FADIL HOXHA, A LIFE DEVOTED
TO HIS HOMELAND
Commemorative academy dedicated to the fifth anniversary
of death of Fadil Hoxha
Ladies and gentlemen,
Honored guests
We are gathered here on this occasion to commemorate the
respectful figure of the martial strategist
-
Fadil Hoxlia and to honor his
great deeds and his life dedicated to his homeland, his multifarious
activity as a talented commander of the general headquarters of the
National Liberation Army of
Kosova,
and his figure of the statesman
and distinguished patriot who became a legend in his own life.
Fadil Hoxlia was one of the outstanding personalities who joined
the anti-fascist anglO-american-russian bloc to fight vigorously for
liberation from
nazi
fascism. On this occasion we seize the opportunity
to express our gratitude to the great allies England, United States and
Russia for their support. The first two have helped
Kosova
during the
war against Milosheviq s Serbia as wen.
Due to the war of
Kosovar
partisans, led by their commander
Fadil Hoxha, the
Kosovar
Albanians did not go through the fate of
their brothers in 70-s of the
XIX
century, who were expelled form their
territories in Sandjak of Nish by the Serbian forces, that of the Cams in
Northen Greece and the deportation of over
10
million Germans from
Shlezia, Krakow and that of follcdenchers from
Vojvodina.
When Miladin Popoviq took the lead of the communist party of
Yugoslavia for
Kosova
and Dukagjin there began a variety of cruel
actions against the Albanians. Miladin Popoviq was an aggressive anti-
Albanian. By that time Fadil Hoxlia was dismissed from the post of the

Executive
Headquarters commander, then it took place the Tivar
massacre followed by the war in Drenica. Since that time Fadil Hoxha
was suspected and attacked by the Serbian policy, especially after
1945
and up to 60-s and again after
1981.
Belgrade gave him the epithet of
a separatist, which was never ceased. Meanwhile he was qualified as
head of the Albanian separatism.
Fadil Hoxha was one of the most distinguished figures in the
Yugosllav Federation. As stated beforehand he was one of the leaders
shaped in the World War II who reached at the top of the power in
Tito s time, after Tito s death it begins Fadil s fall, when was even
threatened with arrest. Such threats of the Serbian and Yugoslav police
were also practiced in earlier times, as the publications will show,
starting from the Conference of
Bujan
up to the end of the war in
Kosova.
The period from the Plenum of Briones to the beginning of
80-s makes an exception in this case.
After the Albanians were made a prime target for all the troubles
in Yugoslav Federation, Fadil Hoxha will be treated, not only by
propaganda but also by the policy and the Serbian politicians, as an
instigator, organizer and even the main cause of all evils coming for
decades. They demanded to give up not only his progressive views, but
also the decrees of
Kosovar
government approved from the period of
National Liberation War to the beginning of the jeopardy of Yugoslav
Federation.
Against him were published hundreds of newspaper pages, a lot
of books and the Serbian campaign did not cease till the end of the war
in
Kosova.
His Serbian critics had their obvious intentions: to destroy
the personality to which was based almost the half-century history of
Kosova,
to wipe out the traces of history, the historic memory, then the
values that legitimize the right of Albanians to live and to administrate
their fate in their land. Fadil Hoxha had stated orally and in written:
We are at home .
I want to remind the honored audience about Fadil Hoxha s great
contribution made to the advancement of the constitutional status of
Kosova,
which was a matter of great importance, and to many other
fields of life, such as education, science, and culture. As it is known, at
first,
Kosova
had its most superior legal Act, the Statute, and in
1968
gained the Constitutional Law, and finally in
1974
it came by the

