1944-1949.
SUMMARY
The communist revolutions in Yugoslavia and Bulgaria towards the end of
the Second World War caused radical changes in the relations between the two
countries. The fact that both countries became a part of the Soviet block required
close cooperation between Bulgaria and Yugoslavia in spite of the Bulgarian role
in the occupation of the eastern parts of Yugoslavia during the Second World
War. The agreement on cooperation between the Yugoslav partisans and the Bul¬
garian army signed on

October
1944
was a clear indication of reconciliation
between Bulgaria and Yugoslavia. The participation of the Bulgarian army in the
operations in Yugoslavia helped the actions of the Yugoslav partisans in the final
stage of the war in Yugoslavia and contributed to countering Bulgaria's negative
image. Nevertheless, a number of incidents during the military operations of
the Bulgarian army in Yugoslavia from autumn
1944
to spring
1945
as well as
different evaluations of the Bulgarian role in the liberation of Yugoslavia de¬
monstrated the limitations of the Yugoslav-Bulgarian rapprochement in the final
phase of the Second World War.
Since the beginning of
1945
Bulgaria contributed to the normalization of
its relations with Yugoslavia by giving Yugoslavia financial, military and huma¬
nitarian assistance. In addition, the Bulgarian government provided accommo¬
dation for approximately eleven thousand children from Yugoslavia during
1945.
Tito's regime "returned the favour" a year later by supporting Bulgaria at the
Peace Conference in Paris.
The most controversial issue in Yugoslav-Bulgarian relations between
1944
and
1945
was the negotiations on creating the Yugoslav-Bulgarian federation.
The project failed due to American and British reluctance to allow the creation of
a powerful Soviet satellite state in South Eastern Europe. In addition, the negotia¬
tions were hampered by different attitudes of Bulgarian and Yugoslav regimes
towards the structure of the Yugoslav-Bulgarian federation. The Bulgarian lea¬
dership rejected the Yugoslav plans to include Bulgaria in the Yugoslav federation
as the seventh Yugoslav state. As opposed to the Yugoslav projects, the Bulgarians
insisted on dual structure of the Yugoslav-Bulgarian federation.
The normalization of Yugoslav-Bulgarian relations reached its peak in the
second half of
1947.
The Tito-Dimitrov summits in Bled and Euxinograd resul¬
ted in signing the Treaty of Friendship, Cooperation and Mutual Assistance and
several other bilateral agreements. The crisis in Yugoslav-Bulgarian relations be-

came obvious a few months after the Yugoslav-Bulgarian conference in Novem¬
ber
1947
in Euxinograd (Bulgaria). Despite the improvement of the relations
between the two countries, the ambitious plan for creation of the Yugoslav-Bul¬
garian federation, initiated by the Soviet Union, failed again. Tito's regime re¬
jected suggested creation of the big South Slavic state, which was perceived as a
potential threat to the sovereignty of Yugoslavia.
The improvement of the political relations affected also cultural and eco¬
nomic cooperation between Yugoslavia and Bulgaria. The Convention on Cul¬
tural and Academic Relations between Yugoslavia and Bulgaria was signed in
May
1947.
The ambitious plans for improving economic cooperation between
the two countries were discussed at the conference held in Bled (Yugoslavia)
from
30
July to
1
August
1947.
Following the signing of the agreement on Yu¬
goslav-Bulgarian economic cooperation (on
1
August
1947)
the governments
of Yugoslavia and Bulgaria founded several joint commissions entrusted with
improving economic cooperation between the two countries in different sectors
of economy such as industry and agriculture. However, the plans for large-scale
economic cooperation between Yugoslavia and Bulgaria failed the following year
as a result of the Resolution of the Cominform in June
1948
and the Yugoslav
conflict with the Soviet Union and other Cominform member states.
In the course of improving political relations with Yugoslavia the govern¬
ment of Bulgaria modified its policy in
Pirin
Macedonia, tolerating Macedonian
cultural propaganda in that part of Bulgaria. The Bulgarian regime allowed free
distribution of books and newspapers in Macedonian language in
Pirin
Macedo¬
nia and academic exchange between
Pirin
Macedonia and the People's Republic
of Macedonia. In addition, the Bulgarian regime agreed to introduce Macedonian
language in schools in
Pirin
Macedonia.
The Cominform Resolution, which was adopted at the Cominform confe¬
rence in Bucharest and made public on
28
June
1948,
led to almost immediate de¬
terioration of Yugoslav-Bulgarian relations. The unwillingness of Tito's regime
to comply fully with the Soviet guidelines, both in foreign and domestic policy,
resulted in conflict between the Yugoslav Communist leadership and the Soviets.
The propaganda campaign against the Yugoslav regime launched by the Soviet
Union and supported by all Cominform member states in summer
1948
as well
as political and economic pressure on Yugoslavia aimed at removing its disloyal
leaders from power. As a result, Yugoslavia was expelled from the Soviet block.
As Bulgarian communist leaders followed the policy of the Soviet Union and its
allies towards the Communist Party of Yugoslavia, political, economic and cul¬
tural relations between the two countries were disrupted.
A clear indication of deterioration of Yugoslav-Bulgarian relations after the
Cominform Resolution was a radical change of the Bulgarian policy towards
Pirin
Macedonia. Following the decision of the
XVI
plenum of the Bulgarian Workers'
Party in July
1948
the Bulgarian regime closed the Macedonian bookstores in
Pirin
Macedonia and obstracted the activities of the Macedonian teachers in that

Bulgarian province. At the same time the Bulgarian press launched a propaganda
campaign against Yugoslavia, denouncing its leaders as traitors, who joined the
"imperialist camp". Yugoslav-Bulgarian propaganda war escalated during the tri¬
al against prominent Bulgarian communist leader Traicho Rostov in late
1949.
Another consequence of the conflict between Bulgaria and Yugoslavia was
tense situation on the Yugoslav-Bulgarian border. A number of border incidents
resulted in casualties on both sides. Victims of the Yugoslav-Bulgarian conflict
after the resolution of the Cominform were also Bulgarian citizens in Yugoslavia
as well as Yugoslav nationals (students, diplomats etc.) in Bulgaria, who were
ruthlessly repressed by both Yugoslav and Bulgarian secret services.
