he years
1504-1507
saw a reform of the Chancery offices which, to a large ex¬
tent, was a kind of codification of the practice intensified in the decline of the
Middle Ages. The existence of two offices of the Chancellor and Deputy Chan¬
cellor, both of equal competence, was sanctioned. The officers were made responsible
more to the law than to the king, therefore their state character was guaranteed. Prerog¬
ative to refuse notarization of any documents against the law placed them on a strong
position towards the monarch, while the functioning of these two equal officers gave the
king a chance to maneuver between the sealers. The strong position of the Chancellors
was reinforced by the requirement that their nomination should be preceded by consul¬
tation between the king and senators. The reform underlined and strengthened the sec¬
ular character of the state. One of the sealers had to be a clergyman, the other a secular
person. The changes introduced definitely formed the Chancery offices.
At the turn of the Middle Ages and Early Modern Age the importance and number
of the royal scribes increased. Wider extent of their administrative and, consequently,
chancellery tasks made it necessary to preserve a post of unspecialized scribe, who would
be used for various purposes. However, the same process of increase and complication
of tasks resulted in the process of specialization of the royal scribes, particularly in such
demanding areas as justice, military issues and finances. This could even have led to the
formation of chanceries separate from the royal one. Foreign policy and also internal ad¬
ministration remained the domain of the unspecialized scribes.
In the years
1507-1509
among the royal scribes a specialized office of the field scribe
developed. He was responsible for the financial attendance at the mercenaries serving in
the Polish south east lands. Functions performed before by different royal scribes or even
Deputy Chancellor s scribes were gathered in hands of only one clerk. There are some
factors which allow a statement that since the beginning the field scribe had an appara¬
tus of the scribes of the lower rank, and so the chancery of the field scribe was forming.
The reforms of finances in the years
1504-1515
led at the beginning, before
1510,
to
increase in the Royal Chancery s workload with financial tasks. The next year, when the

position of the Treasurer was held by
Andrzej
Koœcielecki,
the idea of a separate chan¬
cery of the treasure prevailed. The new chancery relieved the Royal Chancery led by the
Chancellor and Deputy Chancellor. However, support for the treasure s chancery espe¬
cially from the royal secretaries was not over at least to the end of the 16th century.
It was
1507
when the statute of the
Sejm
created the office of referendaries who,
probably after
1510
and together with the chancellors, took over the control over the
chancery service at the royal court. The scribes of the Royal Chancery, these days more
and more numerous, provided for the current chancery service of that court displacing
the royal scribes. It was just the beginning of the formation of the decree chancery, but
it s milestones were the years about
1538
and
1576.
At the turn of the 16th century a special type of Royal Chancery s scribes appeared
around
Maciej Drzewicki,
a Chancellor and Deputy Chancellor
(1501-1515).
Strict¬
ly responsible to the sealer, they differed from the regular royal scribes. However, they
were sworn in as a functionaries of the state office, the Royal Chancery, but not as private
servants of the chancellors. It was the beginning of the group of clerks who will form the
Royal Chancery for the next three centuries. From that group new officials will be ap¬
pointed such as document scribes (metricants), decree scribes and probably presidents of
the chancery
(regens),
too. Nevertheless, essential changes happened on the brink of the
Early Modern Era.
It generally is necessary to state that increase of chancery tasks in the early 16th cen¬
tury caused not only crystallization of the royal chanceries as groups of chancery scribes
responsible to the specific chancellor. At that time also initial departmental chancer¬
ies of the central stage were formed, which later developed towards a system of central
chanceries.
The development of the Polish Royal Chancery is a part of the general moderniza¬
tion process occurring in all European countries, Poland as well. This evolution went to¬
wards a modern bureaucratic state.