Constitution. Fadil Hoxha,
being in the attribute of Head of
Kosova
Assembly and at the same time as Head of the Commission for
Constitution Amendments, he had met Tito, in person to ask him that
Kosova
become a unit equal to other Republics, i.e. to gain the status
of the Republic. Then, Tito had stated that
This would be difficult as
the Serbs can be major obstacle to achieving this goal, but in this phase
of modifications, the constitutional status of
Kosova
will be improved
as one of the eighth equal units of the Federal Yugoslavia, thus, later
,
in the next phase, it would be achieved easier .
Honoured and respected Ladies and Gentlemen,
At the Second Meeting of
AVNOJ
(KAÇKJ)
(
Anti
fascist
Council for National Liberation of Yugosllavia), the Communist Party
of Yugosllavia (CPY) threw off the mask and announced the Federative
Yugoslavia, in which the ethnic Albanians living in their own land, were
left again under the
Serbo
—
Slavic domination.
Under the such circumstances, the demoralized partisan leaders of
Kosova
gathered at the Conference of
Bujan.
The name of Fadil Hoxha
who was a remarkable figure of
LANÇK
(
Anti
fascist Council for
National Liberation of
Kosova)
is tightly connected with a lot of events
from our history.
One of the
gratest
even current events, is obviously the
Conference of
Bujan;
Fadil Hoxha was not only the
inspirer but
also the
direct organizer of it. It was held to oppose the resolutions of the
Second Meeting of
AVNOJ,
when they expressed their disagreements
with Tito s resolutions and those of the General Headquarters of CPY.
Resolutions of the Conference of
Bujan
were followed by the well-
known campaign of the CPY leaders
ofthat
time, against the
Kosovar
leadership and the pressure to devalue the adopted resolutions. It
s
worth to mention another event in
1984
when Fadil Hoxha had to react
in on a report of the Presidency of H.Q. of CPY of the Conference of
Bujan.
As it is known, the Anti-fascist Liberation war in
Kosova
was
seriously organized and conducted by the
Kosovar
leadership, thus Fadil
Hoxlia has in no way addressed the Supreme Headquarters of NLA of
YU or Tito as a Supreme Commander, nor the H.Q. of Serbia. He
never reported to them about the military and political situation in
Kosova.

Meanwhile, the contacts with the H.Q. of the National-
Liberation Army of Albania
(UNÇ)
were quite frequent. On the other
side, he has resolutely left out the notion of Yugoslavia, as the Albanians
disliked it!
Thus, the Anti-fascist National- Liberation Movement of
Kosova
aimed to proclaim its independence apart from the Serbian and
Yugosllav military and political structures and institutions. At this point
begins the origin of Kosova s independence and the discontent of the
hegemonic Serbian circles with die Conference of
Bujan
and its
organizer Fadil Hoxha. The Resolution of
Bujan
was a very brave,
patriotic and far-sighted act.
Respected Ladies and Gentlemen,
Among the numerous misdeeds of the ill-famed UDB
(Department of Interior) in
Kosova,
with no doubt the most severe
was Damned Process of Prizren which occurred in
1956.
The aim of
this process was the beginning of liquidation of the Albanian cadres.
After the Plenum of Briones, the Executive Committee of
Kosova,
based on Conclusions of the Provincial Assembly in February
1968
had
proclaimed that The Process of Prizren was false and fabricated, so
that the working materials of this judicial process were gatibered and
annulled as UDB s machinations.
Members of the State Security were engaged in providing
necessary arguments against the major part of political state cadres of
ethnic Albanians. In this process they used illegal and forbidden
methods against the defendants in order to discredit them, and to
instigate mistrust between different nationalities of
Kosova.
The main purpose of this process was the liquidation of Albanian
leadership, first of all, of Fadil Hoxha and his comrades who were
nationally active and opposed to Serbian nationalism. These cadres
stood accused of conspirancy with the Albanian Secret Security.
Ladies and Gentlemen,
A vulgar or at least non-ethical book Conflicts in
Kosova
written
by the pseudo-intellectual Spasoje Gjakoviq, the former chief of the ill-
named OZNA (Security Department) of
Kosova
was an attack against
Fadil Hoxha as the most distinguished leader in war and peace. It was
a pamphlet full of fabrications and insulting false accusations that did

not correspond to reality at all. They were well-lcnown trite stories
about Fadil Hoxha s doing and wrongdoings fabricated by the Serb
nationalists led by S.Gjakoviq and
Milija
Kovaqeviq, two masters of
evil and intelligence service and inspired by the
complotist
conclusions
of a prearranged conference with former Serb warriors from
Kosovar
brigades, who lived in Belgrade. Those conclusions were reprinted as
an annex to the mentioned book.
Relevant to these imaginary banal and incredible accusations
coming with a long delay, it comes a logical question: why S.Gjakoviq
and M.Kovaqeviq had to wait for

