil society in Slovakia.

Civil society in Ukraine: a difficult road to freedom
The article concerns the creation of civil society in Ukraine which follows a different pattern from the
popular West European one. It presents the development of civil society over the centuries, especially
the return to its origins and the subsequent stages of the individual's enslavement by the state. The
process of subordinating the individual to a state has continued to the present. The article highlights
the formation of civil society in Ukraine after the collapse of the Soviet Union. It presents the set of
newly-fiedgcd organizations, and by doing so the process of the third sector formation.
