The present volume is the result of a conference held on the 25 11 anniversary of
The Polish-Czech-Slovak Solidarity at National
Ossoliński
Institute, Wroclaw,
October 7ih-8ih,
2006.
The aim was to provide a forum within which the participants could try to
explain the phenomenon of the transfrontier cooperation between many oppo-
sitional organizations that was thriving in spite of the isolationistic policy of the
communist governments in each of these countries. This policy contradicted the
declarative fraternal friendship in socialist family of nations . As

Piotrowski writes in the preface, During the meeting in the mountains
with our Czech and Slovakian friends we joked that we are redefining the devalued
slogan: »Proletarians of all countries, unite!«

A truly far-fetched doctrinal
complication worthy of literary specialties of both neighbouring nations (Polish
sense of absurdity and Czech derisiveness), but the aim of this conference was
rather to preserve the essence of the phenomenon that in time can become in¬
conceivable mostly for young, untouched by totalitarianism people from Poland,
Czech Republic, and Slovakia.
First section of the conference, that is presented in the second chapter of
the book entitled Internationale of dissidents , was dedicated to more general
matters of cooperation between oppositional social organizations operating in
Central European socialist countries. In their lectures all authors present diversi¬
fied situation of countries incorporated into seemingly uniform political block.
One of the speeches in this section was given by

the Member of
European Parliament. Besides of some historical matters it deals with a subject
of anti-totalitarian opposition s experience and its desirable results for formation
of new Europe.
The following, third chapter of the book gives specific examples of the coopera¬
tion between oppositional organizations, presenting them in the historical and
structural context, and demonstrating two approaches: territorial (shown in the
motifs of The Giant Mountains, The Eastern Sudetes Mtns., and The Beskids) as
well as factual. As a result, we get various accounts of: operation of independent
information agency, translating activities, transferring goods over the green border,
and how these activities were investigated by Czechoslovakian security force, and
finally the report about the prelude of The Velvet Revolution

Chapter IV entitled Good practices of cooperation in Polish-Czech border¬
land areas is essentially a continuation of the previous one. Here reflections of
more general nature arising from lecturers experience in transfrontier coopera¬
tion intertwine with historical details e.g. recollection of the legendary character

Over ten years experience in operating in the new system of government re¬
sulted in new considerations as well as specific forms of cooperation. Chapter V
of this volume is entitled Civil diplomacy- regional cooperation and consists
of papers discussing example solutions that can by applied in subjects relations
e.g. National
Ossoliński
Institute with V. Stefanyk Lviv Scientific Library of the
National Academy of Sciences of Ukraine, and implementation of various
EU
programs like: INTERREG and European Territorial Cooperation.
Transfer of this solidarity, instilled in the days of The Polish-Czech-Slovak
Solidarity, to the non-democratic societies of Eastern Europe and Central Asia
is also mentioned here. In this context lecturers speak of the support given by
their countries and of supranational organizations operating in this field e.g. NED
(National Endowment for Democracy) and International
Visegrad
Fund.
Both days of the conference concluded with discussion panels, almost veristic
description of which can be found at the end of chapters III and V. For a researcher
of the history of The Polish-Czech-Slovak Solidarity this panels can be an inter¬
esting supplement of the matters presented in the lectures, but sometimes they
are a vivid revision taking place ad hoc during the debates

was dominated by the problem of Belorussian opposi¬
tion fighting for democracy.

rather to preserve the essence of the phenomenon that in time can become in¬
conceivable mostly for young, untouched by totalitarianism people from Poland,
Czech Republic, and Slovakia.
First section of the conference, that is presented in the second chapter of
the book entitled "Internationale of dissidents", was dedicated to more general
matters of cooperation between oppositional social organizations operating in
Central European socialist countries. In their lectures all authors present diversi¬
fied situation of countries incorporated into seemingly uniform political block.
One of the speeches in this section was given by
Józef Pinior
-
the Member of
European Parliament. Besides of some historical matters it deals with a subject
of anti-totalitarian opposition's experience and its desirable results for formation
of new Europe.
The following, third chapter of the book gives specific examples of the coopera¬
tion between oppositional organizations, presenting them in the historical and
structural context, and demonstrating two approaches: territorial (shown in the
motifs of The Giant Mountains, The Eastern Sudetes Mtns., and The Beskids) as
well as factual. As a result, we get various accounts of: operation of independent
information agency, translating activities, transferring goods over the green border,
and how these activities were investigated by Czechoslovakian security force, and
finally the report about the prelude of The "Velvet Revolution"

Chapter IV entitled "Good practices of cooperation in Polish-Czech border¬
land areas" is essentially a continuation of the previous one. Here reflections of
more general nature arising from lecturers' experience in transfrontier coopera¬
tion intertwine with historical details e.g. recollection of the legendary character

"Kruszynka".
Over ten years experience in operating in the new system of government re¬
sulted in new considerations as well as specific forms of cooperation. Chapter V
of this volume is entitled "Civil diplomacy- regional cooperation" and consists
of papers discussing example solutions that can by applied in subjects' relations
e.g. National
Ossoliński
Institute with V. Stefanyk Lviv Scientific Library of the
National Academy of Sciences of Ukraine, and implementation of various
EU
programs like: INTERREG and European Territorial Cooperation.
Transfer of this solidarity, instilled in the days of The Polish-Czech-Slovak
Solidarity, to the non-democratic societies of Eastern Europe and Central Asia
is also mentioned here. In this context lecturers speak of the support given by
their countries and of supranational organizations operating in this field e.g. NED
(National Endowment for Democracy) and International
Visegrad
Fund.
Both days of the conference concluded with discussion panels, almost veristic
description of which can be found at the end of chapters III and V. For a researcher
of the history of The Polish-Czech-Slovak Solidarity this panels can be an inter¬
esting supplement of the matters presented in the lectures, but sometimes they
are a vivid revision taking place ad hoc during the debates

banner of "Cooperation between Polish and Czechoslovakian opposition in the
memories of its participants". The second panel

"The future of democracy in
Central-Eastern Europe"

was dominated by the problem of Belorussian opposi¬
tion fighting for democracy.
The book is concluded with a presentation of lecturers, organizers, sponsors
and partners of the jubilee celebrations.