decades after the war to discover
Fadil Hoxha as head of the Albanian irredentism, although they were
collaborating with him for years. Those two, as well as the others, were
phantom representatives whose task was: Let s catch the leadership of
Albanian irredentism, not the tail .
Contributions from
Duga , Nin , Politika Ekspres
etc. about
Fadil Hoxha, were simply tasteless speculations . Chauvinist Serbian
Circles have fabricated the incredible thesis: Serb nationalism is not
dangerous while the Albanian nationalism is a great threat so it must
be fought without mercy. At that time, about the Serb nationalism was
discussed in general terms only, and they took no measures. Serbs kept
to the thesis that there cannot be any comparison between Albanian
and Serb Nationalism in
Kosova.
Thus, in spite of the worldly accepted
evaluations, even by the former
CLY
(Communist League of YU), that
there is no nationalism to be proclaimed as
non
dangerous.
In May
1998,
the Presidency of Veterans Association of
LANÇ
has published
a communiqué
by which they not only acknowledge but
also accept the glorious
Kosova
Liberation Army-KLA
(UÇK),
as a very
important factor. We still remember the unforgettable Fadil Hoxha s
statement: If I were young, I would again put on the green-hide shoes,
to join
KLA .
After the end of war, the Association of Veterans of
LANÇ,
have often contacted the leadership of
KLA.
The latter ones have
declared that
the war they fought is considered as a sequel of the
LNÇ(NLW)
and other national liberation wars of former times .
Ladies and Gentlemen, respected guests,
Fadil Hoxha was born on
15
May
1916
in Gjakova, where he
grew up. In this place of the
rieh
patriotic tradition was shaped Fadil
Hoxha, the hero of
Kosovar
Albanians.

Gj
alcova,
a town by the river Erenik and with Krena in the middle,
has continually grown up boys and girls endowed with nobility,
patriotism and proud soul, who shed their blood for the freedom,
giving to Gjakova honor and fame on the altar of national pride.
A man lives and dies only once. But some people never die, as
they are immortal. So was Fadil Hoxha
,
who followed the spirit of
Renaissance figures. He was distinguished intellectual, a military
strategist and a talented statesman. Ha was an example of courage
nation wide and of man s resistance. His life was that of an idealist, a
leader who never abused his posts. Above all he maintained his dignity
and loyalty towards patriotic ideals, although being in a very
complicated political milieu and in the face of a cruel attitude of the
Serb and Yugoslav authorities.
On this anniversary, it is necessary to commemorate the dreadful
Calvary that Fadil Hoxha had to go through after the youth and
people s demonstrations, which came as a reward for the brave,
unyielding warrior, and for the glorious commander of
LANÇ
(ANLW). After being accused for indoctrination of
Kosovar
youth, he
was struck by the Damoclean sword, followed by an interminable chain
of debates, polemics and swearing, which were stoically withstood by
Fadil Hoxha.
His modesty was a gift from Mother nature, which gives a
selective evaluation in society and enriches a man s life. This virtue was
present in all his life. He was a man of word and honour, a trustful and
canon man.
Perhaps,
s.o.
could think I have exceeded the dose of evaluation
of Fadil Hoxha s personality, which obviously happens in such
occasions. In contrary, I say that because of the limited time, a lot of
aspects were left untouched.
Honoured and respected Ladies and Gentlemen,
When commemorating Fadil Hoxha we honour our nation and
the history. Thus, we deeply gratify his figure for his glorious act
devoted to our homeland.

Vojvodina.
When Miladin Popoviq took the lead of the communist party of
Yugoslavia for
Kosova
and Dukagjin there began a variety of cruel
actions against the Albanians. Miladin Popoviq was an aggressive anti-
Albanian. By that time Fadil Hoxlia was dismissed from the post of the

Executive
Headquarters commander, then it took place the Tivar
massacre followed by the war in Drenica. Since that time Fadil Hoxha
was suspected and attacked by the Serbian policy, especially after
1945
and up to 60-s and again after
1981.
Belgrade gave him the epithet of
a separatist, which was never ceased. Meanwhile he was qualified as
head of the Albanian separatism.
Fadil Hoxha was one of the most distinguished figures in the
Yugosllav Federation. As stated beforehand he was one of the leaders
shaped in the World War II who reached at the top of the power in
Tito's time, after Tito's death it begins Fadil's fall, when was even
threatened with arrest. Such threats of the Serbian and Yugoslav police
were also practiced in earlier times, as the publications will show,
starting from the Conference of
Bujan
up to the end of the war in
Kosova.
The period from the Plenum of Briones to the beginning of
80-s makes an exception in this case.
After the Albanians were made a prime target for all the troubles
in Yugoslav Federation, Fadil Hoxha will be treated, not only by
propaganda but also by the policy and the Serbian politicians, as an
instigator, organizer and even the main cause of all evils coming for
decades. They demanded to give up not only his progressive views, but
also the decrees of
Kosovar
government approved from the period of
National Liberation War to the beginning of the jeopardy of Yugoslav
Federation.
Against him were published hundreds of newspaper pages, a lot
of books and the Serbian campaign did not cease till the end of the war
in
Kosova.
His Serbian critics had their obvious intentions: to destroy
the personality to which was based almost the half-century history of
Kosova,
to wipe out the traces of history, the historic memory, then the
values that legitimize the right of Albanians to live and to administrate
their fate in their land. Fadil Hoxha had stated orally and'in written:
'
We are at home'.
I want to remind the honored audience about Fadil Hoxha's great
contribution made to the advancement of the constitutional status of
Kosova,
which was a matter of great importance, and to many other
fields of life, such as education, science, and culture. As it is known, at
first,
Kosova
had its most superior legal Act, the Statute, and in
1968
gained the Constitutional Law, and finally in
1974
it came by the

