The general trend of political advertisements is still toward name-recall and
entertainment. Through such advertisements, one is entertained by the use of a senatorial
candidate s surname that sounds like a vegetable as he calls on the voters to plant him in the
Senate. Another senatorial candidate wants to be called the nation s brother, adopting for
himself the moniker
tol
(short for
utol,
a Filipino slang for brother).

Araña Arao,
Elections, Personality Politics and Mass Media
While it may appear that the regularity of electoral exercises was characterized by the two
parties alternating as the parry of government, the violence, corruption, and shirting
loyalties rendered the system exposed to, and in danger of, systemic collapse. The
authoritarian rule of Marcos ended the two-party system and this may be viewed as a way
whereby one faction of the elite tried to resolve the impasse often created by the two-party
system.
-
Francis A. Gealogo, History of Political Parties in the Philippines
Although the party-list system has provided a voice for the masses in Congress, this is
drowned out in an elite institution where laws and law-making are still tools for perpetrating
elite rule. Wheeling and dealing is still the hallmark of the moneyed and the powerful in
Congress.
-
Ely Manalansan, The Philippine Party list System: Opportunities, Limitations
and Prospects
The Supreme Court interpretation called the Panganiban Formula negates the principle
of proportional representation and this negation is due to the use of
2%
actual vote
threshold, the imposition of a 3-seat ceiling, and using the first party s additional seats and
its votes to compute the additional number of seats for those parties that qualified to obtain
a seat.

Felix P.
Muga,
II, The Negation of the Party-List System Law on the Principle of
Proportional Representation
For all its weaknesses, electoral democracy is too deeply entrenched in the consciousness
and political practices of the masses for it to be dismissed or taken lightly by progressives.
While struggling at all times to expand its full democratic possibilities, progressive leaders
and organizations must take it seriously as a legitimate gateway to political power.
-
Temario
С.
Rivera, The Crisis of Philippine Electoral Democracy
Political clans are the real political parties in Philippine society which have weathered
colonial powers and administrations. Today, the political clans and their political dynasties
are well entrenched in power. Democratic elections have put them in the national
government, in Congress and in local governments.
-
Roland Simbulan, Contemporary
Politics in the Philippines: The Configuration of Post-Edsa I Political Parties
The party-list system is a product of elite politics. In another perspective, it was created to
prolong elite politics. Groups that are intent on engaging in the party-list politics will need
to do so, aware that it would take painstaking struggles