Constitution. Fadil Hoxha,
being in the attribute of Head of
Kosova
Assembly and at the same time as Head of the Commission for
Constitution Amendments, he had met Tito, in person to ask him that
Kosova
become a unit equal to other Republics, i.e. to gain the status
of the Republic. Then, Tito had stated that
'
This would be difficult as
the Serbs can be major obstacle to achieving this goal, but in this phase
of modifications, the constitutional status of
Kosova
will be improved
as one of the eighth equal units of the Federal Yugoslavia, thus, later
,
in the next phase, it would be achieved easier'.
Honoured and respected Ladies and Gentlemen,
At the Second Meeting of
AVNOJ
(KAÇKJ)
(
Anti
fascist
Council for National Liberation of Yugosllavia), the Communist Party
of Yugosllavia (CPY) threw off the mask and announced the Federative
Yugoslavia, in which the ethnic Albanians living in their own land, were
left again under the
Serbo
—
Slavic domination.
Under the such circumstances, the demoralized partisan leaders of
Kosova
gathered at the Conference of
Bujan.
The name of Fadil Hoxha
who was a remarkable figure of
LANÇK
(
Anti
fascist Council for
National Liberation of
Kosova)
is tightly connected with a lot of events
from our history.
One of the
gratest
even current events, is obviously the
Conference of
Bujan;
Fadil Hoxha was not only the
inspirer but
also the
direct organizer of it. It was held to oppose the resolutions of the
Second Meeting of
AVNOJ,
when they expressed their disagreements
with Tito's resolutions and those of the General Headquarters of CPY.
Resolutions of the Conference of
Bujan
were followed by the well-
known campaign of the CPY leaders
ofthat
time, against the
Kosovar
leadership and the pressure to devalue the adopted resolutions. It'
s
worth to mention another event in
1984
when Fadil Hoxha had to react
in on a report of the Presidency of H.Q. of CPY of the Conference of
Bujan.
As it is known, the Anti-fascist Liberation war in
Kosova
was
seriously organized and conducted by the
Kosovar
leadership, thus Fadil
Hoxlia has in no way addressed the Supreme Headquarters of NLA of
YU or Tito as a Supreme Commander, nor the H.Q. of Serbia. He
never reported to them about the military and political situation in
Kosova.

Meanwhile, the contacts with the H.Q. of the National-
Liberation Army of Albania
(UNÇ)
were quite frequent. On the other
side, he has resolutely left out the notion of Yugoslavia, as the Albanians
disliked it!
Thus, the Anti-fascist National- Liberation Movement of
Kosova
aimed to proclaim its independence apart from the Serbian and
Yugosllav military and political structures and institutions. At this point
begins the origin of Kosova's independence and the discontent of the
hegemonic Serbian circles with die Conference of
Bujan
and its
organizer Fadil Hoxha. The Resolution of
Bujan
was a very brave,
patriotic and far-sighted act.
Respected Ladies and Gentlemen,
Among the numerous misdeeds of the ill-famed UDB
(Department of Interior) in
Kosova,
with no doubt the most severe
was 'Damned Process of Prizren" which occurred in
1956.
The aim of
this process was the beginning of liquidation of the Albanian cadres.
After the Plenum of Briones, the Executive Committee of
Kosova,
based on Conclusions of the Provincial Assembly in February
1968
had
proclaimed that 'The Process of Prizren" was false and fabricated, so
that the working materials of this judicial process were gatibered and
annulled as UDB's machinations.
Members of the State Security were engaged in providing
necessary arguments against the major part of political state cadres of
ethnic Albanians. In this process they used illegal and forbidden
methods against the defendants in order to discredit them, and to
instigate mistrust between different nationalities of
Kosova.
The main purpose of this process was the liquidation of Albanian
leadership, first of all, of Fadil Hoxha and his comrades who were
nationally active and opposed to Serbian nationalism. These cadres
stood accused of conspirancy with the Albanian Secret Security.
Ladies and Gentlemen,
A vulgar or at least non-ethical book 'Conflicts in
Kosova'
written
by the pseudo-intellectual Spasoje Gjakoviq, the former chief of the ill-
named OZNA (Security Department) of
Kosova
was an attack against
Fadil Hoxha as the most distinguished leader in war and peace. It was
a pamphlet full of fabrications and insulting false accusations that did

not correspond to reality at all. They were well-lcnown trite stories
about Fadil Hoxha's doing and wrongdoings fabricated by the Serb
nationalists led by S.Gjakoviq and
Milija
Kovaqeviq, two masters of
evil and 'intelligence service' and inspired by the
complotist
conclusions
of a prearranged conference with former Serb warriors from
Kosovar
brigades, who lived in Belgrade. Those 'conclusions' were reprinted as
an annex to the mentioned book.
Relevant to these imaginary banal and incredible accusations
coming with a long delay, it comes a logical question: why S.Gjakoviq
and M.Kovaqeviq had to wait for

decades after the war to 'discover'
Fadil Hoxha as head of the Albanian irredentism, although they were
collaborating with him for years. Those two, as well as the others, were
phantom representatives whose task was: 'Let's catch the leadership of
Albanian irredentism, not the tail'.
Contributions from
'Duga', 'Nin', 'Politika Ekspres'
etc. about
Fadil Hoxha, were simply 'tasteless speculations'. Chauvinist Serbian
Circles have fabricated the incredible thesis: 'Serb nationalism is not
dangerous' while 'the Albanian nationalism is a great threat' so it must
be fought without mercy. At that time, about the Serb nationalism was
discussed in general terms only, and they took no measures. Serbs kept
to the thesis that there cannot be any comparison between Albanian
and Serb Nationalism in
Kosova.
Thus, in spite of the worldly accepted
evaluations, even by the former
CLY
(Communist League of YU), that
there is no nationalism to be proclaimed as
non
dangerous.
In May
1998,
the Presidency of Veterans Association of
LANÇ
has published
a communiqué
by which they not only acknowledge but
also accept the glorious
Kosova
Liberation Army-KLA
(UÇK),
as a very
important factor. We still remember the unforgettable Fadil Hoxha's
statement: 'If I were young, I would again put on the green-hide shoes,
to join
KLA'.
After the end of war, the Association of Veterans of
LANÇ,
have often contacted the leadership of
KLA.
The latter ones have
declared that
'
the war they fought is considered as a sequel of the
LNÇ(NLW)
and other national liberation wars of former times'.
Ladies and Gentlemen, respected guests,
Fadil Hoxha was born on
15
May
1916
in Gjakova, where he
grew up. In this place of the
rieh
patriotic tradition was shaped Fadil
Hoxha, the hero of
Kosovar
Albanians.

Gj
alcova,
a town by the river Erenik and with Krena in the middle,
has continually grown up boys and girls endowed with nobility,
patriotism and proud soul, who shed their blood for the freedom,
giving to Gjakova honor and fame on the altar of national pride.
A man lives and dies only once. But some people never die, as
they are immortal. So was Fadil Hoxha
,
who followed the spirit of
Renaissance figures. He was distinguished intellectual, a military
strategist and a talented statesman. Ha was an example of courage
nation wide and of man's resistance. His life was that of an idealist, a
leader who never abused his posts. Above all he maintained his dignity
and loyalty towards patriotic ideals, although being in a very
complicated political milieu and in the face of a cruel attitude of the
Serb and Yugoslav authorities.
On this anniversary, it is necessary to commemorate the dreadful
Calvary that Fadil Hoxha had to go through after the youth and
people's demonstrations, which came as a "reward" for the brave,
unyielding warrior, and for the glorious commander of
LANÇ
(ANLW). After being accused for indoctrination of
Kosovar
youth, he
was struck by the Damoclean sword, followed by an interminable chain
of debates, polemics and swearing, which were stoically withstood by
Fadil Hoxha.
His modesty was a gift from Mother nature, which gives a
selective evaluation in society and enriches a man's life. This virtue was
present in all his life. He was a man of word and honour, a trustful and
canon man.
Perhaps,
s.o.
could think I have exceeded the dose of evaluation
of Fadil Hoxha's personality, which obviously happens in such
occasions. In contrary, I say that because of the limited time, a lot of
aspects were left untouched.

When commemorating Fadil Hoxha we honour our nation and
the history. Thus, we deeply gratify his figure for his glorious act
devoted to our homeland.
